A gavel on a dark wooden table, for a guide to BPSC degree and qualification rules in Balochistan

Short answer: BPSC checks your degree against the qualification written in the advertisement. Extra degrees do not help without it, two degrees from the same academic year count as one, and a result not declared by the closing date is not considered. A CGPA only degree needs a marks or percentage certificate.

Many applicants in Balochistan lose an application on paperwork, not on ability. The degree is right, but the proof is wrong. BPSC's FAQ spells out the rules, and they are stricter than most people expect.

We read the Balochistan Public Service Commission FAQ page on 14 October 2026. It covers qualification, equivalence, pending results and experience. Some answers are older than the current advertisements, so the advertisement of your post always comes first.

The advertised degree decides your eligibility

BPSC judges you against the prescribed qualification in the advertisement. If you lack that essential qualification, a higher or additional degree is not considered. A master's degree does not replace a bachelor's degree that the post names. Read the exact degree title before you pay a fee.

A good habit is to copy the qualification line from the advertisement and compare it with your degree transcript word by word. Subject and level both matter, for example a degree in veterinary science for an animal health post.

For equivalence, BPSC accepts the equivalence of local degrees set by HEC, the Pakistan Medical Commission, the Pakistan Engineering Council or another competent government body such as the Qualification Equivalence Determination Committee. Our note on IBCC equivalence documents covers school level equivalence.

Four steps to check your degree for a BPSC post

Two degrees in one year count as one

BPSC says two degrees attained in the same academic year are not both considered. Only one degree is counted for the post you apply to. If you earned two degrees in one year, make sure the counted one is the degree that the advertisement asks for.

The FAQ also gives a rule for results. If your result is not officially declared by the board or university on or before the closing date, your application is not considered. A passed exam with an unannounced result does not help. The date of declaration, not the exam date, is what counts.

SituationWhat BPSC says
Essential degree missingHigher or extra qualification is not considered
Two degrees, same academic yearOnly one degree is considered
Result awaited at closing dateApplication is not considered
Degree shows only CGPAProvide a marks or percentage certificate
Equivalent local degreeHEC, PMC, PEC or QEDC equivalence accepted

Pending results matter most for fresh graduates. If you finished your final exam in the summer, check the declaration date against the closing date before you apply. Compare it with the dates in the BPSC advertisement for your post.

A CGPA degree needs a marks certificate

BPSC says a candidate whose degree shows only CGPA may provide a Total and Obtained Marks or Percentage Certificate. The certificate must come from the Controller of Examinations of the university. Ask for it early, since universities can take days to issue it.

  1. Write to your university's Controller of Examinations office.
  2. Ask for a certificate with total marks, obtained marks and percentage.
  3. Attach it with your degree and detailed marks sheets.
  4. Keep a copy for the document checking stage.

The FAQ does not say how long this takes, and we did not test it. Plan for a delay. If you are applying close to the last date, you may be unable to get the certificate in time.

BPSC rules on degrees, equivalence and pending results

Experience needs an order, not only a letter

BPSC counts internship, training and part time work as experience only if the advertisement or service rules say so. Experience must be backed by a notification or order from the head of the organisation or the appointing authority. Contract, current charge, acting and ad hoc roles also need an appointment letter with an experience certificate.

That means a plain letter from a manager is not enough for a regular post. Get the order or notification, and the appointing authority's signature. For the general idea of what such a letter carries, see how to get an experience certificate in Punjab.

Before you apply, build one folder with the degree, marks sheets, equivalence letter if any, experience orders and domicile. See the steps in the guide on how to apply for BPSC jobs online.

Only one of two degrees from the same year counts for BPSC

Check your papers against the advertisement

The advertisement is the final judge. The FAQ says a post's eligibility follows the service rules notified by the S&GAD department, and it is reflected in the advertisement. If the advertisement and an old FAQ answer differ, follow the advertisement and ask BPSC to confirm.

Even after you apply, BPSC may cancel a candidature or withdraw a nomination if it finds a serious deficiency at any stage. Read the live notices, like the BPSC exam schedule for 19 October to 3 November, so you do not miss a document call.

Common questions

Does a higher degree help if I lack the advertised one?

No. BPSC says higher and additional qualifications are not considered if you do not hold the advertised essential qualification.

Can I apply with a result that is still awaited?

No. BPSC does not consider an application whose result was not officially declared on or before the closing date.

What if my degree shows only CGPA?

Provide a Total and Obtained Marks or Percentage Certificate from your university's Controller of Examinations.

Does BPSC accept HEC equivalence?

Yes. It accepts equivalence from HEC, the Pakistan Medical Commission, the Pakistan Engineering Council or another government designated committee such as QEDC.

Does an internship count as experience?

No. Internship, training and part time experience do not count unless the advertisement or service rules say so.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on 14 October 2026, Pakistan time. We read the BPSC FAQs page. It is undated. We did not read the Balochistan service rules and did not test how long a university takes to issue a percentage certificate. Always confirm the qualification in your own advertisement.
