How to Buy a SIM in Pakistan When Your Fingerprint Does Not Match: PTA's Alternate Process
Old age, amputation or allergies can stop a fingerprint match for a SIM. See PTA's alternate process, where it is offered and when to go to NADRA instead.

Short answer: If your fingerprint does not match at the SIM counter, you are not locked out. PTA says an alternate process exists for people whose biometrics cannot be verified because of old age, amputation or allergies, but only at operator customer service centres and selected franchises. If the match fails for another reason, the sales agent will send you to NADRA to update your data.
An elderly man in Faisalabad presses his thumb on the scanner three times. The screen says no match. The retailer shrugs and says no SIM today. He walks away thinking the rule has shut him out. It has not.
We read PTA's own list of SIM questions and answers on 12 October 2026. This guide follows that page, with our own plain-language notes marked as advice. We did not test the alternate process at a counter, so we cannot tell you how long it takes at a particular centre.
A SIM purchase needs a successful biometric match with NADRA
Every new SIM in Pakistan is sold through a Biometric Verification System, called BVS. The scanner reads your fingerprint and NADRA checks it against your record. PTA says the process is the same for prepaid, postpaid and data-only SIMs.
That is why a failed match stops the sale. The retailer cannot override it. It is also why the retailer is not the right person to argue with. The fix lies in either the alternate process or a NADRA update.

PTA keeps an alternate process for people who cannot give a clean fingerprint
PTA's page names three causes: old age, amputation and allergies. For these customers, it says, an alternate process is in place. It adds that the process is available only at customer service centres, called CSCs, and at selected franchises.
This matters because most SIMs are sold by small retailers. A small retailer cannot run the alternate process. You need to go to the operator's own centre, or to a franchise that offers it.
PTA's page does not list the documents or the exact steps of the alternate process. Do not assume what it asks for. Call the operator's helpline and ask the centre which papers it wants before you travel.
| Your situation | What PTA's page says | Where to go |
|---|---|---|
| Old age, amputation or allergies stop the scan | An alternate process is in place | Operator CSC or selected franchise only |
| Fingerprint is not verified at the outlet | The sale agent guides you to update data with NADRA | NADRA office, then retry |
| Buyer is under 18 | SIM can be issued if NADRA holds biometric information | Any authorised outlet, after a successful match |

A failed match without those causes goes back to NADRA
PTA says that when biometrics are not verified at the outlet, the relevant sale agent will guide you to approach NADRA for updating your data. In plain terms, your record at NADRA may be out of date or may not hold a usable print.
Fingerprints change with hard manual work, age and skin conditions. A record taken years ago can fail today. The data update is done at NADRA, not at the operator. Our advice, not PTA's, is to carry your original CNIC and to try your other fingers at the counter before you go.
If a SIM you already hold was blocked after a biometric check, the cause is different and the steps are in how to restore a SIM blocked for biometric re-verification.
Follow five steps before you give up on the counter
Work from the cheapest fix to the longest one. Most failures at a counter come from a dry or dirty finger, not from the record.
- Clean and dry the finger, then try each finger once on the scanner.
- Ask for an operator CSC or a selected franchise, not a small retailer.
- If age, amputation or allergy is the cause, ask for the alternate process by name.
- If the centre cannot verify you, go to NADRA and update your biometric data.
- Return with your CNIC and ask for the SIM to be activated within 24 hours.

PTA says a SIM shall be activated within 24 hours of purchase. If it is not, the buyer's complaint goes first to the operator and then to PTA.
Children under 18 can get a SIM when NADRA holds their biometrics
PTA says an individual under 18 can purchase a SIM if biometric information is available with NADRA, and after a successful biometric verification. A child whose record at NADRA holds no biometrics will fail the match.
The validity of the juvenile card and the age at which a full CNIC is needed are shown in NADRA's validity table for CNIC, juvenile card and CRC.
Check the SIM is registered on the right CNIC afterwards
After you receive the SIM, confirm it sits on your CNIC and that the total is within the limit. PTA's page says one CNIC can hold eight SIMs for personal use: five voice and three data. You can check the count by sending the CNIC number without dashes to 668.
The steps for viewing and blocking SIMs you did not buy are in checking SIMs on your CNIC. Do this once for every new SIM. It takes a minute and catches a mistake early.

Common questions
Can a retailer sell me a SIM without a fingerprint match?
No. A SIM is sold only after a successful biometric verification. The only alternate route PTA names is its special process at operator centres and selected franchises.
Who qualifies for the alternate process?
PTA's page names old age, amputation and allergies as the reasons. It does not publish a longer list, so ask the centre if your reason is different.
Which outlets offer the alternate process?
Customer service centres and selected franchises only. Registered retailers and temporary outlets are not named for it.
What if NADRA's record is the problem?
Go to NADRA and update your biometric data. PTA says the sale agent should guide you to NADRA when verification fails at the outlet.
Can a minor get a SIM?
Yes, if NADRA holds biometric information and the verification succeeds. Without it, the sale cannot go through.
How soon is the SIM active after purchase?
PTA says a SIM shall be activated within 24 hours. If it is not, complain to the operator and then to PTA.
How we verified this
What we checked, where we read it, and what we could not confirm.
We read PTA's SIM(s) information question and answer page on 12 October 2026. The 668 count service and the eight SIM limit are from the same page. We did not test the alternate process at a centre. Ask your operator for the current papers before you travel.
