Check the Vehicle Transfer Fee in Punjab: Rs 910 for a Bike, Rs 4,540 to Rs 18,150 for a Car
The Punjab Excise page lists transfer fees of Rs 910 for bikes and Rs 4,540 to Rs 18,150 for cars, plus lifetime token and CVT. See what to check first.

Short answer: The Excise Department's motor vehicle tax page now lists a transfer fee of Rs 910 for a motorcycle and Rs 4,540, Rs 9,075 or Rs 18,150 for a car, by engine size. Transfers can also carry a lifetime token charge and capital value tax. Check the challan, because older, lower figures are still quoted.
You agree a price on a used car. You collect the papers. Then the counter at the excise office quotes a number that is nothing like the one your friend paid last year. That gap is why you need the department's own figures before you hand over cash.
We read the Excise, Taxation and Narcotics Control Department's Motor Vehicle Tax page on 13 October 2026. Below are the transfer related lines, as published. The page is undated, so we cannot say when these figures took effect.
The transfer fee is set by engine size
The page lists a transfer fee of Rs 910 for a motorcycle or scooter, Rs 9,075 for a heavy transport vehicle, and for other vehicles Rs 4,540 up to 1000cc, Rs 9,075 up to 1800cc and Rs 18,150 above 1800cc.
| Vehicle | Transfer fee on the page |
|---|---|
| Motorcycle or scooter | Rs 910 |
| Car not exceeding 1000cc | Rs 4,540 |
| Car over 1000cc up to 1800cc | Rs 9,075 |
| Car over 1800cc | Rs 18,150 |
| Heavy transport vehicle | Rs 9,075 |

Older figures of Rs 550 for a motorcycle and Rs 2,750, Rs 5,500 and Rs 11,000 for cars are still quoted in places. They do not match what the page shows today. Our guide to transferring car ownership in Punjab covers the document list.
A lifetime token can be charged at transfer
If a motorcycle is transferred within ten years of registration, the page says Rs 1,500 is charged with a 10% rebate for each financial year. For a car up to 1000cc, within ten years, it is Rs 20,000 with the same 10% a year rebate.
A lifetime token is a one time payment of token tax that replaces the yearly payment. If the vehicle was registered recently, much of that amount may be owed again at transfer. The page does not say whether the 10% rebate is taken off the original amount each year or compounds, so we do not compute an example. Ask the counter for the exact sum and for the working.
- Ask the seller for the registration book or smart card and a recent token tax receipt.
- Check the engine size on the registration and match it to the transfer fee table.
- Ask whether a lifetime token charge applies for the vehicle's age.
- Check whether capital value tax applies, as explained below.
- Pay the challan and keep every receipt until the new smart card arrives.

Capital value tax applies to cars above 1300cc
The page says capital value tax, or CVT, applies on every transfer for vehicles above 1300cc. The rate is 1% of the vehicle's value. A 10% depreciation is applied each year. The page counts five years from 1 July of the financial year tied to the registration date, as it words it.
The page says CVT is zero after six years. On that reading, an older car of 1500cc should carry no CVT on transfer, while a two year old car does. Ask the counter how it valued the car.
If the car has a bank lien, the transfer cannot complete until it is cleared, as explained in the guide to removing a bank lien from a car registration in Punjab.
Other post registration fees are on the same page
The page lists fixed fees for common changes: Rs 500 for a duplicate registration certificate of a motorcycle or car, Rs 1,000 for a heavy vehicle or rickshaw, and Rs 1,500 or Rs 3,000 for an alteration. The smart card is Rs 1,300.
| Service | Fee on the page |
|---|---|
| Duplicate registration certificate, motorcycle or car | Rs 500 |
| Duplicate registration certificate, HTV, rickshaw and others | Rs 1,000 |
| Alteration, transport vehicle | Rs 3,000 |
| Alteration, other vehicles | Rs 1,500 |
| Data embedded smart card | Rs 1,300 |
| Hire purchase endorsement, motorcycle or scooter | Rs 150 |

The hire purchase endorsement lines for cars show Rs 1,200, Rs 9,075 and a figure typed as Rs 1850 for the largest band. That last number looks like a typing slip, so we have not used it. Status of a new smart card can be followed through the guide to the Punjab vehicle smart card status check.
Late transfer can add a penalty
A late transfer is reported to attract an extra fee on top of these amounts. We could not find that rule on the Excise page itself, and the guide to the Punjab vehicle transfer penalty explains what is reported and what is confirmed. Do not treat it as a published figure.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked on 13 October 2026, Pakistan time. We read the Excise, Taxation and Narcotics Control Department's Motor Vehicle Tax page. We did not test a live challan, and the page does not carry a date for its transfer fee table. The late transfer penalty is reported but not on the page.
