Sui Gas Commercial Rate 2026 in Pakistan: Shops, Hotels, Tandoors, Industry and CNG per MMBTU (SNGPL, SSGC)
OGRA's commercial gas rate is Rs 3,900 per MMBTU with a Rs 6,415 minimum, while roti tandoors pay Rs 110. See every category for SNGPL and SSGC users in 2026.

OGRA's commercial sui gas rate for SNGPL and SSGC customers is Rs 3,900 per MMBTU with a minimum bill of Rs 6,415 a month, while roti tandoors pay only Rs 110 per MMBTU up to 1 hm3 a month. These rates come from OGRA's sale price notification for natural gas, which is still the latest general gas price notice on OGRA's website as of 1 November 2026. The full list for hotels, schools, industry, CNG and power plants is below.
We read the notification on OGRA's consumer gas prices page. It covers both Sui Northern Gas Pipelines (SNGPL) and Sui Southern Gas Company (SSGC), so a bakery in Lahore and a bakery in Karachi pay the same rate. MMBTU, a million British thermal units, is the unit of heat your bill is priced in.
Commercial gas costs Rs 3,900 per MMBTU in 2026
Cafes, bakeries, milk shops, tea stalls, canteens, barber shops, laundries, hotels, malls, cinemas, clubs, private offices and corporate firms all pay a flat Rs 3,900 per MMBTU. The minimum bill is Rs 6,415 a month, even if little gas is used.
Flat means there are no slabs. A restaurant using 5 MMBTU and a hotel using 500 pay the same rate per unit. That is different from homes, where the rate climbs with use.
| Category | Rate per MMBTU | Minimum charge a month |
|---|---|---|
| Commercial (shops, cafes, hotels, offices) | Rs 3,900 | Rs 6,415 |
| Ice factories | Rs 3,900 | Rs 6,415 |
| Bulk meters: government offices, hospitals, schools, universities, langars, charities | Rs 3,175 | Rs 3,900 |
| Roti tandoors, up to 1 hm3 a month | Rs 110 | Rs 148.50 |
| Roti tandoors, over 3 hm3 a month | Rs 700 | Rs 148.50 |

Roti tandoors pay Rs 110 to Rs 700 per MMBTU
OGRA lists roti tandoors as "Special Commercial" with their own slabs. They pay Rs 110 per MMBTU up to 1 hm3 a month, Rs 220 up to 3 hm3 and Rs 700 above 3 hm3. The minimum charge is Rs 148.50 a month.
| Tandoor gas use in a month | Rate per MMBTU |
|---|---|
| Up to 0.5 hm3 | Rs 110 |
| Up to 1 hm3 | Rs 110 |
| Up to 2 hm3 | Rs 220 |
| Up to 3 hm3 | Rs 220 |
| Over 3 hm3 | Rs 700 |
The gap is huge. A tandoor under 1 hm3 pays Rs 110 for the same heat that costs a cafe next door Rs 3,900, about one thirty-fifth of the price by our arithmetic. The low rate belongs to the roti tandoor category in OGRA's schedule, so it is the category on your connection, not the oven in your kitchen, that decides which rate you pay.
Industry, CNG and cement pay Rs 2,300 to Rs 4,400
Factories that use gas in their process pay Rs 2,300 per MMBTU. Captive power, where a factory makes its own electricity from gas, costs Rs 3,500. CNG stations pay Rs 3,750 and cement plants the highest rate, Rs 4,400. Each has a large minimum charge.
| Industrial category | Rate per MMBTU | Minimum charge a month |
|---|---|---|
| General industry (process) | Rs 2,300 | Rs 35,540 |
| General industry (captive power) | Rs 3,500 | Rs 36,653 |
| CNG stations | Rs 3,750 | Rs 46,229 |
| Cement | Rs 4,400 | Rs 45,588.90 |
| Fertiliser (Engro on SNGPL, Fauji Bin Qasim on SSGC) | Rs 1,597 | not listed |
| WAPDA and K-Electric power stations, IPPs | Rs 1,225 | Rs 28,898 |
Bulk connections for schools, hospitals and government buildings follow a special rule. If any of that gas runs a captive power generator, that part is charged at the captive rate of Rs 3,500, not Rs 3,175.

How to work out a commercial gas bill
Multiply the MMBTU on your bill by Rs 3,900, then compare it with the Rs 6,415 minimum and take the higher figure. Taxes are added after that. The MMBTU figure is worked out from the volume of gas your meter records and the heat value of that gas.
- Find the MMBTU figure for the month on your gas bill.
- Multiply it by your category rate, Rs 3,900 for most shops and offices.
- If the result is below the minimum charge, the minimum applies.
- Add the taxes and any arrears shown on the bill.
Two quick examples, before tax and by our arithmetic. A tea stall burning 1 MMBTU in a month comes to Rs 3,900, which is under the minimum, so it pays Rs 6,415. A bakery burning 10 MMBTU pays Rs 39,000. The bill line for a minimum or provisional charge is explained in reading an SSGC gas bill.

Home gas is priced in slabs, not at a flat rate
Homes pay by slab under the same notification, from Rs 200 per MMBTU for the smallest protected users up to Rs 4,200 for non-protected homes above 4 hm3. So a heavy home user can pay more per unit than a commercial customer.
The home slabs, protected status and fixed charges are covered in sui gas slab rates for 2026. If you are opening a shop or a restaurant and need a new connection, the documents and steps are in applying for a commercial gas connection with SNGPL.

OGRA's consumer gas prices page lists no newer general price notice than the one effective 1 July 2025, when we checked on 1 November 2026.
How we verified this
What we checked, where we read it, and what we could not confirm.
We read OGRA's notification dated 29 June 2025, effective 1 July 2025, from OGRA's consumer gas prices page on 1 November 2026. It is a scanned file, and we read the schedule pages by eye. It covers SNGPL and SSGC, replaces OGRA's notices of 15 February 2024 and 26 January 2025, and is signed by OGRA's Joint Executive Director (Finance-I). The page lists no later general notice, only a separate undated entry for gas supplied to power plants in place of RLNG. The examples and the tandoor comparison are our arithmetic. We could not confirm from OGRA whether the federal government has advised any change since, and we did not check sales tax on commercial gas bills.
