KDA service charges are not one price list. The Karachi Development Authority (KDA) publishes a separate fee sheet for each of 21 schemes and townships, and every sheet prices 32 charge heads. Before you sign a transfer or a mortgage on a KDA plot, open the sheet for your own scheme. Gulshan-e-Iqbal and Surjani Town do not share one rate card.

We opened KDA's Service Charges page and one full sheet on 14 October 2026. The page names a Sindh Government Gazette dated 25 July 2023 as the basis for the current rates.

KDA posts one fee sheet for each of 21 schemes and townships

KDA's Service Charges / Fees page links to a Gazette file and 21 PDF sheets. Each sheet covers one scheme or township, so your rate depends on where the plot sits. Find your scheme by name in the list, then open that PDF.

The page says the rates were revised by Governing Body Resolution No. 18 dated 11 May 2023 and published in the Sindh Gazette on 25 July 2023. The 21 sheets cover Scheme 1 and 1-A (Karsaz), Scheme 5 (Clifton and Bohri Bazar), Shireen Jinnah Colony, Scheme 7 (Al Hilal and Dhoraji), Scheme 11 (Chandni Chowk and Sindhi Muslim), Scheme 24 (Gulshan-e-Iqbal), Scheme 2 (North Nazimabad), Nazimabad, Scheme 19 (Khudadad Colony), Scheme 36 (Gulistan-e-Jouhar), Scheme 16 (Federal B Area), North Karachi, Surjani, Landhi, Qasba, Korangi, Malir, Shah Faisal, Metroville II, Metroville I and Scheme 33 (Metroville III).

One oddity: the page heading says "2022" and the file folder says "2024". The Gazette date on the page is 25 July 2023. We use that date, and we suggest you ask KDA whether a newer revision exists.

Number of scheme and township fee sheets on the KDA service charges page for Karachi

Open your scheme's sheet in four steps

Go to the KDA Service Charges page, find your scheme or township in the list, open its PDF and read the column for your plot type. Then compare the sheet with the figure on any KDA challan before you pay.

  1. Open the Service Charges / Fees page on kda.gos.pk.
  2. Find the scheme or township that holds your plot, using the plot's lease or allotment papers.
  3. Open the PDF and go to the column for your plot type: residential, commercial, industrial, amenity or flat site.
  4. Match each charge on your KDA challan to a line on the sheet. Ask the counter about any line you cannot find.

If you are unsure which scheme your plot belongs to, the address on the lease or allotment letter will name it. The Sindh land record check can help you confirm the plot details first.

Four steps to find the right KDA service charges sheet for a Karachi plot

Every sheet prices the same 32 charge heads

The 32 heads run from occupancy value and ground rent to transfer, mortgage and utility NOCs. Most buyers meet five or six of them. Read the whole list once, because a missing line on your challan is as useful to know as a wrong one.

KDA lists the heads on the Service Charges page. We grouped them so you can see which ones matter at which stage.

StageCharge heads on the sheet
Title and leaseOccupancy value, ground rent, NUF, cost of indenture of lease, payment certificate, lease charges, extension of lease, addenda or memorandum of lease, surrender and rectification of lease
Sale and transferPre-lease transfer fee, mutation fee, NOC for sub-lease, NOC for sale, fee on a transaction through power of attorney, exchange or alternate fee
Records and papersCertified true copy, revalidation of challan, cost of forms, re-demarcation, condonation
MortgagePermission to mortgage
Land use and buildingChange of trade, temporary use of land, plan forwarding or demolition, amalgamation, conversion or change of land use, sub-division
Utilities and signsNOC for K-Electric, Sui gas and telephone, NOC for mobile towers and hoardings
Amenity plotsFee on amenity plots, ground rent on amenity plots, differential occupancy value on refugee quarters

NUF is KDA's own abbreviation and the page does not spell it out. We leave it as printed and suggest you ask the counter what it covers before you pay it.

A worked example from the Gulshan-e-Iqbal sheet

On the Scheme 24 Gulshan-e-Iqbal sheet, the residential column lists occupancy value at Rs 2,100 per square yard, an indenture of lease at Rs 3,450 a set, a payment certificate at Rs 5,750, certified copies at Rs 5,520 and challan revalidation at Rs 2,300.

The commercial column is higher on the same sheet: occupancy value of Rs 4,200 per square yard, a payment certificate at Rs 11,500 and an indenture at Rs 6,900 a set. Amenity and flat-site columns have their own rates. These figures are read from the PDF as printed, and the sheet is a dense table, so confirm any figure with KDA before you pay.

The sheet is a rate card, not a check on your plot

A fee sheet tells you what KDA charges. It does not tell you whether the plot is free of dues, whether the seller holds a valid lease or whether a building on it is approved. Those need separate checks.

Before you pay, confirm the plot's papers in the property title check, and check any building through the SBCA approval check for a Karachi building. For a stamp paper bought as part of the deal, use the steps to verify a Sindh e-stamp paper.

KDA's office is at Civic Center, Karachi, open Monday to Friday, 9 am to 5 pm, with the email info@kda.gos.pk on its site. It also runs an online complaint page. Keep every challan and the receipt you get back.

Common questions about KDA service charges

How many KDA fee sheets are there?

There are 21 sheets, one for each scheme or township, plus the Sindh Gazette file. The list is on KDA's Service Charges / Fees page.

Which Gazette do the rates come from?

KDA's page names the Sindh Gazette of 25 July 2023, issued after Governing Body Resolution No. 18 of 11 May 2023. Ask KDA if a newer notice exists.

What is the occupancy value in Gulshan-e-Iqbal?

The Scheme 24 sheet lists Rs 2,100 per square yard for residential plots and Rs 4,200 for commercial plots. Confirm before you pay.

Do commercial plots pay more than residential plots?

On the Scheme 24 sheet, yes. Commercial occupancy value, payment certificate and indenture of lease are all about double the residential figures.

Can I pay through a power of attorney?

The sheet has a head for a fee on a transaction through power of attorney. Ask KDA how it applies to your plot before you rely on one.

Where do I complain about a KDA charge?

Use the online complaint page linked from KDA's site, or visit the Civic Center office in working hours with your challan.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 14 October 2026. We read the KDA Service Charges / Fees page and opened the Scheme 24 Gulshan-e-Iqbal sheet. We did not open the other 20 sheets, so the example is for that scheme only. The heading year on the page and the Gazette date do not match, and we could not confirm whether a newer revision exists. Check the live sheet for your scheme before you pay.
