Short answer: Before you pay an SEO agency in Pakistan, check five things against Google's own advice: no guaranteed first place, no claimed special link with Google, read-only Search Console access at first, clear explanations of every change, and official Google pages behind each recommendation. A failure on any one is a reason to walk away.

The email arrives out of the blue. "We noticed your website is not on page one. Guaranteed first-page ranking in 30 days, Rs 15,000 a month." It sounds precise. It also breaks several lines in Google's own advice on hiring an SEO.

We read two Google Search Central pages: "Do you need an SEO?" and the guidance on third-party SEO tools, services and advice. We did not contact any agency. The Rs 15,000 offer above is an invented example, not a real quote.

No one can guarantee a first place on Google

Google's page says no one can guarantee a number one ranking. It tells owners to beware of SEOs who guarantee rankings, claim a special relationship with Google, or advertise a priority submit to Google. If an agency guarantees first place, Google says to find someone else.

The reason is simple. Google says it never accepts money to include or rank sites in organic results, and it costs nothing to appear there. An agency cannot buy you a place. It can only change your site and your content.

Google lists what to ask an SEO before hiring

Google suggests asking for examples of previous work, whether the SEO follows Google Search Essentials, what results and timeframe to expect, experience in your industry and your country, and how they will report changes. Ask these in writing and keep the answers.

Question to askWarning sign in the answer
Can you show earlier work and success stories? No examples, or examples you cannot check
Do you follow Google Search Essentials?Blank look, or "we have our own methods"
What results do you expect and how soon?A fixed rank on a fixed date
What is your experience in my industry and country?None, or only unrelated sites
Will you tell me every change you make?Secrecy or vague answers

Google also suggests checking business references by asking past clients if the SEO gave useful service and good results. An agency that really works will give you two names.

Give an agency read access to Search Console first

If an SEO offers an audit, Google says to grant only read access to Search Console at that stage, not write access. An audit should give realistic estimates of improvement and the work involved. It should not be a sales script.

The same page says an SEO with FTP access to your server should be willing to explain every change. You are responsible for what companies you hire do. If an SEO creates deceptive content for you, Google warns your site could be removed from its index.

That last risk is the real cost. A cheap monthly fee is nothing next to losing your pages. To see how the damage works, read how Google's site reputation policy treats pages placed on a site only to rank.

Treat tool reports as opinions, not Google data

Google's third-party guidance says tools do not have access to its internal ranking data and cannot guarantee performance. Their predictions are their own. Google does not evaluate or endorse third-party SEO tools, so claims that a tool is "approved" by Google Search are a warning.

The guidance also covers "AEO" and "GEO" services, which promise results in AI answers. Check them against Google's official AI guidance. For one common example, see why Google says you can skip llms.txt.

Google's own tool is free. It recommends Search Console, which gives data straight from Google Search. If an agency's report shows numbers you cannot find in Search Console, ask where the numbers come from.

Run this six-step check before you sign

Write down the agency's promises, compare each with Google's pages, ask the five questions, request two references, grant read-only access, and keep a written list of changes. Do these in order and pay nothing until step four is done.

  1. Copy every promise from the agency's email or proposal into one list.
  2. Cross out any promise of a guaranteed rank, a special Google relationship or a "priority submit".
  3. Send the five questions above and read the answers.
  4. Ask for two past clients to contact and call them.
  5. Give read-only access to Search Console. Do not share write access or server logins yet.
  6. Ask for a written list of every change made to your site, with the reason for each.

Common questions

Can any SEO agency guarantee first place on Google?

No. Google says no one can guarantee a number one ranking, and advises finding someone else if an SEO promises it.

Should I give an agency full access to Search Console?

No, not at first. Google advises granting only read access at the audit stage.

Is an SEO tool score the same as Google data?

No. Google says third-party tools do not have access to its internal ranking data, and their predictions may not happen.

Does paying for Google Ads improve my organic ranking?

No. Google says advertising with Google has no effect on your site's presence in its search results.

Where do I report a deceptive SEO?

Google points to the US Federal Trade Commission for US companies and to econsumer.gov for companies in other countries. We have not checked whether Pakistani complaints are handled there.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on Sunday 11 October 2026. We read Google's "Do you need an SEO?" page and its guidance on third-party SEO tools and advice, last updated 5 June 2026. Google's advice is general and not specific to Pakistan. It can change.
