How to Remove a Vehicle From the Punjab Safe Cities Blacklist
Vehicle blacklisted by Punjab Safe Cities? See the four causes PSCA lists, what the removal form asks for and who signs it, then fix the record step by step.

Short answer: To remove a vehicle from the Punjab Safe Cities blacklist, you send the Law Officer of the Punjab Safe Cities Authority (PSCA) at Qurban Lines, Lahore, the "Application to Remove from Blacklisting" form. It names the FIR, the police station and the vehicle, and an investigating officer must sign it.
A car that is blacklisted does not fail quietly. Cameras that read number plates flag it, and a traffic team can stop it at any junction. Many owners find out only when the car is seized on the road. We read the PSCA's blacklisting page and both of its published forms, so you can see what the authority asks for before you go anywhere.
PSCA blacklists vehicles through number plate cameras
PSCA says it works with traffic police and Punjab Police and uses number plate recognition cameras to find blacklisted vehicles across Punjab. The vehicles are tracked and intercepted. The page warns owners of penalties, seizure and legal trouble if they do not clear the cause.
The authority's blacklisting page names four causes. These are multiple unpaid e-challans, a blacklist entry from the Excise and Taxation Department, a vehicle linked to an FIR or a criminal case, and a cloned, fake or tampered number plate. The page also shows two counters: 9,948 vehicles blacklisted and 732 caught.
| Cause named on the PSCA page | What it usually means for you |
|---|---|
| Multiple unpaid e-challans | Clear every challan first |
| Blacklisted by Excise and Taxation | Settle the matter with the Excise office |
| Vehicle in an FIR or criminal case | The blacklist form with the FIR details applies |
| Cloned, fake or tampered plate | Fix the plate and the registration record |

The removal form is built around an FIR
The PSCA's removal form starts with an FIR number, the police station, the date and the section of law. It says the vehicle was blacklisted under that FIR and asks for the vehicle's removal. So the form fits cases where a police case started the blacklist.
The form is a one page letter addressed to "The Law Officer, Punjab Safe Cities Authority, Qurban Lines, Lahore". Its subject line reads "Application to Remove from Blacklisting". The blacklisting form is the mirror image: it asks to put a vehicle on the list.
This tells you something useful. The authority does not blacklist a vehicle on its own whim in these cases. The request comes from a police officer who is handling an FIR, and the removal comes back through the same officer. You cannot fix this alone at a counter. You need the police station that registered the FIR.
What the removal form asks you to fill in
The form asks for the vehicle registration number, model, company, colour, engine number and chassis number. It also wants the FIR number, police station, date and section. Contact numbers for the applicant and for the SHO, the station's in-charge, are required too.
Keep your registration book or smart card with you when you fill it in. The engine and chassis numbers must match the record exactly.
- Get the FIR details from the police station: FIR number, police station, date and section.
- Collect the vehicle details: registration number, model, company, colour, engine number and chassis number.
- Download the removal form from the PSCA website and fill it in.
- Write the reason the vehicle should come off the list, for example that the matter is settled or the FIR is disposed of.
- Take the form to the investigating officer for a signature and to the SHO for the contact line.
- The form then goes to the Law Officer and the DSP Operations for signatures.

Who signs the form
The form has signature lines for the applicant, the investigating or authorised officer, the Law Officer of PSCA and the DSP Operations. So four people touch it. The application is not complete until each has signed, and the form does not state a time limit.
That last point matters. The PSCA's pages do not publish a fee, a processing time or a status tracker for blacklist removal. We would not trust any figure you see elsewhere. Ask for a receipt or a diary number when you hand the form in, and note the date.
Unpaid challans and plate problems follow a different path
If the cause is unpaid e-challans, the PSCA page gives no separate removal form. Pay the challans first. The steps for checking and paying are in how to check a Punjab traffic challan online, and the list of amounts is in the Punjab traffic fines list for bikes, cars and vans.
A fake challan message is a separate risk. Do not pay through a link in an SMS. Use only the official channels, and read how the fake e-challan SMS scam works before you pay anything.
If the plate is the problem, fix the registration record at the Excise office. The vehicle's ownership record also needs to be right, and the Punjab car ownership transfer steps show how a missed transfer can leave an old name on a car. A stolen vehicle is a different case, covered in how to report a stolen car in Pakistan.
Drive carefully until the record is clear
Until the vehicle is removed from the list, do not take it out on a road covered by cameras if you can avoid it. Blacklist hits are automatic. A person who did nothing wrong can still be stopped, so keep your FIR copy and the signed form with you.
If you bought the vehicle second hand and the seller left a blacklist behind, the same form is the route. The FIR is not yours, but the car is. Go to the station that registered the FIR and ask for the investigating officer's name.
Common questions
Where do I send the PSCA blacklist removal form?
The form is addressed to the Law Officer, Punjab Safe Cities Authority, Qurban Lines, Lahore. The PSCA page does not say if forms can be submitted by post or online, so ask the police station that registered your FIR how to deliver it.
Is there a fee to remove a vehicle from the blacklist?
The PSCA page and the form do not state a fee. We did not find one on the authority's website, so do not pay a person who claims there is a fixed charge.
Can I check online whether my vehicle is blacklisted?
We could not find a public blacklist search on the PSCA site. You can check your e-challan record on the authority's challan page, and you can ask the Excise office about its own blacklist.
Does the form work for unpaid e-challans?
The removal form is written around an FIR, not around challans. For unpaid e-challans, pay the dues first and then ask PSCA or the traffic police to confirm that the vehicle has been cleared.
How many vehicles has PSCA blacklisted?
The PSCA page shows 9,948 vehicles blacklisted and 732 caught. It does not state the date of those counters, so treat them as a snapshot.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked on Sunday 11 October 2026. We read the Punjab Safe Cities Authority's blacklisting page, its Vehicle Blacklist Form and its Vehicle Blacklist Removal Form, both published as PDF files on psca.gop.pk. We did not submit a form or test a number plate search. Counters and process details may change, so confirm with the authority before you act.
