Short answer: if you lose your Pakistani passport abroad, report it to the local police the same day, then go to the nearest Pakistan embassy or consulate. If you only need to get home, ask for an Emergency Travel Document (ETD), also called an outpass, which is valid for one journey to Pakistan. If you live or study there, apply for a replacement passport instead, then ask the host country to move your visa or residence onto it. A first loss costs double the normal passport fee.
The visa that was inside the lost passport is a separate problem. Pakistan cannot replace it. Only the country that issued it can. That is why the steps below always end with a visit to the host country's own system, such as Jawazat in Saudi Arabia, UKVI in Britain or IRCC in Canada.
We read the passport and ETD pages of Pakistan's missions in Jeddah, Dubai, Abu Dhabi, London, Washington and Toronto, the DGI&P online passport page, and the host country pages for the UK, the US and Canada on 5 November 2026. This page is the hub. Each country has a deeper guide, linked below.
First decide: going home, or staying on
Everything depends on one question. If you are leaving for Pakistan soon, an ETD is quick and cheap but works only for that one trip home. If you are staying, working or travelling on to another country, you need a full replacement passport, and an ETD will not help.
| Your plan | What to ask the mission for | What it lets you do |
|---|---|---|
| Go home to Pakistan soon | Emergency Travel Document (ETD) or outpass | One journey to Pakistan only |
| Stay, work or study in that country | Replacement passport, as a lost passport case | Full travel, after the visa is moved to it |
| Travel on to a third country | Replacement passport | An ETD cannot be used for this |
| No visa or legal stay left | ETD or outpass | Return home; the host country's fines are separate |

The London High Commission says an ETD is for "travelling back to Pakistan only in extreme emergency cases" and asks for proof of the emergency. Its list of accepted emergencies includes illness, a death in the family, and having no legal status to stay in the UK. The Jeddah consulate lists the loss of a passport during Hajj or Umrah in plain words. When you land, FIA accepts the ETD with a copy of the lost passport or your CNIC, as set out in the FIA rules for entering Pakistan with a lost passport.
The six steps after a lost passport abroad
Report the loss to the local police, find your old passport number, tell the Pakistan mission, collect your CNIC or NICOP and photos, apply for the ETD or the replacement, then fix the visa with the host country. Do them in this order, because each step needs the one before it.
- Report it to the local police. Ask for a written report or a report number that mentions your passport number. The Dubai, London and Washington missions all list a police report for a lost passport. If it was stolen, say so.
- Find the old passport number. Look in your email, phone photos, visa letters, tickets or your employer's HR file. If it is truly gone, a regional passport office in Pakistan gives it on a written application, as our guide to finding a lost passport number explains. A relative at home can help.
- Contact the nearest Pakistan mission. Use the mission's page on mofa.gov.pk or its own site, never a number from a social media post.
- Gather your papers. Your CNIC or NICOP, a copy of the lost passport if you have one, white background photos, proof of your stay in that country (iqama, Emirates ID, eVisa, green card, PR card or permit) and the police report.
- Apply for the ETD or the replacement passport. Overseas Pakistanis can apply for a replacement online for a first or second loss, through the DGI&P online lost passport route. A third loss means a visit to the mission.
- Fix the visa with the host country. Once you have the new passport, ask that country's immigration service to link your visa or residence to it. The country sections below say who does this.

Replacement fees follow one rule on every mission's table we read. A first loss costs double the normal fee and a second loss costs four times. The full rule, and what happens back home, is in our guide to replacing a lost Pakistani passport.
Which case are you? Scenarios and what to do
The right route depends on your status in that country. A pilgrim on Umrah, a worker with an iqama and a student with a permit all start at the police and the mission, but they end at different offices. Find your case in the table, then read your country's section.
| Your case | Pakistani document | Who fixes the visa or status |
|---|---|---|
| Umrah or visit visa, Saudi Arabia | ETD from Jeddah consulate | Your Umrah company, or Enaya on 920002814 |
| Iqama holder, Saudi Arabia | Replacement passport | Your employer or sponsor with Jawazat |
| UAE resident | Replacement passport | Your sponsor with ICP, or GDRFA in Dubai |
| UAE visitor or overstayer | Outpass, AED 30 in Dubai | UAE immigration for any fine or exit |
| UK visitor or resident | Replacement passport, or ETD to go home | UKVI: update your eVisa or UKVI account |
| US visitor or student | Replacement passport | New US visa from a US embassy or consulate |
| US green card holder | Replacement passport | USCIS, only if the green card was lost too |
| Canada visitor, student or PR | Replacement passport | IRCC, for a lost permit, visa or PR card |
| Stolen in transit at an airport | ETD from the mission in that country | Airline and airport police first |
If the passport is stolen at a transit airport, tell your airline at once and report the theft to the airport police. You will usually need the Pakistan mission in that country for an ETD before any airline lets you fly. If you were only connecting, you may also need permission to enter that country to reach the mission. Ask the airline, and see our note on transit visa rules for Pakistani passport holders.
