Pakistan Senate Bills 26 October 2026: 6 Passed, Plus New Islamabad Tinted Glass and Elderly Parents Bills
Pakistan's Senate passed 6 bills on 26 October 2026, including Islamabad consumer and Zina law changes, and took up tinted glass and elderly parents bills.

Pakistan's Senate passed six bills on Monday 26 October 2026, state radio reported, including changes to the Islamabad Consumers Protection Act and the Zina Ordinance, and a bill to set up Iqra Global University. It also took up new bills on tinted glass in Islamabad cars, on protecting elderly parents and on teaching Allama Iqbal's work in schools. None of them is law yet.
We read the Senate's own Orders of the Day for the sitting and state radio's report of what happened in the House. The two do not match on one bill, and we say which below. You will also find what each bill is about, what happens next, and why a Senate vote does not change any rule you follow today.
The Senate passed six bills on 26 October
State radio reported that the Senate passed six bills on 26 October 2026. Five of them appear on the Senate's agenda for that day under "be passed". All are private members' bills, which means individual senators moved them, not the government.
| Bill passed | Moved by | What it changes |
|---|---|---|
| Islamabad Consumers Protection (Amendment) Bill, 2026 | Senator Samina Mumtaz Zehri | Amends the Islamabad Consumers Protection Act, 1995 |
| Offence of Zina (Enforcement of Hudood) (Amendment) Bill, 2026 | Senator Sarmad Ali | Amends the Zina Ordinance of 1979 |
| Code of Criminal Procedure (Amendment) Bill, 2026 | Senator Sarmad Ali | Amends Schedule II of the CrPC, the table of offences |
| Special Technology Zones Authority (Amendment) Bill, 2022 | Senator Mohammad Abdul Qadir | Amends the Special Technology Zones Authority Act, 2021 |
| Iqra Global University Bill, 2026 | Senator Mohammad Abdul Qadir | Sets up a new university by law |
| ICT (Prohibition of Plastic Book Covers) (Amendment) Bill, 2026 | Senator Sherry Rehman | Amends the 2026 Act banning plastic book covers in Islamabad |

One bill on the radio list was only due for introduction
The plastic book covers bill is the one that does not match. State radio listed it among the bills passed. The Senate's own agenda for 26 October shows it only for leave to introduce, the first step, not for a vote on passing.
A bill is normally introduced, sent to a standing committee, reported back and only then passed. Doing all of that in one sitting would be unusual. We have not seen the Senate's record of votes for the day, so we treat the plastic book covers bill as introduced, with its passage reported but not confirmed. The same applies to the CrPC: the agenda had two different CrPC bills, one for passing and one new one for introduction.
New bills on tinted glass and elderly parents were introduced
Seven new bills were introduced and sent to committees, state radio said. They include a bill to regulate tinted glass on cars in Islamabad and one to protect elderly parents and dependent family members under criminal law.
| Bill introduced | What its title says it does |
|---|---|
| ICT Motor Vehicles (Regulation of Tinted Glass) Bill, 2026 | Regulates tinted glass in motor vehicles in Islamabad |
| Criminal Laws (Protection of Elderly Parents and Senior Dependent Family Members) (Amendment) Bill, 2026 | Amends the PPC and CrPC to protect elderly parents |
| Iqbaliyat (Promotion in Educational Institutions) Bill, 2026 | Promotes Iqbal's thought and poetry in schools and marks his 150th birth anniversary |
| De-colonization of Public Administration and Institutional Dignity Bill, 2026 | Ends class-based colonial dress rules in federal offices |
| Elections (Amendment) Bill, 2026 | Amends the Elections Act, 2017 |
| Code of Criminal Procedure (Amendment) Bill, 2026 | Adds a new section 154A to the CrPC |
| Auditor General's Recommendations (Implementation) Bill, 2026 | Makes federal bodies act on audit findings |
The tinted glass bill was moved by Senators Samina Mumtaz Zehri, Faisal Saleem Rehman and Saifullah Abro. Until it becomes law, the rules you already face stay in force; on national highways and motorways they are set out in motorway penalties for tinted glass.

A Senate vote is only one step before a bill becomes law
A bill passed by the Senate goes to the National Assembly. If the Assembly passes it in the same form and the President signs it, it becomes an Act. Until then nothing changes for shops, drivers or courts.
- A senator asks for leave and introduces the bill.
- The Chair sends it to the standing committee for that subject.
- The committee reports it back, with or without changes.
- The Senate considers it and votes to pass it.
- The National Assembly passes it, then the President gives assent.
That route is set out step by step in how a bill becomes law in Pakistan. The National Assembly listed 13 bills already passed by the Senate on 20 October, covered in Senate-passed bills before the National Assembly.
What the consumer bill means for Islamabad shoppers today
Nothing changes yet for Islamabad shoppers. The Islamabad Consumers Protection Act, 1995 still applies as it stands. You can still take a shop to the consumer court under the current rules while the amendment waits for the National Assembly.
The Senate agenda gives the bill's title and mover but not its text. We could not see which sections it changes. The current complaint route is in taking a shop to consumer court.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 27 October 2026 at about 02:15 PKT. The bill titles, movers and agenda stages come from the Senate Orders of the Day for 26 October 2026, which we opened on the Senate website. The list of bills passed and introduced, the Kashmir resolution and the next sitting time come from state radio's report of the sitting. We have not seen the Senate's votes and proceedings record for the day or the text of any bill, so what each amendment changes is taken from its title only.
