Check Who Can Get a CNIC: NADRA's Answers on Prisoners, Foreign Spouses and Guardians in Pakistan
NADRA's FAQ answers who can get a CNIC: prisoners, foreign spouses, guardians, proclaimed offenders and disabled people. Read each rule in plain English.

Short answer: NADRA's own FAQ says a prisoner can get CNIC services through special arrangements, a foreign spouse cannot get a CNIC but can apply for a Pakistan Origin Card, and a guardian cannot be listed as a parent. A CNIC is not cancelled only because someone is a proclaimed offender.
Some CNIC cases do not fit the usual form. A relative in jail, a foreign husband, an adopted child or a person with a mental disability all raise questions that a counter officer may answer differently.
We read NADRA's CNIC page and its FAQ on 13 October 2026. Every answer below is NADRA's own wording, rewritten in simple English. We did not test any of these cases at a centre.
A prisoner can get CNIC services with prison approval
NADRA says CNIC services for prisoners are provided through special arrangements or mobile registration units. These are subject to authorisation from the relevant prison authority. A family cannot simply walk a prisoner's file into a centre.
The family should write to the jail superintendent first. Ask which date NADRA's team can visit and what papers they need to carry. NADRA's pages do not list a fee or a deadline for this service.
A proclaimed offender keeps the CNIC unless a court orders otherwise
NADRA says a CNIC is not cancelled solely because of criminal status. However, it may be digitally impounded if a competent court directs it. In plain words, only a court order can freeze the card.
Digital impounding means the card stops working for checks and services even though it still exists. If a bank or SIM service says your CNIC is blocked, read what a blocked or impounded CNIC means for your SIM.
| Case | What NADRA says |
|---|---|
| Prisoner | Services through special arrangements or mobile units, with prison approval |
| Proclaimed offender | Not cancelled for that reason alone; court can have it digitally impounded |
| Foreign spouse | No CNIC; may apply for a POC |
| Guardian as parent | Not allowed; biological parents are recorded |
| Refuses a photograph | No card; photograph is mandatory |
| Mental disability | Yes, with a disability certificate |

A foreign spouse gets a POC, not a CNIC
NADRA says a foreign spouse is not eligible for a CNIC. They may apply for a Pakistan Origin Card (POC) if they qualify, and they can be added to the family tree of the Pakistani spouse. The POC is open to a foreign national married to a Pakistani citizen, with limits.
The FAQ says nationals of India, Israel or any country not recognised by Pakistan are not eligible. If a couple divorces, the Pakistani spouse must report it and process the cancellation of the spouse's POC. A POC is not proof of Pakistani citizenship, as NADRA states.
Read how to apply for a POC for the fee. A foreign wife who wants citizenship follows a different route, set out in the citizenship steps for a foreign wife.
A guardian cannot be recorded as a parent
NADRA says the biological parents must be recorded on a CNIC, even if adoption or guardianship is recognised by a court. A person raised by a guardian cannot list the guardian as a parent.
For a child with no known parents, there is a separate free route. See how to register an orphan with NADRA. For an adult whose parents are not on record, the answer is below.
Missing parents can be replaced by a sibling or two witnesses
If both parents died before NADRA registration and no record exists, NADRA says identity is established through any registered sibling. If there is no sibling, two people give biometric witness, preferably close relatives. The case is still scrutinised and may be verified in the field.
- Find a registered brother or sister who can attend with you.
- If none exists, pick two relatives who hold CNICs.
- Bring your birth proof if you have it. NADRA has waived the birth certificate for some first time applicants until 31 December 2026, as explained in getting your first CNIC when parents are not registered.
- Expect a field check before the card is approved.

Disability and remote areas have their own routes
For a person with a mental disability who cannot give biometrics or a signature, NADRA says a CNIC can be issued with a disability certificate. It names the Council on the Rights of Persons with Disabilities, the provincial councils for rehabilitation of disabled persons, the AJK or Gilgit-Baltistan Social Welfare Department, or a foreign institute.
People in remote areas can ask NADRA to schedule a visit by a Mobile Registration Van. See how to request a NADRA mobile van and how to get a disability certificate and special CNIC.
A person born abroad who claims Pakistani origin but was never registered must first prove Pakistani citizenship through the parents' or grandparents' papers. Only then does NADRA decide on CNIC eligibility.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked on 13 October 2026, Pakistan time. We read the questions and answers on NADRA's CNIC page. We did not test any of these cases. The page is undated, and NADRA gives no fees or deadlines for prisoners or remote area visits.