What happens to the visa in a lost passport
A visa stamped or stuck in a lost passport cannot be moved by Pakistan. Once you report the passport lost, treat it as cancelled, and the visa in it with it. Many countries now hold your status digitally, so the real job is linking that record to the new passport number.
That is the good news for most residents. Your right to live or work there usually sits in the host country's system, not only in the sticker. The UK's eVisa, the US I-94 record and Canada's permits are all held by the government. What changes is the passport number they are linked to. Visitors with a sticker visa are the ones who usually have to apply again.
Saudi Arabia: pilgrims on Umrah and iqama holders
In Saudi Arabia a pilgrim and a resident take different routes. A pilgrim tells the Umrah company first, then gets an ETD at the Jeddah consulate. An iqama holder applies for a replacement passport, then the employer updates the passport details with Jawazat, the Saudi passports department.
On Umrah or a visit visa. The Saudi Ministry of Hajj and Umrah tells a pilgrim who loses a passport to contact the company they applied through first, and to call the Enaya care centre on 920002814 if the company does not respond. The Consulate General in Jeddah issues the ETD with no appointment, in Room 13 on the ground floor, Sunday to Thursday, 9 am to 4 pm. Its page does not publish the ETD fee. The full list of papers is in our guide to the emergency travel document in Jeddah. Do not go to the airport until your Umrah company confirms your exit is cleared, because your visa is tied to the old passport number. Visa basics are in our Umrah visa guide.
With an iqama. The Jeddah consulate's passport page asks for your CNIC, your original iqama with a copy, and an affidavit or undertaking in case of a lost passport. It gives delivery as 4 weeks for normal and 2 weeks for urgent. Its fees, including the lost passport rows, are in our Saudi passport fee list. Absher lists an "Update Passport Information" service, but we could not open its guide, so ask your employer which account files it. Then check your status with our iqama validity check.
The Jeddah consulate covers the western region. People in Riyadh and the Eastern Province usually deal with the Embassy of Pakistan in Riyadh. Find it through the Ministry of Foreign Affairs site, mofa.gov.pk.
UAE: residents and visitors
In the UAE, a resident applies for a replacement passport at the Dubai consulate or the Abu Dhabi embassy, then asks the sponsor to update the residence record. A visitor or overstayer who only needs to go home gets an outpass, which costs AED 30 at Dubai.
The Dubai consulate's lost passport page lists a fee of AED 30 and four papers: a police report, a copy of your CNIC, a copy of the lost passport, and two photos with a white background. That is the outpass route, set out in full in our Dubai outpass guide. Dubai's passport tokens run Monday to Thursday, 7 am to 1 pm, and Friday, 7 am to 11 am. Its phone number is 04 397 3600.
For a replacement passport, the Abu Dhabi embassy publishes the same fee table as Dubai, starting at AED 220 for a 36 page, 5 year book after a first loss. All rows are in our UAE passport fee list. We could not find an ICP page on 5 November that explains moving a residence record to a new passport, so ask your sponsor or employer. The outpass does not clear a UAE overstay fine. That is settled with UAE immigration.
UK: visitors, residents with an eVisa, and students
In the UK, report the loss, then go to the Pakistan High Commission in London or a consulate. An ETD costs £8.50. Residents then update their UKVI account with the new passport, because the eVisa is linked to it. A lost BRP must be reported too.
The High Commission's ETD page lists a signed form, four white background photos, lost passport papers with a police report, a confirmed air ticket, a valid NADRA card, and an affidavit covering your UK entry date, visa type and any overstay. No appointment is needed. Weekend emergencies: 020 7664 9276. The call centre is 020 7664 9200.
GOV.UK says you should update your UKVI account when you change your passport. You "can travel with your eVisa after you add your passport or travel document details." If you still hold a BRP and it was lost too, GOV.UK says you must report it, even if it has expired, or face a fine of up to £1,000. Our UK eVisa guide covers the account steps.
If you are outside the UK and your passport held a valid visa sticker, GOV.UK says to sign in to or create a UKVI account to use your eVisa instead. If you need a physical form for travel, it costs £154 and a decision usually comes within 3 weeks of proving your identity. On 5 November the London High Commission's fee page showed a new e-passport table dated 23 October 2026, so check the current lost fee there before paying. Our UK passport fee page has the earlier list.
USA: visitors, students and green card holders
In the US, the Embassy of Pakistan in Washington replaces a lost passport if you bring a police report, your NICOP or CNIC and proof of US legal status. A lost US visa is a US matter. A lost green card is replaced through USCIS, with a separate form if you are abroad.
