Check If Your Home Internet Provider Met PTA's Q2 2026 Quality Targets in Pakistan
PTA tested 34 home internet providers in 24 cities in Q2 2026 against seven limits. See which providers missed which limit and how to check your own city.

Short answer: PTA's Q2 2026 survey tested 34 home broadband operators in 24 cities against seven network targets. Most passed. The report names eight providers as missing at least one of the other limits: PTCL, NTC, Net-Cloud, Prime Broadband, Pace Telecom, Kot Jameel Network, Air Touch Wireless and Mansoorah Telecommunication.
Your internet drops every evening and the provider says the line is fine. PTA's survey is one way to test that claim. It checks the provider's own network, at its own control room, against fixed limits for uptime, delay and speed.
We opened PTA's fixed broadband survey page and read the Q2 2026 report on 12 October 2026. The report file is dated 21 July 2026. We did not run any tests. All figures below are PTA's. Where the report's text and its city table could be read side by side, we say which one a figure comes from.
PTA tested 34 operators in 24 cities against seven network limits
PTA's Enforcement Division visited the control room of each operator and measured seven things, under the Fixed Broadband Quality of Service Regulations, 2022. The limits are set below. Each provider gets a score out of 7 for each city, one point for every limit it meets.
| What PTA measured | The limit |
|---|---|
| Core network uptime | At least 99.9% |
| Access network uptime | At least 99% |
| Local delay (round trip) | 40 milliseconds or less |
| International delay, terrestrial | 110 milliseconds or less |
| Bandwidth use at peak hours | Below 80% |
| Jitter, the variation in delay | 15 milliseconds or less |
| Data throughput | At least 4 Mbps down and 2 Mbps up |
Jitter matters most for video calls and online games. Delay matters for every click. Uptime is the share of time the network was working.

PTA names the providers that missed each limit
The report's text lists, for each limit, the operators that did not comply. Bandwidth use is the only limit where it names none. It says "some" operators went over 80 per cent, and the city table shows which.
| Limit | Providers PTA names as missing it |
|---|---|
| Core uptime | Prime Broadband, Net-Cloud, Pace Telecom, PTCL |
| Access uptime | Net-Cloud |
| Local delay | PTCL, Kot Jameel Network, NTC |
| International delay | NTC, Mansoorah Telecommunication |
| Jitter | Air Touch Wireless, PTCL, NTC, Kot Jameel Network |
| Throughput | NTC, PTCL |
PTA says it is advising these providers to take corrective steps, including more capacity and better routing. The report does not give a deadline or a penalty.

The same provider can pass in one city and miss in another
The report's city table shows results per city, not per brand. A provider that fails in Gwadar can pass all seven in Multan. So read the row for your own city, and do not judge a name from the headline list alone.
| Provider and city | What the city table shows |
|---|---|
| PTCL, Gwadar | Core uptime 99.37%, local delay 48 ms, jitter 41 ms, upload 0.4 Mbps: all four miss |
| PTCL, Multan | All seven limits met |
| NTC, Gwadar | International delay 115.28 ms, jitter 93 ms, download 2 Mbps: all three miss |
| NTC, Multan | Local delay 71.5 ms and international delay 265.25 ms: both miss |
| NTC, Sukkur | All seven limits met |
| Nayatel, Islamabad | Peak bandwidth use 92.69%, over the 80% limit, other six met |
| Nayatel, Multan | Peak bandwidth use 94.02%, other six met |
| Nayatel, Lahore | Peak bandwidth use 77.78%, all seven met |
The report prints the Nayatel name as Naya Tel. The bandwidth limit failures in the table also include providers in Abbottabad, Batkhela, Mardan and Sukkur. We have not listed every row, so read the full city-wise table for your own city.
What this survey cannot tell you
This is a test at the provider's control room, not at your home. It cannot tell you your own speed, your router's quality or the fault on your street. It also covers only the 34 operators PTA picked in 24 cities, and we found no StormFiber or Wateen row in the text we could read.
The report has two errors in its own text. It says the survey ran from 1 April 2026 to 30 March 2026, which is not possible. It also spells one provider Kot Jamel in the table and Kot Jameel in the text. We print the figures as given and make no claim about the dates.
To test your own line, use the 80 per cent rule in our check on whether your home broadband gives 80 per cent of the speed you pay for.
How to check your provider and act on it
Find your provider and your city in the report, compare the row with the seven limits, then match it with what you see at home. If the report shows a miss that matches your problem, say so in your complaint.
- Open PTA's fixed broadband survey page and download the Q2 2026 report.
- Look for your city, then your provider, in the city-wise table. Red values are misses.
- Run your own speed test at peak hours and off-peak, and write both down.
- Complain to your provider and get a complaint number.
- If it is not fixed, file a PTA complaint using the steps for slow or dead internet.
PTCL customers can also use the line described in our guide to the PTCL complaint number 1218. Your rights under the standard contract are in PTA's standard ISP contract for home internet.

Common questions
Which home internet provider is best in Pakistan?
PTA's survey does not rank providers. It marks each one against seven limits per city. Many providers met all seven in the cities tested.
Did PTCL fail PTA's broadband test in 2026?
PTA names PTCL as missing core uptime, local delay, jitter and throughput in at least one city. The city table shows the misses in Gwadar, while PTCL in Multan met all seven.
Is Nayatel in the PTA survey?
Yes, under the printed name Naya Tel. The city table shows Islamabad and Multan above the 80 per cent peak bandwidth limit and Lahore below it.
Does this survey measure my own speed at home?
No. PTA measured at each provider's control room. Your home speed also depends on your router, wiring and area.
What happens to providers that miss the limits?
The report says PTA is advising corrective measures. We found no deadline or penalty in it.
Where can I read the survey myself?
On PTA's QoS Survey of Fixed Line Broadband Service Providers page. The Q2 2026 report is the top item.
How we verified this
What we checked, where we read it, and what we could not confirm.
We read PTA's fixed broadband QoS survey page, the press release of 23 July 2026 about it, and the Q2 2026 report on 12 October 2026. The report's layout made some city rows hard to read, so we quote only the rows we could read cleanly. We did not verify the findings with any provider.
