SPSC counts only full-time, paid work done after you earned the minimum qualification for the post. The experience certificate must be signed by the head of the department or, in a private company, by the chief executive or someone he authorises. Contract, ad hoc and officiating periods are excluded. Advertisement 05/2026 closes on 23 October 2026.

Many Sindh Public Service Commission (SPSC) applications fail on one line: "experience not counted". The commission does not weigh how good your work was. It checks dates, pay, the signer and the order of your degrees. We read Chapter IX and regulation 29 of the SPSC Recruitment Management Regulations (RMR) on spsc.gov.pk on 15 October 2026. This guide puts those rules in plain order.

SPSC counts regular, full-time, paid work done after your minimum degree

Regulation 29 defines prescribed experience as work in a regular, full-time, paid job gained after the basic qualification, in Pakistan or abroad. Regulation 130 repeats it: experience gained while you were still studying for the minimum qualification does not count.

That shapes your timeline. If a post needs a master's degree and three years of experience, the clock starts on the day you earned the master's result, not on the day you began work. An earlier job under a bachelor's degree adds nothing to that count.

What SPSC counts and what it leaves out when it measures job experience

Contract, ad hoc and officiating time is left out

Regulation 29 says time spent on an ad hoc appointment, a contract appointment, or a post held in officiating capacity is excluded. Time on study leave or extraordinary leave without pay for an M Phil or PhD is also excluded, except for teaching posts in Sindh government institutions.

Type of workCounted by SPSC?
Regular, full-time, paid job after the minimum degreeYes
Contract or ad hoc appointmentNo
Officiating charge of a postNo
Work done before the minimum degreeNo
Leave without pay for M Phil or PhD studyNo, except teaching posts in Sindh government institutions
Internship after the final written exam, as part of the courseYes (regulation 131)

Two exceptions help. Regulation 131 counts an internship that is part of your course, such as in engineering or business, if it comes after you qualify the final written exam. Regulation 132 counts experience gained during a higher degree in the same subject. A different subject does not count.

The certificate must come from the right signer

Regulation 129 says an experience certificate must be issued by or under the authority of the Secretary or Head of the Department concerned. In the private sector, it must come from the chief executive officer, or from an officer he has authorised. A letter from a line manager alone is not enough.

SPSC may also send your document to the institution to confirm it, under regulation 133. Only experience in a recognised institution counts. Ask your employer for a certificate that names your post, your pay status, your dates of joining and leaving, and states that the job was regular and full time.

  1. Write down the minimum qualification the advertisement asks for.
  2. Note the date your result for that qualification was announced.
  3. List only jobs that began on or after that date and were regular, paid and full time.
  4. Ask the head of the department or the CEO for a signed certificate.
  5. Scan it and upload it with the online application, because SPSC will not look at experience without proof.
Five steps to prepare an experience certificate for an SPSC application

No certificate with the application means disqualification

Regulation 127 says that where experience is a mandatory requirement, a candidate who does not produce documentary proof with the application stands disqualified. Regulation 128 adds that SPSC will not even consider the experience without proof attached to the online form.

That is why you upload the certificate on the portal while the form is open. Our SPSC candidate portal upload steps show how. The experience must also exist on the closing date. Under regulation 26, SPSC judges your age, qualification and experience as they stood on or before the closing date.

Teaching and medical posts have extra rules

For teaching posts, regulation 136 counts only actual teaching. Experience at a lower level does not count for a higher institution, and undergraduate teaching does not count when graduate or postgraduate classes are required. For doctors, house jobs in Pakistan count, but a different specialty does not count for General Medicine.

Administrative work in a school or college is counted as management experience, not teaching, under regulation 134. If you did both, SPSC looks at your appointment order. Our look at SPSC Advertisement 05/2026 shows which of its posts ask for experience.

Who may sign an SPSC experience certificate in the government and private sectors

Common questions about SPSC experience rules

Does SPSC count contract work as experience?

No. Regulation 29 excludes time spent on contract and ad hoc appointments, and on posts held in an officiating capacity.

Who can sign my experience certificate?

The Secretary or Head of the Department in government. In a private company, the chief executive or an officer he authorises.

Does work done before my degree count?

No. Only experience gained after you obtained the minimum qualification for the post is counted.

Does an internship count?

Yes, if it is part of your course and comes after you pass the final written exam. SPSC counts it under regulation 131.

What happens if I forget to attach the certificate?

You can be disqualified. SPSC says it will not consider experience without documentary proof along with the online application.

Is foreign teaching experience accepted?

Only on merit and after verification through sources such as the Pakistan Embassy or High Commission in that country.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 15 October 2026. We read regulations 26, 29 and 127 to 141 of the SPSC Recruitment Management Regulations, 3rd edition with amendments, on spsc.gov.pk. The RMR page also lists a scanned amendment dated 13 October 2026. We could not read its text, so check that page for changes. These are the commission's own rules, and an individual advertisement or service rule can ask for more.
