Check CDA's New Parking Rule for High-Rise Commercial Buildings in Islamabad
CDA now asks 1 car space per 1,000 sq ft for high-rise commercial buildings in Islamabad, down from 750. See the numbers, the auction rule and four checks.

Short answer: For high-rise commercial buildings in Islamabad, the CDA now asks for one car parking space per 1,000 square feet of covered area. The old rule was one per 750 square feet. The change took effect immediately after the CDA Board met on 1 August 2026, and it also covers new CDA auction plots.
A builder plans a commercial tower on a plot in Islamabad. Under the old rule, the parking needed up to six basement levels. That raised the cost, and it raised the risk of digging. This change cuts the number of spaces the plan must show.
We read the CDA's own news release on 13 October 2026. It is dated 3 August 2026 and describes the 10th CDA Board meeting of 2026 on 1 August. This is not breaking news. It is a rule that is already in force, and builders, buyers and tenants may still ask what it means for them.
The rule now says one space per 1,000 square feet
The CDA Board approved amendments to the Building Control Regulations, 2023. Commercial buildings must now provide one car parking space per 1,000 square feet. Before this, the standard was one space per 750 square feet. The release says it applies to high-rise commercial buildings.
Covered area means the floor area under a roof. The release does not explain how the CDA counts basements or rounds a part-space, so check this with the Building Control section before you finalise plans. The CDA says it reviewed the parking rules of regulators in other major cities before the change.
The decision took effect immediately. It is not a draft. The release does not say whether plans filed before 1 August can switch to the new standard, so ask the CDA in writing if that is your case.
The change cuts required spaces by about a quarter
The same covered area now needs fewer spaces. One space per 750 square feet means 1.33 spaces per 1,000 square feet. One space per 1,000 square feet means 1. That is a cut of 25 percent. The numbers below are our own arithmetic, not CDA figures.
| Covered area | Old rule (1 per 750 sq ft) | New rule (1 per 1,000 sq ft) |
|---|---|---|
| 15,000 sq ft | 20 spaces | 15 spaces |
| 30,000 sq ft | 40 spaces | 30 spaces |
| 60,000 sq ft | 80 spaces | 60 spaces |
| 150,000 sq ft | 200 spaces | 150 spaces |

The release explains why. Builders had trouble meeting the old standard in high-rise projects. In some cases it needed excavation for up to about six basements. That raised structural and safety concerns, says the CDA.
CDA auction plots follow the new standard
The new standard also applies to the CDA's commercial plot auction scheduled for 4, 5 and 6 August 2026, and to future open auctions. The CDA said it would amend the auction terms and conditions to match. If you bid on a plot, read the terms of that sale.
This matters for the plots on offer now. Recent notices include a hotel plot sale, covered in the page on the CDA hotel plots open auction, and a rental sale of fuel station sites, covered in the page on the CDA petrol pump sites rental auction. We did not check whether those notices carry parking terms. Read each notice for its own conditions.
Check four things before you rely on it
The rule is easy to read and easy to misuse. Before you plan a project around it, confirm each of the four points below with the CDA. The release is a news item. The regulation text is the binding document.
- Confirm that your building counts as a high-rise commercial building under the amended regulation.
- Ask how basements, mezzanines and open parking are counted in the covered area.
- Ask whether a plan filed before 1 August 2026 can use the new standard.
- Read the auction notice terms if you are buying a plot at an open auction.

Plan approval has its own steps, set out in the guide to getting a building plan approved by the CDA. For a finished building, a buyer should also check the project is approved, as shown in the guide on how to check if a housing society is approved by the CDA.
What it means for shop owners and tenants
Fewer required spaces can mean lower construction cost, but the release does not promise cheaper rents or more street parking. It says the aim is to ease approval of plans and encourage construction and investment. Tenants should not expect a price effect from this rule alone.
It may also mean fewer basement spaces for visitors in new towers. That is our reading of the numbers, not a CDA statement. If customer parking matters to your shop, ask the developer how many spaces your floor will get.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked on 13 October 2026, Pakistan time. We read the CDA's news release on the parking decision. We did not find the amended regulation text, so we could not check the exact wording, a minimum building height or how areas are counted. Reports also said the same meeting made decisions on water charges and lease renewals, but the CDA release does not mention them, so we do not repeat them here.
