An empty university lecture hall with wooden seats and a clean chalkboard, for the TTS salary 2026 in Pakistan

The Tenure Track System (TTS) salary for university faculty in Pakistan was revised from 1 July 2026. An assistant professor now starts at Rs 288,020 a month, an associate professor at Rs 370,810 and a professor at Rs 407,230. Universities must pay the increase from their own money.

We read the Finance Division's memorandum No. F.4(6)R-4/2016-PT of 10 July 2026 on its circulars page on 7 November 2026. It says the federal government ratified a 35 per cent TTS increase first decided by the prime minister on 20 September 2021. But when we worked out the new scale against the old one, the rise turned out very uneven: about 64 per cent at the bottom of the assistant professor scale, and about 3 per cent at the bottom of the professor scale.

Revised TTS salary 2026 in Pakistan for assistant, associate and full professors

The TTS 2026 scale for every rank

Each TTS rank has a minimum, a yearly increment and a maximum, with 15 stages. The revised scale took effect on 1 July 2026 under the Finance Division's memorandum of 10 July 2026. The table shows the old and new figures side by side, in rupees a month.

RankOld minimumOld incrementOld maximumNew minimumNew incrementNew maximum
Assistant Professor175,50012,065356,475288,02017,720553,820
Associate Professor263,25015,356493,590370,81018,320645,610
Professor394,87519,305684,450407,23020,320712,030

Every row adds up: the minimum plus 15 increments equals the maximum, in both the old and the new scale. We checked each one, because the PDF's text layer is overprinted with a web stamp in places.

TTS is the contract track that the Higher Education Commission introduced for university teachers, separate from the government's basic pay scales. A lecturer or professor in BPS is paid under the federal or provincial pay scales instead, which for federal staff are in the revised basic pay scales 2026.

The rise is large for assistant professors and small for professors

The memorandum refers to a 35 per cent increase. Our arithmetic on its own table shows the real rise depends on rank. Assistant professors gain the most, associate professors close to the 35 per cent figure, and professors only 3 to 4 per cent.

RankRise at minimumRise at maximum
Assistant ProfessorRs 112,520 (64.1%)Rs 197,345 (55.4%)
Associate ProfessorRs 107,560 (40.9%)Rs 152,020 (30.8%)
ProfessorRs 12,355 (3.1%)Rs 27,580 (4.0%)

That pattern narrows the gap between ranks. An assistant professor at the new minimum now earns about 71 per cent of a professor at the new minimum, up from about 44 per cent. Senior faculty who expected 35 per cent will find their slips well short of it. The memorandum does not explain why the ranks were treated differently.

Your new pay is fixed at the same stage

Faculty in service on 30 June 2026 are moved to the TTS 2026 scale point to point. That means you stay at the same stage above the minimum. If you were five increments above the old minimum, you are five increments above the new one.

  1. Find your basic TTS pay on your June 2026 slip.
  2. Subtract the old minimum for your rank and divide by the old increment. That gives your stage.
  3. Take the new minimum for your rank and add your stage times the new increment.
  4. Compare the result with your July 2026 or later slip.
  5. If the figure differs, ask your university's finance office in writing how it fixed your pay.

Here is one worked case of ours. An assistant professor on Rs 235,825, which is stage 5 of the old scale, moves to stage 5 of the new scale: Rs 288,020 plus five times Rs 17,720, or Rs 376,620. That is a rise of Rs 140,795 a month, about 59.7 per cent.

Rank and stageOld payNew payRise
Assistant Professor, stage 5Rs 235,825Rs 376,62059.7%
Assistant Professor, stage 10Rs 296,150Rs 465,22057.1%
Associate Professor, stage 5Rs 340,030Rs 462,41036.0%
Associate Professor, stage 10Rs 416,810Rs 554,01032.9%
Professor, stage 10Rs 587,925Rs 610,4303.8%

A higher salary also means more income tax withheld each month. The monthly tax at each pay level is in the salary tax calculator for 2026-27.

Universities pay for it from their own resources

The memorandum says universities must meet the cost of the revision from their own resources. The federal government will not take on any extra liability arising from it. All other TTS terms and conditions stay the same.

That clause matters more than the table. A university that is short of money still owes the revised pay, but no federal grant is attached to it. If your university has not yet paid the new rate, ask its finance office when the revision will be applied and whether July to date will be paid as arrears. The memorandum itself does not mention arrears.

The decision went back to 2021

The federal government ratified the change in cabinet case No. 487/Rule-19/2026/556 dated 2 July 2026. That ratified a prime minister's decision of 20 September 2021 allowing a 35 per cent TTS increase. The Finance Division issued the memorandum on 10 July 2026.

So a decision announced five years ago was formally approved only in July 2026, and with a revised table attached. That explains why faculty have heard about "35 per cent" for years without seeing it. The new scale applies from 1 July 2026, not from 2021.

What we read

We read Finance Division memorandum No. F.4(6)R-4/2016-PT of 10 July 2026, "Increase in the salary of Tenure Track System (TTS) faculty", on its circulars page on 7 November 2026. All percentage rises and stage examples are our own arithmetic on its table. Your university applies the scale.
