Short answer: If your Pakistani passport is damaged or has no blank pages left, you apply for a fresh passport at a passport office with your original CNIC and the old passport. The Directorate General of Immigration and Passports (DGI&P) says the new book is issued against the prescribed fee. For full pages you can choose 36, 72 or 100 pages, and the bigger books cost more.

A passport with a torn data page or a water stain is a problem at the airport, and a full book is a problem at the embassy counter. Both have a fix, and it is the same office visit as a normal renewal. What changes is the fee and the book size you ask for.

We read the DGI&P passport requirements page and its FAQ page on 12 October 2026. We did not visit a passport office, so the queue and the exact counter steps on the day are not covered here.

DGI&P treats a damaged passport and a full passport as two separate cases

For a damaged passport, DGI&P says a new one is issued on payment of the prescribed fee and production of the required documents. For exhausted pages, you apply for a fresh passport and may choose a larger book, with an extra fee for 72 and 100 pages.

The page gives no separate damage fine. It does not say a damaged passport is charged double, as it does for a lost one. So do not assume a penalty. Ask the counter which fee row applies to your book before you pay at the bank or by QR code.

Documents to bring to the passport office

For an adult you bring your original valid CNIC or NICOP with a photocopy, and your previous passport in original with a photocopy. Government, semi-government and autonomous body employees also bring a No Objection Certificate (NOC) from their department. Dual nationals bring their foreign passport and a photocopy.

  1. Original CNIC or NICOP, plus one photocopy.
  2. The damaged or full passport in original, plus one photocopy.
  3. An NOC from your department, if you work for the government or an autonomous body.
  4. Your foreign passport and a photocopy, if you hold dual nationality.

For children under 18 the list changes: a CRC, juvenile card or FRC, the original CNICs or passports of both parents, and a parent or guardian present. Our child passport guide sets out that list in full.

The fee depends on the book size, the validity and the speed

The DGI&P page publishes two fee tables: one for the machine-readable passport (MRP) and one for the e-passport. The e-passport table lists 36 and 72 pages only. A 100 page book appears only in the MRP table. Urgent fees are higher than normal fees in both.

Two more fee notes come from the same page. Executive Passport Offices and Passport Processing Counters add a NADRA service charge on top of the passport fee. Fast Track is not available for e-passport delivery. Our passport fee guide compares the rates in more detail.

MRP issuance is reported to end on 15 October 2026

Reports say DGI&P will stop issuing new machine-readable passports from 15 October 2026 and issue e-passports instead. We have not seen the fee tables on the page change. If you apply after that date, expect the e-passport column to be the one that applies.

This matters for the 100 page book. The e-passport table does not list one. If you travel often and need more than 72 pages, ask the office whether a larger e-passport book is available before you plan around the MRP price. Our report on the end of MRP issuance follows the change.

How the visit works and how long it takes

You apply at any passport office. Passport Rule 6 of 2021, as quoted on the page, lets every citizen apply from any passport office, whatever address is on the CNIC. At the counter your photograph and fingerprints are taken, your data is entered, your record is checked and you pay by QR code.

On timing, DGI&P's own pages disagree. The FAQ says a normal passport is issued after 21 working days, an urgent one in 5 and a fast track one in 2. The general guidelines on the requirements page say delivery is after ten working days for normal and four for urgent. Plan around the longer figure and check the date on your token.

Mistakes that slow a damaged or full passport down

Most delays come from three things: a missing photocopy, a government employee without an NOC, and a CNIC whose name does not match the old passport. Fix the CNIC first if names differ, because the passport follows the CNIC.

If your name or date of birth also changed, read our guide on changing a name or date of birth on a passport before you go. A change of name, father's name and date of birth together is sent to DGI&P headquarters in Islamabad for approval, which adds time.

Common questions

Is there a penalty for a damaged passport?

The DGI&P page does not state one. It says a passport against damage is issued on payment of the prescribed fee and the required documents. Ask the counter which fee row applies.

Can I choose a bigger book when my pages are full?

Yes. DGI&P says you can choose 36, 72 or 100 pages and pay the extra fee for 72 and 100. Its e-passport table lists only 36 and 72 pages.

Can I replace a passport before it expires?

Yes. DGI&P says there is no restriction on renewing before expiry and a full validity passport can be issued. A statement of the reason for early replacement may be asked.

Do I need my old passport?

Yes. You bring the original and a photocopy. DGI&P says the existing passport is returned after necessary action is taken on it.

Which office can I apply at?

Any passport office, according to Passport Rule 6 of 2021 as quoted on the DGI&P page. Your CNIC address does not limit you.

Can someone else collect my new passport?

Only you or your blood relatives, on the given date. DGI&P says passports are not delivered to unrelated persons.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read the DGI&P general requirements page and FAQ page at dgip.gov.pk on 12 October 2026. We did not confirm any change to the fee tables after the reported 15 October e-passport switch. Fees and timings change by notification, so check the page on the day you apply.
