How to Transfer Vehicle Ownership in Sindh: Fees, Documents and Steps
Sindh vehicle transfer fees run from Rs 500 for a bike to Rs 7,000 for a big car. The documents Excise asks for, the steps, and the daily late transfer penalty.

To transfer a car or motorcycle into your name in Sindh, you take Form T.O, a sale deed on Rs 100 stamp paper, both CNICs and the original registration book to an Excise motor registration office, and pay a fixed transfer fee. The fee is Rs 500 for a motorcycle and Rs 1,600 to Rs 7,000 for a car, by engine size.
Those fees are on the Sindh Excise, Taxation and Narcotics Control Department's own motor vehicle tax page. The document list comes from the department's transfer form itself, which we downloaded and read on 3 October 2026.
Move fast. Sindh charges a daily penalty for a late transfer, and the buyer usually ends up paying it.
Sindh vehicle transfer fees by engine size
Sindh charges a flat transfer fee by vehicle type and engine size: Rs 500 for a motorcycle or scooter, Rs 800 for a rickshaw, Rs 1,600 to Rs 7,000 for cars and jeeps, and Rs 4,000 for a heavy transport vehicle.

The transfer fee is not the whole bill. The department says the final charge can depend on registration status and the date of the transaction. Any unpaid token tax will be collected too, so check the Sindh token tax position before you agree a price.
FBR's advance tax on vehicle transfer is collected too, and it is higher for non-filers.
Documents the Excise office asks for
The office note on Sindh's Form T.O lists the papers the officer checks: a sale deed on Rs 100 stamp paper, the seller's CNIC copy, the buyer's original CNIC and a copy, the original registration book, and the filled Form T.O.

- Sale deed on Rs 100 stamp paper, filled in by both seller and buyer.
- Seller's CNIC, a copy.
- Buyer's CNIC, the original and a copy.
- Original registration certificate, the registration book or card, which you surrender.
- Original file, if one was returned to the owner.
- Bank consent if the car is on lease. Form T.O has a hire purchase endorsement that the bank must sign.

Commercial vehicles need two more papers: a route permit NOC from the Regional Transport Authority or Provincial Transport Authority, and a physical inspection report from a Motor Vehicle Inspector.
The form gives no sale deed template. Write both names and CNIC numbers, the registration, chassis and engine numbers, the price and the date.
How to transfer a vehicle in Sindh, step by step
A Sindh transfer happens at an Excise motor registration office, with the vehicle present. You check the record, file Form T.O with the papers, an inspector checks the car, you pay the fee by challan, and a new registration book is prepared in your name.
- Verify the vehicle first. Run the registration number on excise.gos.pk's vehicle verification. Make sure the owner's name matches the seller's CNIC and that tax is clear.
- Sign the sale deed on Rs 100 stamp paper with the seller, and take a copy of the seller's CNIC.
- Fill Form T.O. If the car was bought on lease, get the bank's endorsement on it.
- Take the car to the Excise office. An Excise inspector and an assistant officer check the chassis and engine numbers, the colour and the original number plate. The form calls this physical verification.
- Pay by challan. The fee, any tax arrears and any late transfer penalty are paid on a challan.
- Collect the new registration book once the Excise and Taxation Officer approves the case.

The office note cites section 35 of the Motor Vehicles Ordinance 1965, read with Rule 47. It records that "physical possession" and the "original number plate" were checked, so bring the car.

Late transfer costs up to Rs 2,000 a day
Sindh charges a daily penalty for a late transfer, from Rs 200 a day for a car up to 1000cc to Rs 2,000 a day above 3000cc, with caps of Rs 30,000 to Rs 500,000. Motorcycles and rickshaws pay Rs 50 a day.
The Excise department's February 2025 notice sets the rates. Motorcycles, scooters and rickshaws pay Rs 50 a day, capped at Rs 10,000, but only "if default exceeds fifteen days". For cars, the notice says "within the required timeframe" and does not give a number of days.

The Excise Sindh app now flags sold vehicles
The official Excise Sindh app added a "Sold Vehicle Transfer Request" in its December 2025 update. It also shows a "Pending Transfer" message on vehicle details. Since March 2026, the app will not issue a tax payment PSID without valid vehicle insurance.
We read this in the app's version history on the App Store, linked from excise.gos.pk. Version 1.5.3, dated 16 March 2026, says users "can no longer generate a Tax PSID without valid Vehicle Insurance".
That insurance rule lines up with an Excise news item dated 7 March 2026, headed "Sindh govt amends motor vehicles law: Third-party insurance made mandatory". The item on the site carries only the headline, so we could not read the amendment itself. Treat it as a real requirement anyway, and keep third-party car insurance active before you pay tax.
We did not test the sold vehicle request, because it needs a login with a registered vehicle. If you are selling, ask the Excise office whether filing it protects you from the buyer's later challans.
Buying a car registered outside Sindh
A car registered in another province needs two offices. The buyer gets an NOC, a no objection certificate, and the file from the excise office where the car is registered now, then applies in Sindh. Clear the token tax in the old province first.
The documents are listed under moving a vehicle's registration to another province. A Sindh car sold to Lahore works the other way round, with the NOC from Sindh Excise.

What is the vehicle transfer fee in Sindh?

Can I transfer a vehicle online in Sindh?
Not fully. The Excise Sindh app lets you verify a vehicle, pay tax and file a sold vehicle request, but the transfer itself needs the vehicle and original papers at an Excise office.
Does the seller need to come to the Excise office?
The form needs the seller's signed sale deed and a copy of the seller's CNIC. It does not list the seller's attendance. Ask your Excise office before you go, in case it wants the seller there in person.
How long do I have to transfer a vehicle in Sindh?
For motorcycles, scooters and rickshaws the penalty starts after 15 days. For cars the department does not publish the number of days, so file at once.
What if the car is still on a bank lease?
The bank has to endorse Form T.O, because it is a party to the hire purchase agreement. Without that consent, the transfer will not go through.
