To report harassment or theft in Makkah, call 911. It is Saudi Arabia's unified emergency number, and one centre answers it for the whole Makkah region in several languages. Then tell your Umrah company. If your passport was taken, contact Pakistan's Consulate General in Jeddah.

The same day, Saudi General Security said police in Makkah had arrested a man for harassing passers-by and referred him to the Public Prosecution.

Call 911 first for harassment or theft anywhere in Makkah
Saudi Arabia's 911 number reaches the Unified Security Operations Center for the Makkah region. It serves Makkah city and 16 governorates, and it replaced 47 separate operations rooms. Staff take calls in several languages, according to the Saudi Press Agency.
So you do not need to know whether to call the police, an ambulance or another service. One call reaches all of them. Say "Makkah", the street or hotel name, and the gate number if you are near the Haram.
If a security officer is close by, around the Grand Mosque or in a hotel lobby, tell them straight away. They can act faster than a call, and they can still log it through 911.

Saudi law punishes harassment with up to two years in prison
Saudi Arabia's Anti-Harassment Act of 2018 sets up to two years in prison and a fine of up to 100,000 riyals, or either one. A repeat offence, or harassment of a child, can bring up to five years and 300,000 riyals.
The Act defines harassment as any word, act or gesture with a sexual meaning that harms a person's body, honour or modesty, by any means, including phones and social media. It protects men and women alike.
Three more parts of the Act matter to a pilgrim:
- Your name stays private. Article 4 says the victim's identity may not be revealed, except where evidence, investigation or trial needs it.
- Witnesses should report. Article 3 says anyone who sees harassment should tell the authorities.
- False reports are punished. Article 7 gives a person who makes a malicious report the same penalty as the offence.
The heavier penalty also applies when the offender has authority over the victim, when the victim is asleep or unconscious, or when it happens during a crisis or accident. A crowded Umrah night is not, by itself, one of those cases.

Report harassment or theft in Makkah in five steps
Move to a safe place, call 911 or tell the nearest officer, note the time and place, keep any evidence, and tell your Umrah company. Write down the report number the police give you, because your company and the consulate will ask for it.
- Get safe first. Move towards security staff or a busy, well lit area.
- Call 911. Give your location, the gate number if you are near the Haram, and what happened.
- Note the details. Time, place, and what the person looked like. Officers use this to find camera footage.
- Keep evidence. Messages, photos of a damaged bag, or a witness's phone number.
- Tell your Umrah company. Give them the police report number. They deal with the Saudi side of your trip.
Do not post videos of the incident online first. Saudi authorities ask people to rely on official statements, and a clip shared before you report can make the investigation harder.

Complaints about your Umrah company or hotel go to other numbers
Bad service is not a police matter. The Saudi Hajj ministry says a complaint about your Umrah company goes to Enaya centres or its care centre on 920002814. A complaint about your hotel goes to the Ministry of Tourism on 930.
The ministry asks you to raise it first with the hotel management or your group leader. If nobody responds, go to the Enaya centre. You can also email care@haj.gov.sa.

A stolen passport needs your Umrah company, Enaya and the consulate
If your passport is stolen or lost, the Saudi Hajj ministry says to contact the company you applied through first. If it does not respond, call the Enaya care centre on 920002814. To fly home, you need an emergency travel document from Pakistan's consulate.
The Consulate General of Pakistan in Jeddah issues the document without an appointment. Its list of accepted emergencies names the "loss of passport during Hajj/Umrah". Bring copies of the lost passport and your CNIC, and two photos.
A phone or wallet theft is simpler. Report it on 911, block your SIM through your Pakistani network, and call your bank to block cards. Keep the report number for any insurance claim.

The Kollona Amn app is built for Saudi citizens and residents
Kollona Amn is the Saudi Public Security Department's reporting app. Its store listing says a citizen or resident can send a report with photos, video or audio. A pilgrim on an Umrah visa should use 911 instead, which works for everyone.
The app is useful if a relative in Saudi Arabia on a residence permit is with you. For your own report as a visitor, a phone call is faster.
