How to Get the SNGPL House Line Installation Certificate From an Approved Contractor
New SNGPL domestic connections need a house line certificate from an approved contractor. See where to get the list, the 10 PSIG test and the order of steps.

Short answer: For a new domestic SNGPL gas connection you must submit a house line installation certificate from a contractor on SNGPL's approved list. SNGPL gives you the list with your Demand Notice and Proposal Letter, together with the house line plan. The contractor lays and tests the pipe, and the certificate confirms it was tested at the recommended pressure and is leak proof.
Many applicants wait for months for a connection and then lose weeks over one missing paper. The house line is the pipe inside your property, from the meter point to the stove and geyser. It is your responsibility and your cost. The certificate is the proof that it was done right.
We read SNGPL's "Exemption of Test Certificate for Domestic Consumers" page, its new connection procedure and FAQ pages, and the specimen certificate PDF on 11 October 2026. SNGPL is Sui Northern Gas Pipelines Limited, which serves Punjab, Khyber Pakhtunkhwa and Islamabad. We did not use a contractor ourselves, so we report what SNGPL's pages say.
SNGPL requires a certificate from an approved contractor, not a self-signed undertaking
The page's heading still says "Exemption", which is confusing. The text a visitor can see says the houseline installation certificate "shall be submitted by the applicant for new domestic gas connection", from the company's approved houseline contractor. An older exemption paragraph is in the page's source code but is not displayed.
That older paragraph said a registered low pressure contractor's certificate was not needed if the consumer signed an undertaking. SNGPL appears to have withdrawn it. If an agent tells you an undertaking is enough, ask the regional office to confirm in writing.
| Item | What SNGPL's page says |
|---|---|
| Who gives the certificate | SNGPL's approved houseline contractor |
| Where you get the contractor list | With the Demand Notice and Proposal Letter (DNPL) |
| What it confirms | Houseline installed with specified material and tested at recommended pressure, leak proof |
| Specimen | A PDF "Internal House Line Installation Completion Report" |

The certificate comes after the plan and before you pay the security
SNGPL's procedure runs in a fixed order. You apply, a company representative visits and designs a house line plan, SNGPL issues the DNPL with the plan and the contractor list, you arrange the house line, then you take the signed contract, plan, certificate, CNIC and property document to get the payment challan.
- Apply online, through the ConnectOn app, or at a regional office, with CNIC, property title, a neighbour's gas bill and your electricity bill.
- Wait for the site visit and feasibility check.
- Receive the DNPL, the house line plan and the approved contractor list for your region.
- Hire a contractor from that list to lay and test the house line at your own cost and risk.
- Collect the signed installation certificate from the contractor.
- Sign the supply contract and go to the SNGPL office with the plan, certificate, CNIC and property papers to get the challan.
- Pay the security and service line charges at the bank or online channel only.

The general application documents are covered in our new gas connection guide. A business connection has its own list in the commercial gas connection guide.
The certificate form states a 10 PSIG, 15 minute test
SNGPL's specimen says the house line was completed "as per house line plan issued by the Company", from an approved or enlisted contractor, and tested at 10 PSIG for fifteen minutes and found free from leakage. It also lists your gas appliances and asks for your signature.
PSIG is pressure in pounds per square inch, measured against the atmosphere. Ten PSIG held for fifteen minutes is the test the form describes. Ask the contractor to show you the gauge during the test, and make sure the form is filled in with the proposal letter number and date from your DNPL.
| Line on the specimen form | What you or the contractor fills in |
|---|---|
| Proposal letter number and date | From your DNPL |
| Test pressure and time | 10 PSIG for fifteen minutes, as the form prints |
| Gas appliances | Cooking, space heating and water heating details |
| Signature, name, address, date | Consumer |

The form also says you will not hold SNGPL responsible for leakage or damage from weather, workmanship or wear. It is a legal statement, so read it before you sign.
Costs and fees to expect around the house line
The contractor's charge is a private matter between you and the contractor. SNGPL says house line installation is at the consumer's cost and risk. SNGPL's FAQ page lists a domestic RLNG security of Rs 20,000, a service line cost of Rs 1,500 up to 10 marla and Rs 3,000 above, and a fast track urgent fee of Rs 25,000.
That FAQ page is undated, and the procedure page says charges can change, so use the amounts on your own DNPL. Pay SNGPL only at the bank or online channel. SNGPL states that no person inside or outside its office is authorised to collect cash, and that paying an agent to speed things up is wasted and actionable.
If a leak appears after the meter is fitted, the pipe is still your responsibility. See how to use a gas heater and geyser safely and how to get a meter checked or changed.
What to do when the contractor or the office refuses the certificate
First check the contractor is on your regional list, because SNGPL says a certificate must come from an enlisted contractor for the region where the premises sit. If the list or the office is unclear, call 1199, and log a complaint. Our SNGPL and SSGC complaint guide shows the routes.
Common questions
Do I need a house line certificate for a new SNGPL domestic connection?
Yes. SNGPL's page says the houseline installation certificate shall be submitted for a new domestic gas connection, from an approved contractor.
Where do I get the list of approved SNGPL contractors?
SNGPL gives it to you with the Demand Notice and Proposal Letter, along with your house line plan, for the region where your premises are.
Can I install the house line myself and sign an undertaking?
An older exemption text allowed an undertaking, but it is no longer displayed on SNGPL's page. The current text asks for a contractor's certificate. Confirm with your regional office.
What pressure is the house line tested at?
SNGPL's specimen form states 10 PSIG for fifteen minutes with no leakage.
How much does the certificate cost?
SNGPL does not publish a fee for it, because the contractor charges for the work. SNGPL's own charges are the security and service line costs on your DNPL.
Can I pay someone to speed up my connection?
No. SNGPL says payments go only to the bank or online channels and that paying agents is actionable. Report any request for cash.
