Pay Cantonment Board Property Tax Online in Pakistan: All 44 Boards

Pay cantonment board property tax and water bills online with 1Bill, check your bill on mlc.gov.pk, compare rebates, and find all 44 boards' websites and phone.

Cantonment board property tax, water and other bills can be paid online through 1Bill in your bank app, Easypaisa or JazzCash. Choose "1Bill Invoice/Voucher" and enter the consumer number printed on your cantonment board challan. The Military Lands and Cantonments Department (ML&C) lists 34 banks and wallets that accept it.

Pakistan has 44 cantonment boards, from Lahore and Rawalpindi to Clifton, Peshawar and Quetta. Each one collects its own property tax, runs its own water supply and approves its own building plans. They all sit under ML&C, a department of the Ministry of Defence, and they share one online billing system.

We read the ML&C bill payment page, its list of boards, and the property tax pages of six large boards on 27 September 2026. We also tried the old board web addresses. Most of them no longer open.

Pay your cantonment board bill online with 1Bill

Every cantonment board bill with a consumer number can be paid online. ML&C signed a contract with 1Link, so the bill appears under 1Bill in bank apps, internet banking, ATMs and bank counters. The app fetches the amount before you confirm.

  1. Find the consumer number on your cantonment board challan or bill.
  2. Open your bank app, Easypaisa or JazzCash and go to bill payments.
  3. Choose 1Bill, then Invoice/Voucher.
  4. Enter the consumer number. The app shows the amount and a small charge.
  5. Pay, then check the payment on mlc.gov.pk under Verify Payment.
Five steps to pay a cantonment board property tax bill online through 1Bill

ML&C's list of 34 channels includes HBL, MCB, UBL, Allied Bank, Meezan Bank, Bank Alfalah, National Bank, Bank of Punjab, Bank of Khyber, Sindh Bank, Easypaisa and JazzCash. Not every bank offers every channel, so if 1Bill is missing in your app, call your bank's helpline. ML&C also lists the CBCARE mobile app as a way to pay.

A small transaction charge is added. It covers the bank, 1Link and ML&C.

Check or download your cantonment property tax bill

To see or download a bill, log in to the ML&C Citizen Portal on mlc.gov.pk with your mobile number and a password. The same login is used to file a complaint. The Verify Payment page confirms a payment using only your consumer number.

New users register with a mobile number first. The password must be at least eight characters, with one capital letter and one number, and no special characters. That last rule trips people up, because most sites demand a symbol.

If you have no consumer number at all, you cannot use 1Bill. Visit your board's CBCARE centre with your property papers and CNIC and ask for a computerised challan. After that, every later bill can be paid online.

Property tax rates and rebates differ by board

Cantonment property tax is charged at 15 per cent of the annual rental value of the property. Paying the full year early earns a rebate, but boards publish different rates. Rawalpindi and Karachi list 15 per cent by 30 September, while Lahore and Peshawar list 5 per cent.

Cantonment board property tax rebates by 30 September compared across boards

Peshawar's own pages disagree with each other, so we list both. The amount on your bill is what the board will accept. If the rebate is missing, ask your board before the deadline passes, not after.

The boards also list two exemptions. Retired government employees and their spouses get 100 per cent exemption. Serving government employees and their spouses get 60 per cent. You apply on the board's exemption form, and Lahore, Rawalpindi and Chaklala take it online.

If your house is outside the cantonment, you pay a different body. In Punjab that is the Excise department, and you can pay Punjab property tax online through its own system. In Karachi outside the cantonments, Sindh property tax is also an Excise matter. In Islamabad it is the CDA, where you can pay CDA property tax and water bills online.

Board websites, services and phone numbers

Each board now has a website at its name followed by .cantonment.gov.pk, such as lahore.cantonment.gov.pk. The older addresses like cbl.gov.pk, rcb.gov.pk and cbp.gov.pk did not open for us. ML&C's own helpline is 051-111-111-652.

We found websites for 42 of the 44 boards. Bahawalpur and Kohat did not open at the new address, and Bahawalpur's older address did not open either. Residents there should use the ML&C portal and helpline.

Birth certificates, water connections and building plans

Cantonment boards register births, deaths, marriages and divorces for residents, give water connections, and approve building plans. Lahore takes these applications online. Rawalpindi and Chaklala route them through CBCARE. Other boards mostly need a visit.

Cantonment board services and where residents apply for each

For a birth certificate, Quetta's board lists an application form, both parents' attested CNICs, the applicant's CNIC, the hospital birth slip, and a stamp paper for late entry. Outside a cantonment, the union council does the same job, and the birth certificate in Pakistan rules there are much the same.

Before you build, read your board's bye-laws. Rawalpindi's page, for example, says plots under 7 marla must leave a quarter of the area open, and streets 10 feet wide or less allow only single-storey houses.

CBCARE centres and the CBCARE app

CBCARE stands for Cantonment Board Citizen Assistance and Rapid Execution. These are front desks inside the boards where you submit applications and complaints. Each one is logged with a time limit, and you get SMS updates on progress.

ML&C says the CBCARE app, on Android and iPhone, lets you track applications, verify computerised challans, file complaints, read the procedure for each service and find ML&C offices on a map. The CBCARE web address listed by Rawalpindi and Chaklala returned an error when we tried it, so use the app or the ML&C Citizen Portal instead.
