How to Register a VPN With PTA in Pakistan: Documents for Companies and Freelancers
PTA takes VPN registration and IP whitelisting online only. See the documents for companies and freelancers, the five steps and what delists a provisional IP.

Short answer: PTA takes VPN registration and IP whitelisting applications only on its online portal, ipregistration.pta.gov.pk. You create an account as a company or an individual, upload your documents and wait for a provisional approval email. You do not need to visit a PTA office. A company needs the applicant's CNIC and proof of incorporation or active taxpayer status. A freelancer needs a CNIC and a letter from the employer or client.
A freelancer in Lahore works on a US client's system through a VPN, which is a private, encrypted tunnel between two networks. One day the connection drops and the internet company says the VPN is not registered. That is the situation PTA's registration system is meant to prevent.
We read the questions and answers on PTA's own IP whitelisting and VPN registration page on 12 October 2026. We could not open the portal's application screens without an account, so the document list and the steps below come from PTA's FAQ, not from a test application. We did not file one.
PTA runs VPN registration through one online portal
Applications for VPN registration and IP whitelisting are submitted at ipregistration.pta.gov.pk. PTA says there is no need to visit its offices. Call centres are the exception: they go through PSEB, the Pakistan Software Export Board, which acts as a single window for them.
The portal has a sign-in screen, a sign-up link and a recaptcha check. You register first as a company or as an individual. After that, a registered applicant clicks "Submit Application" and picks one of the available categories.
The categories PTA lists are VPN registration for companies, VPN registration for freelancers who have a letter of authentication, and IP whitelisting for video conferencing, education or LDI use by organisations and companies. LDI means long distance international, the licence class for international traffic.
Your documents depend on who you are
PTA says it has reduced the paperwork for VPN registration and IP whitelisting. The documents depend on the type of applicant, and every applicant must upload them in the matching field of the application form.
| Applicant | Documents PTA lists |
|---|---|
| Company VPN | CNIC of the applicant, both sides. Letter of incorporation or proof of active taxpayer status. |
| Freelancer VPN | CNIC of the applicant, both sides. Letter of authentication from the employer or business concern. |
| Freelancer using a mobile number (MSISDN) for the VPN | Letter of authentication, CNIC both sides and NADRA biometric verification. |
| Video conferencing, education or LDI | CNIC both sides. Letter of incorporation, or a letter from a government organisation or company. |
PTA also says a fee applies when an application covers five or more IP addresses, counting IPs already whitelisted before. That application needs a letter on the organisation's letterhead. We did not read the fee amount on the page, so check the portal for the current figure before you pay.

The application takes five steps from account to approval
You create the account, choose the category, upload documents, wait for provisional approval and then finish any payment. A provisional approval lets work start while PTA checks your papers. It is not the same as final approval.
- Open ipregistration.pta.gov.pk and create an account as a company or as an individual.
- Sign in and click "Submit Application", then choose VPN registration or IP whitelisting.
- Enter your IP addresses, your internet provider's details and upload the documents for your category.
- Wait for the "Provisionally approved" email from PTA. You can start work after that.
- If a fee applies, send the original pay order or bank draft to PTA. Final approval follows document verification.

The form asks for your Customer ID and a phone number. PTA explains that the Customer ID is the unique identity your provider issues, which appears in your monthly bill. The phone number field wants the landline number on which the bills are issued.
A delay in payment can remove a provisional approval
PTA says the status in the portal updates automatically once it confirms a payment. If your original pay order or bank draft is late, the provisionally whitelisted IP address can be delisted. For a VPN, provisional approval is temporary while documents are verified, and final approval comes after that check.
Plan for this if your work depends on the connection. Send the payment instrument quickly and keep the pay order slip. If you see the IP disappear, write to IPreport@pta.gov.pk, the address PTA gives for queries that your operator does not answer.
| Stage | What it means | What you do |
|---|---|---|
| Provisional approval | PTA registers the IP at once while documents are checked | Start work and send payment, where a fee applies |
| Final approval | Documents verified and payment confirmed | Keep the approval email and receipt |
| Delisted | Payment late, or a provider found a violation of its rules | Contact your provider and PTA with your reference |

Several IPs go in one application, but each provider needs its own
PTA says one application can carry many IP addresses. You do not file a new application for each IP. If you use more than one internet service provider, you need a separate application for each provider.
Check that the provider holds a licence before you file, because the provider is part of the application. Our check of whether an internet provider is PTA licensed shows how to confirm that in a minute.
Voice traffic and delisting have their own rules
PTA says voice is generally not encrypted because of the extra load it puts on the network. If your business needs encrypted voice, you apply through your service provider with a valid reason and a network diagram. PTA decides each case on its merits after it evaluates the application.
A customer who wants to remove a VPN can delist it from the self-portal account. Internet providers can also delist a VPN when it breaks their standard operating rules or PTA's regulations. If you earn from clients abroad, remember that the income has its own tax steps, set out in how a freelancer files an income tax return.
Who should contact whom when something goes wrong
Start with your internet provider, then PTA. PTA's helpline for these questions is 0800-55055, open from 9 am to 9 pm, seven days a week. If the operator does not respond, PTA asks you to write to IPreport@pta.gov.pk.
For a slow or dead connection that is not about VPN registration, PTA's ordinary complaint route applies, as explained in how to complain to PTA about slow or dead internet. Keep the two issues apart so each reaches the right desk.
Common questions
Do I need to visit a PTA office to register a VPN?
No. PTA says applications are submitted on the online portal and no physical visit is needed. Call centres go through PSEB.
Can a freelancer register a VPN with only a CNIC?
No. PTA lists a CNIC, both sides, plus a letter of authentication from the employer or business concern. A freelancer using a mobile number also needs NADRA biometric verification.
How many IP addresses can I put in one application?
Many. PTA says multiple IP addresses can go in a single application. A separate application is needed for each internet provider.
Is there a fee?
PTA says a fee applies for five or more IP addresses, including those already whitelisted. We did not read the amount on the page, so confirm it on the portal.
What happens if my payment instrument is late?
The provisionally whitelisted IP can be delisted. Send the original pay order or bank draft quickly after the provisional approval email.
Whom do I call if the provider does not answer?
Call PTA's helpline 0800-55055 between 9 am and 9 pm. If the operator still does not respond, write to IPreport@pta.gov.pk. See also the verified telecom helpline numbers.
How we verified this
What we checked, where we read it, and what we could not confirm.
We read PTA's IP whitelisting and VPN registration FAQ page and the sign-in page of the PTA VPN registration portal on 12 October 2026. We did not file an application, so portal screens may differ from the FAQ. Confirm the fee and documents on the portal before you apply.
