Bait-ul-Mal Education Stipends and Orphan Support

Pakistan Bait-ul-Mal pays university fees, including boarding charges, directly to the institution for students who qualify. The money does not pass through your hands.
That single detail explains most of the confusion about the scheme. It is not a cash stipend you receive and spend. It is a payment made on your behalf to the college or university.

Who the education scheme is for
The programme is called Individual Financial Assistance (Education), and the eligibility is narrower than people assume.

The site describes it as supporting poor, deserving and brilliant students enrolled in public sector educational and technical institutions with education stipends for completing their studies.
Read the exclusions carefully before you spend a day on the application. Self-financed seats at a government institution are not the same as merit seats, and a household with a government employee in it is outside the scheme entirely.
What you need to collect
The criteria of selection listed on the site set out the papers required.
- An application with your address and thumb signature, and CNIC or B-form.
- A bonafide certificate on the PBM format, signed by the head of the institution.
- Educational testimonials, meaning copies of your certificates.
- An affidavit filled by your parents.
- The fee slip or the fee structure of the institute.
The bonafide certificate is the item to start with, because it has to be on Bait-ul-Mal's own format and signed by the head of your institution. Ask the administration office for it early. A certificate on the college's usual letterhead is not the same thing.
The fee structure matters too, since the payment is made against it. Get the official document rather than a screenshot of a portal.
Orphans and widows have a separate programme
The Orphan and Widow Support Programme, known as OWSP, is listed separately. The site describes it as a Conditional Cash Transfer programme, initiated in 2020 as a pilot, providing family support such as education and healthcare to orphans and widows.
Conditional cash transfer means payments are tied to conditions, typically keeping children in school or attending health check-ups. Ask what the conditions are in your district before you enrol, because meeting them is what keeps the payments coming.
Bait-ul-Mal also runs Pakistan Sweet Home for orphans, shelter homes, an old home, women empowerment centres and a programme for the rehabilitation of child labour. Those are residential and institutional programmes rather than cash support, and the office handling your district is the place to ask which fits.
The medical scheme is separate again
People contact Bait-ul-Mal for one thing and discover another. The medical assistance programme has its own rules, its own income limit and support of up to a substantially larger amount for major illness.

Practical points before you apply
Take originals and copies of everything. Offices ask to see originals and keep copies, and a second trip costs you a day.
Ask for a receipt or token when you submit, and write down the date and the office. Bait-ul-Mal has a case tracking facility on its website, so a reference number is worth having.
Apply as early in the academic year as you can. The payment goes to the institution against a fee structure, so an application submitted after fees are already overdue is solving a problem that has become urgent for no reason.
If a private agent offers to secure a stipend for a fee, walk away. The forms are free and the criteria are published.
