How to Transfer a DHA Karachi Plot: Both Sides Need Membership, No GPA Accepted
How to transfer a DHA Karachi plot: the owner signs before a DHA officer, both sides need membership and a GPA is not accepted. See the six clearances first.

To transfer a plot in DHA Karachi, the owner must sign the transfer papers in front of a DHA officer, called "Sign Before", and both seller and buyer need valid DHA membership. DHA's own FAQ says it accepts no general power of attorney (GPA) for a transfer. The office is open Monday to Friday, 9:30 am to 4:00 pm.
We read the FAQ page on dhakarachi.org on 14 October 2026. This DHA Karachi plot transfer guide follows what DHA itself says, so you know the clearances to line up before you book a date.
DHA will not transfer a plot unless the owner signs before its officer
DHA defines Sign Before as signing the transfer documents in front of a DHA designated officer. The seller's biometric check is part of it. DHA says it does not transfer or gift any property without the owner present, and it accepts no GPA.
If the owner is sick and cannot come to the office, DHA says the owner may ask for an officer to be sent to the residence, at the owner's own expense. The owner can also ask for a Sign Before at home or at another location with extra fees, which the owner pays. DHA's FAQ page does not give those fees.
The buyer does not have to attend. DHA says the buyer's presence is not mandatory, but there is no objection if the buyer wants to come. That is a practical point if the buyer lives abroad.

Transfer a DHA plot in six steps
Confirm both memberships, clear dues and any mortgage, revoke any power of attorney, collect the title papers, book the Sign Before at DHA's Transfer and Record Directorate, then sign. A plot free of any encumbrance can be done the same day with the urgent fee.
- Check that the seller and the buyer both hold valid DHA membership.
- Ask for the statement of account. DHA issues it on a written request to the Director Finance, and the payment counter on the ground floor of the main office confirms dues.
- Clear any bank mortgage. DHA says a plot cannot be transferred without bank clearance where a mortgage NOC was issued.
- Revoke any GPA and surrender the "A" lease if one is held.
- Bring the original title document with the transfer papers.
- Book the Sign Before. The owner signs before the DHA officer, and the urgent Sign Before fee covers same-day work when the plot is free of every encumbrance.

Six clearances DHA says must be in place first
DHA's FAQ gives plain yes and no answers on what blocks a transfer: a live GPA, a mortgage without bank clearance, an "A" lease not surrendered, a plot in litigation, a missing title document and a missing membership. Fix each one first.
| Question | DHA's answer |
|---|---|
| Can a GPA holder transfer the plot? | No |
| Can a plot with a GPA still in force be transferred? | No, the GPA must be revoked first |
| Can a mortgaged plot be transferred without bank clearance? | No |
| Can it be transferred without surrendering the "A" lease? | No, except for legal heirs after the owner's death |
| Can a plot under investigation or litigation be transferred? | No |
| Can it be transferred without the title document? | No |
Litigation is the one you cannot fix at the DHA counter. If a case is pending in a court or a government agency, the transfer waits for the case. Check the registry and the court record yourself, as in the guide to verifying a property's title before you buy.

Both seller and buyer need valid DHA membership
DHA says valid membership is required for the seller or donor and for the buyer or donee before the transfer or gift documents are submitted. Membership in category A or B is valid for life, with renewal every five years.
Category B members can buy and sell all types of DHA property. DHA also says a minor can hold membership through a guardian and a foreign national can be eligible. Updating a membership means biometrics, photographs, a thumb impression and a specimen signature in front of a DHA officer, so build that into your timetable.
DHA's FAQ says a will is not accepted for a transfer. During the owner's life the property can be transferred or gifted to another DHA member. After death it passes to the legal heirs under Sharia or a court order. For how shares work, see the guide on who gets what under inheritance law.
Legal heirs follow a different route
When an owner dies, the legal heirs apply to DHA with a copy of the death certificate. DHA's Transfer and Record Directorate then sends an instruction slip. All legal heirs must attend DHA Karachi in person for the Sign Before.
Heirs need DHA membership in category C, unless they already hold category A or B. DHA's FAQ says a letter of administration from NADRA can be used. DHA's online services list an NOC for a letter of administration or succession from NADRA, but that page shows "restricted content", so we could not read it.
On the "A" lease rule, DHA says it must be surrendered before a transfer, except in the legal heir case where the "A" lease is cancelled on the owner's death.
DHA City Karachi plots use their own membership
DHA says its membership is not valid for DHA City Karachi. A plot there needs DHA City membership, and DHA says the registration fee and instalments up to date must be paid before a transfer.
The same rule applies on the owner's presence, the biometric check and the refusal of GPA transfers. If you are buying in DHA City, ask for the latest dues statement in writing. Use the UAN 021-111-589-589 or the DHA helpline 1092 to reach the right desk.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 14 October 2026. Every rule above comes from the DHA Karachi FAQ page, which repeats some answers in two forms. We did not find a published fee list for transfer, urgent Sign Before or home visits, so we state no amounts. We have not done a DHA transfer ourselves. Confirm the current steps at DHA's Transfer and Record Directorate, 2-B East Street, Phase 1, before you pay anyone.
