If you lose your passport on Umrah, Pakistan's Consulate General in Jeddah can issue an emergency travel document, or ETD, to take you home. No appointment is needed. Go to the ETD section, Room 13 on the ground floor, Sunday to Thursday, 9 am to 4 pm.

We read the consulate's ETD page and the Saudi Ministry of Hajj and Umrah's questions page on 2 October 2026. The consulate's list of accepted emergencies names the "loss of passport during Hajj/Umrah" in plain words. So a pilgrim does not have to prove a death or illness in the family to qualify.

Pakistan's Jeddah consulate issues an emergency travel document for a lost passport on Umrah

The consulate issues an ETD to Pakistani nationals for travel back to Pakistan in an emergency, when the passport is lost, expired or not available. Its page lists losing a passport during Hajj or Umrah as an accepted emergency. You apply in person, without an appointment.

The consulate moved its passport and NADRA work to online appointments in Jeddah from 1 October 2026. The ETD section is separate. Its page still says no appointment is required, and you are served in turn.

The consulate's general office hours are 8 am to 4 pm, with Friday and Saturday off. The ETD page gives 9 am to 4 pm, Sunday to Thursday. Go by the ETD hours.

Tell your Umrah company and the Enaya centre first

The Saudi Ministry of Hajj and Umrah says a pilgrim who loses a passport should first contact the company they applied through. If the company does not respond, call the ministry's Enaya care centre on 920002814. Do this before you travel to Jeddah.

The reason is simple. Your Umrah visa, your hotel and your flight are all tied to the old passport number. The Saudi company handles your file on the Saudi side, and you need it working with you before you leave the country on a new document.

If the passport was stolen, also call 911, the Saudi emergency number, and keep the report number. The consulate's list asks for proof of the emergency, and a police report number is the simplest proof of a theft.

Bring six things to the ETD section in Jeddah

The consulate asks for a signed application form, two recent photos, a copy of the lost passport, a copy of your CNIC, and proof of the emergency. For a child under five, both parents come with their own documents and the child's attested birth certificate.

  • Application form, filled in and signed.
  • Two passport size photos, recent, with a white or blue background.
  • Copy of the lost passport. A photo on your phone is better than nothing. Print it.
  • Copy of a valid CNIC.
  • Proof of the emergency. For a lost passport on Umrah, bring your visa printout, your return ticket and any police report.
  • For a child under five: both parents with original identity documents, and the birth certificate attested by the Saudi foreign ministry, with an English translation.

The last point applies mainly to children born in Saudi Arabia. A child on Umrah from Pakistan will usually have a Pakistani B-form, so ask the counter what they will accept.

Get the ETD in five steps

Report the loss, tell your Umrah company, gather your copies and photos, visit the ETD section in Jeddah, pay the fee and collect the document at the time given. Check every detail on it before you leave the consulate.

  1. Report and inform. Call 911 if it was stolen. Tell your Umrah company, or Enaya on 920002814.
  2. Gather copies. Lost passport copy, CNIC copy and two photos.
  3. Visit Room 13. Ground floor, Sunday to Thursday, 9 am to 4 pm. No appointment.
  4. Pay the fee. The official checks your papers, then issues a fee receipt and tells you when to collect.
  5. Check the document. The consulate asks you to check your details on the ETD before you leave.

The consulate does not publish the ETD fee on this page, so we do not quote one. Carry some riyals and a card.

Five steps to get an emergency travel document after losing a passport on Umrah

An ETD only takes you back to Pakistan

An emergency travel document is valid only for the journey back to Pakistan. You cannot use it to go on to Dubai or anywhere else. Once home, you apply for a new passport at a passport office, as a lost passport case.

Pakistan's Directorate General of Immigration and Passports says missions issue an ETD for returning to Pakistan and inform the directorate. A first loss later costs double the normal passport fee, under the rules for a lost Pakistani passport.

We could not find an official Saudi page on the exit steps for a pilgrim on an ETD. Ask your Umrah company and Enaya what the Saudi passport office needs before your flight. Do not go to the airport until they confirm.

Protect your passport before it goes missing

Most of this trouble is avoided with copies made before you fly. Keep a photo of your passport, visa and CNIC on your phone and in your email, and carry one printed copy apart from the passport itself.

If a hotel or Umrah group asks to hold your passport, ask for a receipt with its name on it. If the passport is lost in their care, that receipt is your proof. Before you fly, also check your Umrah visa printout is saved on your phone.

Report the theft or loss first; the routes are in how to report harassment or theft in Makkah.