The Washington embassy lists, for a lost passport, everything a normal applicant brings plus a police report. That means personal appearance, your NICOP or CNIC, your latest Pakistani passport if you still have one, proof of legal status (US passport, green card or a valid visa) and proof of address. It quotes 2 to 3 weeks for urgent and 3 to 4 weeks for regular. A first loss costs $140 for a 5 year passport on normal processing, paid by card only. Every row is in our US passport fee list.
Visitors and students. Your permitted stay is on your I-94 record, which CBP keeps online. Download your I-94 number from the CBP I-94 website early. A lost US visa sticker is replaced by applying for a new visa at a US embassy or consulate. The State Department's lost visa page did not open for us on 5 November, so check it before you plan any trip outside the US.
Green card holders. Losing a Pakistani passport does not affect your green card. If the green card was lost too, USCIS says to file Form I-90 in the US. If you are outside the US for less than a year and the green card is lost, USCIS says to file Form I-131A, the carrier documentation, so an airline can board you.
Canada: visitors, students and permanent residents
In Canada, apply at the Consulate General in Toronto, or the High Commission in Ottawa. The Toronto consulate wants an attested affidavit with your old passport number. Then IRCC handles any lost Canadian document: a visa sticker, a permit or a PR card.
The Toronto consulate's passport page asks, for a lost passport, for "an affidavit mentioning the previous passport number and duly attested by the Consulate General", plus original proof of your status in Canada. It takes payment by debit card only. A first loss costs CAD 198 for a 5 year, 36 page passport on normal processing. The other rows are in our Canada passport fee list.
IRCC's help centre says that inside Canada it can replace a valid visitor record, work permit or study permit. Outside Canada it can replace a temporary resident visa counterfoil, the visa sticker. For a lost PR card, IRCC says you apply for a new card in Canada. Outside Canada without a valid PR card, "you must apply for a permanent resident travel document (PRTD) to return to Canada."
Other countries where many Pakistanis live
The same two routes apply everywhere: an ETD to go home, or a replacement passport to stay. Fees follow the double and four times rule. Our country fee pages list the lost passport rows for each mission, so start there before you call.
We have lost passport fees and mission details for Oman, Malaysia and Italy, and for Germany, France, Spain, Greece, Belgium, the Netherlands, Sweden, Switzerland, Poland, Portugal, Denmark and Singapore on the same pattern. If you live in Germany and lost your residence permit as well, read our guide to the German re-entry visa.
Stop the scams: never pay a middleman
Report the loss fast so the passport is cancelled and nobody can travel or borrow on it. Then deal only with the mission and the official portal. Anyone offering a fast passport for an extra fee, or asking for your login, is not the mission.
- Pay fees only at the mission counter, by the card the mission names, or on onlinemrp.dgip.gov.pk.
- Never share your DGI&P login, password or a code sent to your phone.
- Get mission numbers from mofa.gov.pk or the mission's own site. On 5 November we found that pakembassyksa.com, once used for the Riyadh embassy, now sends visitors to a gambling site.
- Keep a photo of your passport, visa and CNIC in your email before you travel.

Common questions
What should I do first if I lose my Pakistani passport abroad?
Report it to the local police and get a report that mentions your passport number. Then contact the nearest Pakistan embassy or consulate.
Can I travel to another country on an emergency travel document?
No. An ETD or outpass is for the journey back to Pakistan only. For any other trip you need a replacement passport.
How much does an emergency travel document cost?
It depends on the mission. The Dubai consulate charges AED 30 and the London High Commission charges £8.50. The Jeddah consulate does not publish its ETD fee.
Can I apply online for a lost passport from abroad?
Yes, for a first or second loss, on the DGI&P online passport portal. For a third loss you must visit the mission.
What happens to my visa if my passport is lost?
It is cancelled with the passport. The country that issued it decides what happens next. Many residents only need their digital record linked to the new passport.
I lost my passport on Umrah. Who do I call?
Your Umrah company first, or the Enaya care centre on 920002814. Then go to the ETD section of the Pakistan consulate in Jeddah.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked on 5 November 2026. We read the ETD and emergency pages of the Pakistan High Commission, London, the Dubai consulate's lost passport page, the Abu Dhabi embassy's passport page, the Jeddah consulate's passport page, the Washington embassy's passport page, the Toronto consulate's passport page and the DGI&P online passport page. Host country rules are from GOV.UK pages on replacing a visa outside the UK, lost BRPs and updating a UKVI account; USCIS pages on replacing a green card and Form I-131A; the CBP I-94 page; and IRCC pages on replaceable documents and the PR card. The Saudi pilgrim steps are from the Ministry of Hajj and Umrah, as read for our Jeddah guide. The Jeddah ETD fee, the Riyadh embassy's own page, the Saudi and UAE steps for moving a residence to a new passport, and the US State Department's lost visa page could not be read or are not published, so we do not state them.
