Check SPSC Domicile and PRC Form D Rules Before You Apply in Sindh
SPSC needs a Sindh domicile and a matching Form D PRC. See the 40 per cent urban and 60 per cent rural quota and how to fix a wrong entry before closing.

SPSC accepts only candidates with a Sindh domicile and a Permanent Residence Certificate (PRC) in Form D, and the two must name the same place. If you find a mistake in your domicile details, SPSC lets you fix it only before the closing date. The open Advertisement 05/2026 closes on 23 October 2026.
A domicile is the paper that says which district you belong to. The Form D PRC says where you live. For Sindh jobs, the Sindh Public Service Commission (SPSC) reads both. A mismatch can turn a strong application into a "deficient" one. We read the commission's Recruitment Management Regulations (RMR) on spsc.gov.pk on 15 October 2026, and the rules below come from regulation 22.
SPSC needs a Sindh domicile and a Form D PRC that match
Regulation 22 says a candidate must submit a valid domicile certificate and a PRC in Form D as proof of district and place of residence. The place of residence in the PRC must be the same as the domicile, so SPSC can fix your district and your rural or urban status.
Both papers come from the Deputy Commissioner of your district. The regulations list them as items 12 and 13 of the documents you attach to the online form. If either one is missing, the scrutiny rules mark the application as deficient, and a candidate whose domicile is not produced can be rejected.

Sindh posts split 40 per cent urban and 60 per cent rural
SPSC reserves 40 per cent of vacancies for candidates living inside the pre-2021 boundaries of the Karachi, Hyderabad and Sukkur municipal corporations. The other 60 per cent go to other cities and rural areas of Sindh. Deputy Commissioners stamp or type "Urban" or "Rural" on the domicile.
| Quota | Share of vacancies | Who it covers |
|---|---|---|
| Urban | 40 per cent | Residents of the pre-2021 Karachi, Hyderabad and Sukkur municipal corporation areas |
| Rural | 60 per cent | Residents of other cities and rural areas of Sindh |
The 40 per cent wording was substituted by an SPSC office order dated 24 January 2025, which the regulations say was published in the Sindh Government Gazette on 27 October 2025. Older websites may still describe the quota in different words.
If the domicile says rural and the PRC says urban, the domicile decides the quota
When the two papers disagree on rural or urban status, SPSC picks the quota from the domicile certificate only. The PRC is still required, but it does not change the quota. That is useful to know, because many families hold a PRC that was issued years later.
This does not remove the need for a match on the district. The rule covers the rural or urban label. If your PRC shows a different district from your domicile, treat it as a problem and ask the Deputy Commissioner's office to correct it before you apply.
A domicile changed after the closing date is not accepted
SPSC says domiciles changed, altered or amended after the closing date will not be accepted. The only exception is a woman who changed her domicile because of marriage during the recruitment process. She must submit the valid papers, in line with the government's wedlock policy.
For everyone else, the date that matters is the closing date printed in the advertisement. Advertisement 05/2026 has 54 posts and closes on 23 October 2026, as listed on the SPSC home page. Our SPSC Advertisement 05/2026 posts, ages and fee are in a separate write-up.
You can correct a wrong entry once, and only before the closing date
If you typed the wrong domicile details by mistake, you may send a written request with an affidavit and supporting papers. SPSC will consider it only if the mistake was made while applying for the first time for a post advertised by the commission. The fix must be finished before the closing date.
- Compare the district and rural or urban status on your domicile and your Form D.
- Check that the details typed in the online form match both papers.
- If something is wrong, write a request to the Secretary, SPSC, with an affidavit.
- Attach the correct certificates and your payment proof.
- Complete the correction before the closing date, not on it.

Requests go to the Secretary, and the regulations say the Secretary's office must reply to an emailed request within ten working days. Do not leave the fix for the last week. A reply can land after the closing date.
Government employees must keep the domicile they gave when they joined
For a candidate already in government service, the domicile and Form D must be the same as those submitted when he or she entered service. SPSC will not accept a change afterwards. The No Objection Certificate or departmental permission must also mention these details.
The service certificate you attach should show your date of entry into service and the district of domicile on record. If your department record shows a different district, ask the department to fix its file first. Do not apply with a new domicile and hope it passes.

Upload the scanned papers on the portal while you are still inside the window. The steps are in uploading documents on the SPSC candidate portal. Keep the originals ready, because the commission asks for them at interview after the written result.
Common questions about SPSC domicile and PRC rules
Do I need both a domicile and a PRC for SPSC?
Yes. Regulation 22 requires a valid domicile and a PRC in Form D. The two must show the same place of residence.
Which quota applies if my PRC and domicile differ on urban or rural?
The domicile decides. SPSC says the quota is based on the domicile certificate only when the PRC shows the other status.
Can I change my domicile after applying?
No. A domicile changed after the closing date is not accepted. The only exception is a woman whose domicile changed through marriage during the process.
What if I typed the wrong district in the form?
Send a written request with an affidavit and papers. SPSC may allow it if the mistake was made while applying for the first time, and it must be done before the closing date.
Do government employees follow the same rule?
They have a stricter one. Their domicile and PRC must be the same as when they entered service, and no later change is accepted.
Who issues the "Urban" or "Rural" stamp?
The Deputy Commissioner who issues the domicile. The regulations tell Deputy Commissioners to stamp or type the status.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 15 October 2026. We read regulation 22, regulation 41 and regulation 21 in the SPSC Recruitment Management Regulations, 3rd edition with amendments, on spsc.gov.pk. The closing date comes from the Advertisement section of the SPSC home page, which we opened the same day. The RMR page also lists a scanned amendment dated 13 October 2026. We could not read its text, so check that page for any change to these rules before you apply.
