Check If an LPG Plant Near You Has an OGRA Construction Licence in Pakistan
OGRA's 2 October 2026 list shows 200 valid and 83 expired LPG plant construction licences. See how to find a plant near you and what the list cannot prove.

Short answer: OGRA's LPG page links a PDF, "Detail of Licenses for Construction of LPG Storage and Filling Plants", dated 2 October 2026. It lists 200 valid construction licences and 83 expired ones, with company, site address, district, province and the date each is valid to. Search it for the plant near you.
A tank farm goes up behind a school, or a filling shed opens next to a row of houses. The first question is simple: does it have a licence?
We opened OGRA's LPG page and downloaded this list on 14 October 2026. We read both sections, Valid and Expired. We did not visit any site, so we cannot say whether any plant follows its licence terms.
The list has a valid section and an expired section
OGRA's PDF starts with "Valid Construction Licenses" and ends with "Expired Construction Licenses". The valid section runs to 200 numbered entries. The expired section runs to 83. Each row gives the company, site address, district, province and the "Valid Till" date.

A construction licence lets a company build an LPG storage and filling plant at a named site. OGRA's LPG page says its department issues licences to build and operate such plants, along with renewals and inspections. The list we read covers construction only.
How to read one row
Match the company and the site address to the plant you see. The site address often names a village, a tehsil and a plot or land record number. The district and province help you narrow it down. The "Valid Till" date tells you if the licence is current.
| Column | What to check |
|---|---|
| Name of company | Does it match the sign at the site? |
| Site address | Does the village, tehsil and plot match? |
| District and province | Is the plant in the right area? |
| Valid Till | Is the date still ahead of today? |
Some entries expire very soon. The earliest valid dates in our copy fall on 30 September 2026 and in the first half of October 2026. A licence close to its end date may be renewed, so do not call a plant illegal on that fact alone.
What the list cannot tell you
The list does not show if a plant passed its safety inspection, or if it holds an operating licence. It also gives only a land description in some rows. Treat it as the first check, and ask OGRA if you still have doubt.
The enforcement side is a different document. In our report on OGRA's 2025-26 enforcement record on LPG plants and petrol pumps, we explain how OGRA acts against sites that break the rules.

Steps to check a plant near you
Download the list, find your province, and look for the company name on the site board. If you cannot match it, note the plot details and report the site. Keep photos of the sign, the entrance and any tanks. Do not enter the premises.
- Open the LPG department page on ogra.org.pk.
- Download "Detail of Licenses for Construction of LPG Storage and Filling Plants".
- Look in the Valid section for the company name, then the district.
- Check the Valid Till date, and look in the Expired section if you do not find it.
- If you find no match, photograph the site from outside and report it to OGRA.

To report, use OGRA's complaint pages. Note that its online form is built mainly for gas utility consumers, so call or write if it will not take your case. For household safety near LPG, read how to use LPG cylinders safely. If you want to know whether the cylinders in your area come from a licensed brand, use the OGRA list of LPG marketing companies.
Why the Expired section matters
An expired construction licence is not always a problem. A plant that finished building may no longer need the construction licence. But a plant still under construction on an expired licence is worth a question to OGRA.
The Expired section is also a record. It shows which companies once held a licence and where. If a site looks active and the company appears only there, ask OGRA what licence now covers the site.
Be fair to the plant. A missing name can come from a company renaming itself or a spelling difference between the sign and the list. Search by district and plot details too, not just the company name.
Common questions
Where is the OGRA list of LPG plant construction licences?
On the LPG department page of ogra.org.pk, titled "Detail of Licenses for Construction of LPG Storage and Filling Plants". The version we read is dated 2 October 2026.
How many licences does it show?
The copy we read has 200 numbered entries as valid and 83 as expired.
Does a construction licence mean the plant may operate?
Not necessarily. It covers building the plant. OGRA's page says it licenses both building and operating, so ask about the operating licence too.
What if the plant is not on the list?
Photograph it from outside and report it to OGRA. A missing name is a reason to ask, not proof of a violation.
Can I see the safety record of a plant?
Not in this list. OGRA publishes enforcement documents separately.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked on 14 October 2026, Pakistan time. We read OGRA's LPG department page and the construction licence PDF it links. We did not visit any plant, and we could not confirm whether listed plants hold operating licences or have passed inspection.
