Outpass From Pakistan Consulate Dubai: AED 30 for Lost Passport or Illegal Stay, Free for Prisoners
An outpass from the Pakistan Consulate Dubai costs AED 30 for a lost passport or illegal stay and is free for prisoners. See the papers for each case and steps.

An outpass from the Pakistan Consulate in Dubai costs AED 30 if your passport is lost or you have no valid status in the UAE, and it is free for prisoners being sent home. An outpass, also called an emergency travel document, is a one way paper that gets a Pakistani back to Pakistan without a passport. Below are the papers each of the three cases needs, what the outpass does not fix on the UAE side, and what happens when you land.
We read the outpass, lost passport and illegal immigrants pages on pakistanconsulatedubai.ae on 2 November 2026. The consulate's welfare wing works across Dubai and the Northern Emirates. Abu Dhabi has its own Pakistani embassy, so people there should ask it first.
The Dubai consulate issues an outpass for AED 30 in two of three cases
The consulate lists three outpass cases. A lost passport costs AED 30. A Pakistani staying illegally, with no valid visa or residence, also pays AED 30. A prisoner being released for return to Pakistan pays nothing, but needs a letter from the jail.
| Your case | Fee | Papers the consulate asks for |
|---|---|---|
| Lost passport | AED 30 | Police report, CNIC copy, lost passport copy, 2 white background photos |
| Illegal stay or illegal immigrant | AED 30 | Passport copy, CNIC copy, 2 white background photos |
| Prisoner after release | Free | Letter from the jail, prisoner's CNIC or passport copy |
The fee is small. The paperwork is where people get stuck, usually because the police report or the CNIC copy is missing.

A lost passport outpass needs a UAE police report first
For a lost passport, the consulate wants a police report, a copy of your CNIC, a copy of the lost passport and two passport size photos with a white background. Get the police report before you go. Without it, the counter cannot start.
The copy of the lost passport is the other common gap. If you never kept one, look for a scan in your email, your employer's HR file or a visa application. The passport number alone helps too, and there are ways to find a lost passport number through the regional passport office.
- Report the loss at the nearest UAE police station and collect the report.
- Find a copy or scan of the lost passport, or at least its number.
- Photocopy your CNIC or NICOP.
- Get two passport size photos with a white background.
- Go to the consulate at 2 11th Street, Umm Hurair One, Dubai, during passport token hours.
- Pay AED 30 and wait for the outpass.
An outpass is a one way ticket home, not a new passport. If you plan to stay and work in the UAE, apply for a replacement passport instead. The fee for that is higher, and the Pakistani passport fee in the UAE lists the first, second and third loss rates.

Overstayers pay AED 30 at the consulate, but the UAE side is separate
For an illegal stay, the consulate asks for a passport copy, a CNIC copy and two photos, and charges AED 30. That covers the Pakistani travel paper only. Clearing your status with UAE immigration, including any overstay fine, is a separate step with the UAE authorities.
The consulate's outpass page does not say how to settle a fine or get an exit clearance. We did not find those rules on its site, so we do not state them here. The fine itself runs by the day, and the UAE visit visa overstay fine explains how it is counted for visit visa holders.
Be honest at the counter about your status. A Pakistani with no visa is exactly the case this outpass is for, and the consulate lists it openly.
Prisoners get the outpass free with a letter from the jail
A Pakistani being released from a UAE jail for return home pays no fee. The consulate needs a letter from the jail authorities where the prisoner is held and a copy of the prisoner's CNIC or passport. Families usually arrange this through the jail or the consulate's welfare wing.
The welfare wing visits police stations and jails in Dubai and the Northern Emirates for consular access. It also arranges the repatriation of Pakistanis after their sentences end. Its hours are Monday to Thursday, 8 am to 4 pm, and Friday, 8 am to 12 pm.
If you are a relative trying to reach a detained person, the welfare wing asks for an application describing the incident, the detainee's passport copy, an Emirates ID copy and your own phone number.
Landing in Pakistan on an outpass means an FIA check at the airport
An outpass gets you on a plane, but FIA immigration checks it on arrival. Keep the outpass, your CNIC and the police report together in your hand luggage, not in a checked bag. If an officer has questions, those three papers answer most of them.
After you land, you will need a fresh passport before you can travel again. The process at home is the normal one for a lost passport, with the higher lost passport fee. The rules on entering Pakistan with a lost or expired passport explain what FIA can and cannot do at the counter.

How we verified this
What we checked, where we read it, and what we could not confirm.
We read the Pakistan Consulate Dubai pages on outpass and fees, lost passport and welfare services on 2 November 2026. Its "illegal stay" page returned an empty page when we tried it. We could not verify UAE exit rules or how long an outpass takes to issue, so we do not give a time.
