Change Tax Jurisdiction in FBR IRIS: Move Your File to Another RTO Online, NOC Rules and Sales Tax Office

FBR accepts jurisdiction change requests only online through IRIS, with the Chief Commissioner's NOC issued there too. See the steps and sales tax office rules.

To change your tax jurisdiction with FBR, you must apply online through the jurisdiction module in IRIS. Manual applications for changing your major jurisdiction, such as moving from one Regional Tax Office to another, are no longer accepted under FBR's circular of 10 September 2025. The no objection certificate (NOC) from your current Chief Commissioner is also issued only in IRIS.

People move cities, and businesses move premises, but their tax file often stays behind. That means notices and hearings handled by an office hundreds of kilometres away. We read FBR's circular on online jurisdiction changes, section 209 of the Income Tax Ordinance and rule 5 of the Sales Tax Rules on 1 November 2026. Here is how the process works now.

Jurisdiction decides which tax office handles your file

Your jurisdiction is the tax office and Commissioner assigned to your case. FBR's field offices are Regional Tax Offices (RTOs), Corporate Tax Offices (CTOs) and Large Taxpayers Offices (LTOs). Section 209 lets FBR assign persons or areas to each office.

Section 209(1) has a proviso that matters here. FBR or the Chief Commissioner may transfer jurisdiction over a case from one Commissioner to another. That is the legal basis for your request. Section 209(2) also lets FBR allocate cases through an automated, random selection system.

OfficeUsually handles
Regional Tax Office (RTO)Individuals, associations and most businesses in a region
Corporate Tax Office (CTO)Companies in cities where one exists
Large Taxpayers Office (LTO)Large taxpayers, as FBR specifies

The table is a general guide. FBR decides the exact assignment, and an LTO's list is set by FBR itself.

FBR's circular ended manual jurisdiction applications

FBR's Chief (IR-Formations) issued the circular on 10 September 2025 to automate the change of major jurisdiction. It sets three rules: no manual applications, NOCs only online in IRIS, and Chief Commissioners send their own proposals only by official email to FBR headquarters.

  1. No manual application for change of major jurisdiction will be entertained.
  2. Everyone who wants a change must apply through the jurisdiction module in IRIS.
  3. The NOC from the Chief Commissioner is issued online in IRIS, only in reply to an IRIS application.
  4. Chief Commissioners send proposals, with NOC and reasons, only to the official email of FBR's jurisdiction officers.

So a letter handed in at the tax office will not move your file. FBR lists this circular as No. 03 of 2025-26. The copy we read prints a different number in its heading, but the date, subject and rules are the same.

FBR jurisdiction changes online only since 10 September 2025

Update your address before you ask for a new jurisdiction

Your IRIS profile should show your current address first. An application to move to Lahore makes little sense if your registered address is still in Karachi. Change the address through a modified registration form under section 181, then apply for the new jurisdiction.

The address change is a separate step, explained in changing your address, mobile and bank account in IRIS with Form 181. Keep proof of the new address ready, such as a rent agreement, a utility bill or a property document. If you cannot log in, start with the IRIS password reset.

  1. Log in to IRIS and check your registered address.
  2. File a modified registration form if the address has changed.
  3. Open the jurisdiction module and apply for the new office, with your reason.
  4. Wait for the NOC from your current Chief Commissioner in IRIS.
  5. Check your profile for the new office after approval.

We have not filed a jurisdiction application ourselves, so we cannot show the exact screens. The circular only names it the jurisdiction module.

Sales tax jurisdiction follows where the business runs

For sales tax, rule 5 of the Sales Tax Rules 2006 sets the office by the place of business. A public company goes where its registered office is. A manufacturer goes where the factory is. Others go where the main business is actually carried on.

Type of personSales tax jurisdiction under rule 5
Listed or unlisted public companyWhere the registered office is
Other company, mainly manufacturingWhere the factory is
Other company, not manufacturingWhere main business is carried on
Unincorporated personWhere the business is actually carried on
Unincorporated, one factory elsewhereWhere the manufacturing unit is

The rule also says the jurisdiction of Large Taxpayers Units stays as FBR specifies. And FBR may transfer a registration to the jurisdiction where the business, registered office or factory is. So if your factory moves, your sales tax office should follow it.

Faceless audit means fewer office visits anyway

Jurisdiction still matters for notices and registration, but in-person contact is shrinking. FBR's faceless audit and assessment rules, in force from 15 October 2026, move many cases to a central unit. A distant office is less of a burden than it was.

That system is explained in faceless audit and assessment from 15 October 2026. Even so, if you live in one city and your file sits in another, moving it saves trouble with notices, refunds and any hearing that still needs a visit. For contact details of your current office, see FBR helpline and tax office numbers.

Common questions

How do I change my tax office in FBR?

Apply online through the jurisdiction module in IRIS. FBR stopped accepting manual applications for change of major jurisdiction from 10 September 2025.

Do I need an NOC to change jurisdiction?

Yes. The NOC comes from the Chief Commissioner and is issued online in IRIS in reply to your application.

Can I submit a letter at the tax office instead?

No. The circular says no manual application will be entertained.

Does changing my address change my jurisdiction?

Not by itself, as far as the circular shows. Update the address with Form 181, then apply for the new jurisdiction in IRIS.

Who decides sales tax jurisdiction?

Rule 5 of the Sales Tax Rules sets it by the place of business, factory or registered office, and FBR can transfer a registration to that place.

How long does a jurisdiction change take?

The circular sets no time limit. Track the application and the NOC in IRIS.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 1 November 2026. We read FBR's circular on online applications for change of jurisdiction, section 209 in FBR's Income Tax Ordinance amended up to 30 June 2026, and rule 5 of the Sales Tax Rules 2006, on 1 November 2026. The office descriptions in the first table are general. We did not file an application, so the IRIS screens are not described.
