Punjab Vehicle Smart Card: Check Status, Track Delivery, Rs 1,300 Fee

To check your Punjab vehicle smart card, use the Application Tracking option on the Excise portal at mtmis.excise.punjab.gov.pk. If the card came back undelivered, track it on TCS using your vehicle registration number as the shipment number. The smart card fee is Rs 1,300, and you can download an e-Registration Card while you wait.

A new car or bike is registered, the number plate is on, but the registration card has not arrived. That wait is common in Punjab, and most people spend it phoning the showroom. We read the Excise and Taxation Department's own pages on 28 September 2026 to set out what the smart card is, what it costs, and how to find a missing one.

The smart card is the vehicle's registration certificate. Excise calls it a "data embedded card". It replaced the old paper registration book, and it is the document that proves who owns the vehicle.

The Punjab vehicle smart card costs Rs 1,300

Excise Punjab lists the smart card fee as Rs 1,300 for motorcycles, and Rs 1,300 for cars, heavy vehicles, rickshaws and others. It sits under "Rates of Security Feature Items" on the Excise motor vehicle tax page, next to number plates.

For a new vehicle, Excise lists the registration fee, number plate fee and other taxes as payable at registration. If a dealer registered the car for you, which Punjab now requires before a new car is handed over, ask the dealer for the full receipt. You may need it if the card goes missing.

Check smart card status on the Excise portal

The Excise vehicle portal, mtmis.excise.punjab.gov.pk, has an Application Tracking option and an e-Registration Card section. Enter your registration number to see where your application stands, and whether the vehicle is recorded against your name.

1. Open mtmis.excise.punjab.gov.pk in a browser. The old mtmis.punjab.gov.pk address no longer works.
2. Choose Application Tracking to follow a new registration or a transfer.
3. Or choose Vehicle Verification and enter the number, for example "lxz 123" or "lxz-07-1111".
4. Check that the owner's name and details match yours.
5. Note the status, and call 1035 if the record looks wrong.

We saw those options when we opened the portal in August 2026. On 28 September its firewall blocked our connection, which is a block on our network, not an outage. If it fails for you, try a different network. Each province runs its own vehicle verification portal, so a car registered in Islamabad or Sindh will not show here.

Track a card that went back to Excise

If the courier could not deliver your card, it goes back to Excise as a "return shipment". Excise Punjab says to track that shipment on the TCS tracking page, and your shipment number is your vehicle registration number.

That detail matters. Most people search for a courier receipt number they never received. You do not need one. Type the registration number, as it appears on the plate, into TCS tracking.

Excise's instruction sits on its return shipment tracking page. It is one line long, and easy to miss.

Before you go to an office, check these three things in your record:

• The address is current and complete.
• The mobile number is one you still use.
• The owner's name and CNIC match your own.

The card goes to the address in the record, not where you live now. Many people register a car on a CNIC address from years ago, and that is worth checking first.

What to do if your smart card is not delivered

First download the e-Registration Card, so you have proof on the road. Then check the address in the record, track the card on TCS, and visit your Motor Registration Authority office with your CNIC if it has gone back to Excise.

1. Download the e-Registration Card. Excise Punjab's notice of 15 January 2025 says "Don't wait for Physical Registration Card" and links to vrcentpunjab.com.
2. Check the owner's details on the Excise portal.
3. Track the card on TCS using your registration number.
4. If it was returned, take your CNIC to the Motor Registration Authority office that registered the vehicle.
5. Call the Excise helpline 1035 if you cannot find where the card is.

The vrcentpunjab.com site blocked our automated check with a security page, so we could not see its download steps. That is a bot check, not a sign the site is down. Open it in a normal browser.

Keep a photo of the e-card on your phone. If a traffic warden asks for papers, it is better than a dealer's receipt.

Replace the old registration book with a smart card

If your vehicle still has the old paper book, you can apply for a smart card instead. Excise Punjab's form is an application to the Motor Registering Authority, Lahore, for a data embedded card in place of the old registration certificate.

The form, which Excise publishes on its downloads page in Urdu, asks you to attach:

• A copy of your computerised CNIC.
• The original registration book, or the vehicle's original file.
• Proof that token tax is paid. The printed form mentions tax up to 30 June 2019 or lifetime token tax, so bring the current receipt too.
• The serial number of the registration book you are handing in.

The same form lets you ask for your name, address, CNIC, mobile number or vehicle details to be corrected to match the computer record. Do that now, because a correct address is what gets the card to your door. Pay any tax due first; you can pay Punjab token tax online through ePay Punjab.

Get a duplicate if the smart card is lost or stolen

For a lost, stolen or damaged registration certificate, Excise asks for a police report, a copy of your CNIC and, for most vehicles other than motorcycles, an updated token tax certificate. A damaged card goes in with the application.

The fee is where Excise's own pages disagree. The motor vehicle tax page lists a duplicate registration certificate at Rs 500 for motorcycles and cars, and Rs 1,000 for heavy vehicles and rickshaws. The vehicle registration page lists a duplicate at Rs 1,300 for all. Confirm the amount on the PSID (the payment ID) that the office generates before you pay.

A smart card is also needed when you sell. The buyer cannot finish a vehicle ownership transfer without the original registration certificate, so replace a lost card before you list the car.
