Police Khidmat Markaz Punjab: 14 Services, Fees, Papers and Timings

A Police Khidmat Markaz (PKM) is the Punjab Police service centre where you get a character certificate for Rs 500, police verification for Rs 300, vehicle verification for Rs 2,000, and an FIR copy, loss report, tenant or servant registration for free. Most counters open Monday to Saturday, 9am to 5pm.

The fees and papers below come from the service list on the official PKM website, pkm.punjab.gov.pk, which Punjab Police links from its own home page. That list names 14 services. Five of them are free.

We read the service list, the centre directory and the Punjab Police home page on 27 September 2026. We did not visit a centre or apply for anything, so the turnaround times here are the ones the police publish, not ones we timed.

Police Khidmat Markaz services and fees in Punjab

PKM offers 14 services. Character certificate costs Rs 500 and general police verification Rs 300. Vehicle verification is Rs 500 for a motorcycle and Rs 2,000 for other vehicles. FIR copy, loss report, crime report, women violence report, tenant and employee registration are free.

Two things on that list look odd, and we are giving them exactly as published. The duplicate licence fee for a heavy vehicle, Rs 200, is lower than the Rs 500 for a car. And the same page shows the loss, crime and women violence reports twice, once at 5 to 10 minutes and once at 15 to 20 minutes. That is why the table gives a range.

Pay the character certificate and verification fees at the PKM counter itself. The page says so directly. For the learner permit, buy the Rs 60 ticket from a Post Office before you go.

Documents to bring for each PKM service

Bring your original CNIC and one photocopy for every service. Character certificates also need your passport and an affidavit. Tenant registration needs both CNICs, the rent agreement, an affidavit and the tenant's photo. Vehicle verification needs the vehicle's original documents.

• Character certificate: original CNIC or B-Form with a copy, original passport with a copy, and an affidavit. If you are abroad, a blood relative such as a father, mother, brother or sister can apply with your authority letter. The letter needs your embassy's stamp, or attestation by two respectable people who know you, and must state how long you stayed at the address.
• General police verification: original CNIC or B-Form with a copy, and an affidavit. The page says this is also used to check servants, maids and other workers before hiring.
• Tenant registration: the owner's CNIC, the tenant's CNIC, the rent agreement (originals and copies), an affidavit and a photo of the tenant.
• Employee registration: the owner's CNIC, the employee's CNIC, a photo of the employee and an affidavit.
• Vehicle verification: your CNIC, the vehicle's original documents, a copy of the owner's CNIC, a bank or company NOC if the vehicle is in their name, and court papers if it was recovered in a criminal case.
• Copy of FIR: your original CNIC with two copies, the FIR number and police station, and the reason you need it.
• Loss report: your CNIC, a written complaint, and a copy of the lost document if you have one.

Tenant registration is a legal duty, not a favour. The PKM page cites the Punjab Information of Temporary Residents Act 2015, which says the owner, tenant or property dealer must register a rented house or hostel room with the police. It matters later in any dispute over tenant rights and eviction, because the certificate proves who lived there and from when.

How to apply at a Police Khidmat Markaz

Walk into any PKM with your CNIC and papers, fill the form at the counter, pay any fee there, and keep the receipt. Quick services such as an FIR copy come back the same visit. Certificates arrive by courier after three working days.

1. Pick your nearest centre from the district list below, and go between 9am and 5pm, Monday to Saturday.
2. Take your original CNIC, photocopies and every document the service needs.
3. Fill the application at the counter. If you cannot write, the page says the duty officer writes crime and violence reports for you.
4. Pay the fee at the PKM counter, or show your Post Office ticket for a learner permit.
5. Keep the receipt and application number. Use it on the Track page of pkm.punjab.gov.pk until the courier delivers.

The best feature is easy to miss. You can apply for a police character certificate for any district from a centre in any other district. The PKM page gives its own example: somebody living in Multan can get a Mianwali certificate from the Multan centre without travelling.

A learner permit has age limits. The page sets 18 years for a motorcycle or car, and 21 for a rickshaw, taxi or commercial tractor. Applicants aged 50 or more need a medical certificate, and the permit is valid for six months. The full licence route is in the Punjab driving licence process.

PKM centres by district and their timings

The PKM directory lists 93 counters across 36 Punjab districts. Lahore and Rawalpindi have eight each. Most open Monday to Saturday, 9am to 5pm. Two Lahore centres, Gulberg Liberty and Moon Market Iqbal Town, list 8am to 8pm.

Every other district has one to four counters, usually at or near the DPO office or a Rescue 15 office. The directory gives a phone number and a map pin for each. The PKM home page counter still says 43 centres, which is lower than the 93 entries in its own directory, so trust the directory.

Sunday is not listed as a working day. The central PKM office at the Central Police Office, Lahore, lists 042-99211356.

Online options instead of the counter

You can start from home. The PKM website has a sign-in, a Track page and a Verify page, and there is a Police Khidmat app on Android and iPhone. Punjab Police also lists its own Punjab Police Pakistan app and an online complaint form.

• PKM website: sign in at pkm.punjab.gov.pk, then use Track to follow an application and Verify to check a certificate someone shows you.
• Police Khidmat (Service) app: linked from the PKM home page on Google Play and the App Store, built by PITB.
• Punjab Police Pakistan app: listed on the mobile apps page of punjabpolice.gov.pk.
• Complaints about police: the IGP Complaint Center on 1787, or the online e-complaint form linked from the Punjab Police site. Emergencies go to 15.

Some people still quote 8787 as the complaint number. The Punjab Police site lists 1787. The 8787 figure only appears in the web address of the online complaint form.
