To replace a lost Pakistani passport, first get a police loss report that quotes the old passport number. Then apply at a passport office in Pakistan, or online or at the embassy if you are abroad. A first loss costs double the normal fee. A second loss costs four times.

That is the rule on the website of the Directorate General of Immigration and Passports (DGI&P), which issues Pakistani passports. We read its lost passport section and its online passport page on 1 October 2026. The DGI&P page was last changed on 9 September 2026.

Most people lose time on one thing: the police report needs the old passport number, and many people do not have it written down. So we start there.

Five steps to replace a lost Pakistani passport, from police report to new passport

Find your old passport number before anything else

The police report must mention the lost passport's number. Look for it on a photocopy, a visa, an old ticket or a scan in your email. If you cannot find it, DGI&P says a Regional Passport Office will give it on a written application with your CNIC.

The exact wording on the DGI&P page is that "the lost Machine-readable Passport number can be acquired from the nearest Regional Passport Office by filing written application", with copies of your CNIC or NICOP, or the CRC (Form B) for a child. NICOP is the identity card for overseas Pakistanis.

Search your email for "passport" and your phone gallery for photos of documents first. That is often faster than a trip to the passport office.

Get a police loss report in Pakistan

Report the loss at the police station where it happened, or at a police service counter. In Punjab, Police Khidmat Markaz loss reports are free and take 5 to 10 minutes. Islamabad Police take lost passport reports online, free, in one working day.

  • Punjab: the Police Khidmat Markaz service list says a loss report needs your original CNIC and a copy, a written complaint, and a copy of the lost document if you have one. The fee is "Free", and you get the report by hand.
  • Islamabad: the Islamabad Police lost report form lists Passport as an item type. The page says a lost report takes 1 working day with no application fee. For items other than a CNIC or driving licence, it asks for a CNIC copy and an affidavit.
  • Sindh, Khyber Pakhtunkhwa and Balochistan: go to the police station for the area where you lost the passport. We did not find an online lost passport report on these forces' websites on 1 October 2026.

If the passport was stolen, say so. A theft is a crime and goes in an FIR, not only a loss report. If you also lost your CNIC, report it in the same police report.

Lost passport fee: double on the first loss

DGI&P charges double the normal passport fee for a first loss and four times for a second loss. A third loss goes to DGI&P headquarters in Islamabad for approval. The table below shows what double means for the most common passports.

Passport (36 pages, 5 years)Normal feeFirst loss (x2)Second loss (x4)
Machine readable, normalRs 4,500Rs 9,000Rs 18,000
Machine readable, urgentRs 7,500Rs 15,000Rs 30,000
e-Passport, normalRs 9,000Rs 18,000Rs 36,000
e-Passport, urgentRs 15,000Rs 30,000Rs 60,000

The normal fees are from the DGI&P fee tables. The doubled and quadrupled figures are our own arithmetic from DGI&P's rule, so confirm the amount on your PSID (payment slip ID) before you pay. Other page counts and validities are in the full passport fee rates.

One more thing to know. Machine readable passports were reported to end from 15 October 2026, with the e-Passport replacing them. When we checked on 1 October 2026, DGI&P had not published that order in text, so ask the office which type you will get.

Apply for the replacement passport in Pakistan

Take the police report, your original CNIC and a copy, and proof of fee payment to a Regional Passport Office. Your photo and fingerprints are taken there. Government employees also need an NOC from their department.

  1. Get the police loss report with your old passport number on it.
  2. Pay the doubled fee by bank challan or online and keep the receipt or PSID.
  3. Visit a Regional Passport Office with your original CNIC and a photocopy.
  4. Hand in the police report. Your photo and fingerprints are taken at the counter.
  5. Keep your tracking number and track the passport until it is ready.

For a child, DGI&P's list for minors also asks for the police report, plus the child's CRC or juvenile card and the parents' documents.

Lost your passport abroad: apply online or at the mission

Overseas Pakistanis can apply online at onlinemrp.dgip.gov.pk under "Reprint Lost" for a first or second loss. A third loss needs a visit to the Pakistan mission. If you must travel home urgently, the mission can issue an emergency travel document.

The DGI&P online page lists what to upload for Reprint Lost:

  • A scan of your valid CNIC, NICOP or smart card.
  • A lost passport report in DGI&P's own format, which you download after logging in.
  • A fingerprint form, also downloaded after login, scanned once your prints are on it.
  • A colour photo with a white background, 350 by 467 pixels, JPEG, under 3 MB.

You pay online by credit or debit card. DGI&P staff in Islamabad review each application and may send it to the nearest mission for checks. Updates come by email. For problems, DGI&P lists mrponline@dgip.gov.pk and +92 51 8482202.

The emergency travel document, or ETD, is only for returning to Pakistan. DGI&P's page says missions issue it "in case of emergency". Call the mission before you go. In Saudi Arabia, for example, the Jeddah consulate uses online appointments.

Comparison of replacing a lost passport in Pakistan and abroad

Third loss and other cases that take longer

A third loss is not handled at the counter. Passport offices in Pakistan send it to DGI&P in Islamabad for advice or approval. Abroad, the mission refers it to DGI&P only if it thinks the request deserves consideration.

For a third loss abroad, the DGI&P page mentions the mission considering whether the applicant is "gainfully employed". It does not give a fee or a time limit for third-loss cases. Expect extra questions, and keep every police report from earlier losses.

Lost passport fee rule: double on the first loss, four times on the second

Common questions

How much is the lost passport fee in Pakistan?

Double the normal fee on a first loss and four times on a second, per DGI&P. For a 36 page, 5 year machine readable passport on normal delivery, that works out to Rs 9,000 for a first loss.

Can I apply for a lost passport online from Pakistan?

The online Reprint Lost category is listed for Pakistanis living abroad. In Pakistan, apply in person at a passport office with the police report.

Do I need an FIR or just a police report?

DGI&P asks for a police report that mentions the old passport number. A loss report is enough for a lost passport. If it was stolen, report the theft so it goes in an FIR.

What if I do not know my old passport number?

Apply in writing at the nearest Regional Passport Office with a copy of your CNIC or NICOP. DGI&P says the office can give you the number.

Can I travel on a police report if I lost my passport abroad?

No. You need an emergency travel document from the Pakistan mission to return home, or a replacement passport to travel anywhere else.

What happens if I find the old passport later?

DGI&P's pages do not say. Do not use it, because it was reported lost. Take it to the passport office and ask what to do.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on 1 October 2026. We read the lost passport, damaged passport, required documents and fee sections of the DGI&P ordinary passport page, and the Reprint Lost section of its online passport page. We read the Punjab Police Khidmat Markaz services list and the Islamabad Police lost report page. The 15 October end of machine readable passports is reported and not yet published in text by DGI&P. The doubled fee amounts are our arithmetic. We did not apply for a passport ourselves.
