How to Unblock a Recovered Phone With PTA in Pakistan: Reference Number and 24 Hours
Found the phone you blocked? PTA unblocks the IMEI within 24 hours if you file in the CMS app with your reference number, CNIC and an OTP. See the steps.

Short answer: To unblock a phone you got back, file an unblocking request in the PTA CMS app with the reference number from your original blocking request and your CNIC. PTA sends an OTP to the number you gave at blocking. The IMEI is unblocked within 24 hours, PTA's FAQ says.
The phone turns up in a taxi, or the police return it, or it was only lost in a sofa for a week. You switch it on and it has no network. The block you asked for is still working, and it will not lift by itself.
We read PTA's Lost and Stolen Device System FAQ page on 12 October 2026. Question 13 deals with unblocking. It is five lines long, and each line has a catch, so this guide goes through them in order.
Only the person who blocked the phone can unblock it
PTA's FAQ says unblocking is bound to the credentials produced at the time of blocking. That means the same person, the same CNIC and the same mobile number. Someone else cannot lift your block, and you cannot lift a block someone else placed.
This matters in two cases. If you buy a used phone and it turns out to be blocked, you cannot unblock it yourself. The original owner must do it. We covered how to avoid that in checking PTA status before you insert the SIM.
The second case is a family phone. If your brother blocked a phone on his CNIC, he must be the one to file the unblock request. Sending a message from your own profile will not work.
Keep the reference number from the blocking SMS
When you file a block request, PTA's FAQ says a unique reference number is sent by SMS, and that you need it to track the complaint and to unblock later. Find that SMS first. It is the key to the whole process.
Search your messages for the CMS or PTA sender around the day you blocked the phone. If the SMS went to the SIM that was in the lost phone, you need that number active again, because the unblocking OTP goes there too. Our guide to blocking a lost phone with PTA's CMS app explains why the number must be working.
| What you need | Why |
|---|---|
| Reference number from the blocking SMS | PTA matches your request to the original block |
| Your CNIC number | PTA confirms you are the person who blocked it |
| The mobile number used at blocking | The OTP is sent to it |
| PTA CMS app or CMS website | The unblocking request is filed there |

File the unblock request in five steps
Open the PTA CMS app, choose the unblocking request, enter the earlier reference number and your CNIC, confirm the OTP, and wait for the confirmation. PTA's FAQ gives the sequence in this order and says confirmation arrives by SMS or email.
- Open the PTA CMS app and sign in. See the PTA CMS app upgrade if the OTP sign-in confuses you.
- Choose the request to unblock a device.
- Enter the reference number of your earlier blocking complaint and your CNIC number.
- Type the OTP sent to the mobile number you gave when you blocked the phone.
- Wait for the SMS or email that confirms the request was processed.

The FAQ then says the IMEI numbers are unblocked within 24 hours. Treat that as PTA's stated target and not a guarantee. We did not file a request ourselves, so we cannot say how long it takes in practice.
Check the phone before you re-insert your SIM
After 24 hours, check the IMEI status before you rely on the phone. PTA's FAQ lists three ways: an SMS of the IMEI to 8484, the DIRBS website, or the DVS mobile app. If it still shows blocked, do not file a second request yet.
Our explainer on what the 8484 reply means lists the five replies and what each asks you to do. A reply of "compliant" means the phone works. A reply of "blocked" after the 24 hours means you should call PTA's helpline 0800-55055 and quote your reference number.
Also use the moment to protect the phone. A recovered phone has been out of your hands, so change the passwords for your email, wallet and bank, and review which devices are signed in to your accounts.
Common questions
How long does unblocking take?
PTA's FAQ says the IMEI numbers are unblocked within 24 hours of verification. We have not tested it, so treat it as the stated target.
I lost the blocking SMS. What now?
The FAQ names no recovery step for a lost reference number. Call PTA's helpline 0800-55055 or visit a PTA office, and be ready to prove your CNIC and the number you used.
Can a family member unblock my phone?
No. The FAQ says unblocking is bound to the person whose credentials were produced during the blocking request.
Will unblocking work for a phone I did not block?
No. You need the reference number and CNIC of the original request. A used phone blocked by its first owner can only be unblocked by that owner.
Does the phone need to be switched on?
The FAQ does not require it. The request is made in the CMS app with your reference number, CNIC and OTP, not on the handset.
Do I pay a fee to unblock?
The FAQ mentions no fee for blocking or unblocking. We could not confirm that no charge applies, so check in the app before you submit.
How we verified this
What we checked, where we read it, and what we could not confirm.
We read PTA's Lost and Stolen Device System FAQs, question 13, on 12 October 2026. IMEI checks run through PTA's DIRBS portal. We did not file an unblock request, so the timing is PTA's statement and not our measurement.
