A police clearance certificate for Spain comes from the National Police Bureau (NPB) in Islamabad, not from your district police. You apply through a TCS or Gerry's service centre. NPB's fee is Rs 1,000, plus Rs 550 courier charges office to office or Rs 850 for home delivery, and NPB says it takes ten working days with no urgent service.

Spain is the one country with its own route. NPB's page says it issues Computerized Police Clearance Certificates only to Pakistani nationals living in Spain, based on a character certificate from the District Police Officer. Everyone else applying for other countries uses the provincial police certificate.

We read NPB's Spain page and its three downloadable documents on 24 October 2026. The checklist is strict, and most rejections come from small things: an expired CNIC, a WhatsApp photo of a document, or an affidavit that leaves out a detail.

NPB issues the Spain certificate, and only through TCS or Gerry's

The National Police Bureau, under the Ministry of Interior, issues Spain clearance certificates. NPB says all documents are received and returned through TCS and Gerry's courier service centres, and warns applicants not to hand papers to any agent or other courier.

NPB posted a notice on 15 April 2026 that it had ended its contract with Leopard Courier Service for this work and awarded it to TCS and Gerry's. So any older advice telling you to send papers through Leopards is out of date.

The NPB application form is available at all TCS and Gerry's International service centres and branches in Pakistan, according to NPB's checklist. You do not need to visit the NPB office in G-6 Markaz, Islamabad.

NPB Spain police clearance certificate fee with TCS or Gerry's charges

The cost is Rs 1,000 plus the courier charge

NPB's government fee is Rs 1,000. The courier adds Rs 550 if you collect from the office, or Rs 850 for delivery to your home. That puts the total at Rs 1,550 or Rs 1,850 before the cost of the affidavit, attestation and photos.

The two totals are our arithmetic from NPB's figures. Ten working days is NPB's own time, so add the courier's days at each end and the time you need for the district certificate first.

You need a district certificate before you apply

The first document on NPB's list is an original district certificate covering your stay from birth to date, or until your last exit from Pakistan. If you lived in several districts or provinces, you need a police character certificate from each one.

That district certificate comes from your provincial police, which is why the provincial pages still matter. For Islamabad, it is the Islamabad police character certificate. In Khyber Pakhtunkhwa, the KP character certificate is verified at each police station. NPB's form says the details you give must match your CNIC, passport and the DPO certificate.

Get the district certificates first. Everything else on the list is quick by comparison.

Steps to get a Spain police clearance certificate from NPB in Pakistan

NPB's checklist has nine items and several traps

NPB asks for the district certificate, its form, a CNIC or NICOP copy, a passport copy, Spain proof, a Rs 100 affidavit, two photos, and sometimes an FRC, authority letter or court orders. A BPS-17 or higher officer must attest the copies.

  1. District certificate (original) covering birth to date or last exit.
  2. NPB form from any TCS or Gerry's centre, with name and father's name in block letters.
  3. Valid CNIC or NICOP copy. NPB will not accept an expired card or a NADRA renewal token. A bride's CNIC must show her husband's name and address. If you live in Spain and your NICOP names another country, update it to Spain first.
  4. Passport copy of the bio data page and the second page signed as on your CNIC. If you live in Spain, add the last exit stamp.
  5. Spain proof, such as a residency card, work permit, offer letter, admission letter, asylum document or padron letter. If you rely on your spouse's document, add the spouse's CNIC copy and your Nikah Nama.
  6. Original affidavit on Rs 100 stamp paper with your details, reason for Spain, and a pledge to use the certificate only for Spain.
  7. Two fresh photographs, any background, no attestation needed.
  8. FRC copy if you are proving a blood relation, such as a parent or spouse, living in Spain.
  9. Authority letter copy with the CNIC copy of the person processing for you, or one attested by the Pakistan Consulate General, if you are in Spain.

The attestation rule catches people. NPB wants every copy readable, properly scanned, and attested by a BPS-17 or higher government officer with name and department stamp. The officer must write their CNIC and mobile number on at least one document. WhatsApp images and unreadable photocopies are rejected, including Spanish language documents.

NPB takes ten working days to issue a Spain police clearance certificate

If you need a fresh Family Registration Certificate or a NICOP update, do that before you start, because NADRA's processing adds days.

A past FIR does not stop you, but you must declare it

NPB's affidavit specimen asks you to state on oath that no criminal case is pending against you in any police station or court, or to give the record and its status. Anyone with a past case must attach the FIR copy and court-attested acquittal orders.

The checklist is precise. The acquittal order must be the attested copy issued by the court's copy branch, and a photocopy is not acceptable. The affidavit must also give the FIR number, sections, registration date and the final court outcome.

Not sure whether an old complaint became an FIR? There is no public search, but the district certificate process checks your record, and we explain how to check for an FIR against your CNIC. A false statement on the affidavit is the applicant's responsibility, and NPB says it can take legal action.

For the visa itself, the Spain visa from Pakistan covers fees, documents and appointments.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read NPB's CPCC page, its documents checklist, its Spain application form and its affidavit specimen (PDFs linked from that page), its April 2026 courier notice and its FAQs on 24 October 2026. All fees, documents and timings above come from those NPB documents. We did not apply, so we could not confirm current waiting times at TCS or Gerry's, or whether the courier charges have changed since NPB published them.
