Short answer: NADRA registers orphans living in orphanages without a fee, and it has a special policy for orphans whose parents are unknown. An orphanage that is registered with a federal or provincial government can apply to NADRA for enlistment, and NADRA sends a mobile registration van on demand. Call 1777 to start.

A child with no papers is invisible to the state. No school form, no hospital file, no bank account, no stipend, and at eighteen no CNIC. For children raised in an orphanage, the missing paper is usually the first one: a record of who they are.

We read NADRA's inclusive registration page, its fee page and its cancellation and CNIC service pages on 12 October 2026. This guide uses those pages. Where NADRA's page is silent, for example on the exact papers for an unknown parentage case, we say so and do not guess.

NADRA registers orphans in orphanages without a fee

NADRA's inclusive registration page says orphans living at orphanages are registered without fee. It also says NADRA has devised a special policy to register orphans with unknown parentage. Both lines are NADRA's own wording, read on 12 October 2026.

The page names orphans as one of the groups NADRA wants to reach, with women, persons with disabilities, religious minorities and transgender persons. The aim stated on the page is that no citizen is excluded from the identity system, because without identity a person cannot reach healthcare, education, financial services or social protection.

For a family or a guardian, the useful point is the word "free". The fee schedule on the same site lists a children's registration certificate (CRC) at Rs 50 for the normal service. NADRA says orphans at orphanages are registered without fee, so nobody at an orphanage should be asked to pay the Rs 50 or the executive amount.

The orphanage applies, not the child

NADRA's page says orphanage registration drives are carried out regularly. It adds that any orphanage registered with a federal or provincial government body can apply for enlistment with NADRA. So the first step belongs to the people who run the home.

WhoWhat NADRA's page says
Orphanage registered with a government bodyCan apply for enlistment with NADRA
Enlisted orphanageMobile registration vans are deployed on demand
Orphan living at an orphanageRegistered without fee
Orphan with unknown parentageCovered by a special NADRA policy
Orphanage not registered with a government bodyNot covered by the enlistment wording

That last row is our reading of the wording, not a NADRA statement. If you run a home that is not registered, the safe move is to register it with the relevant social welfare department first, then ask NADRA.

How an orphanage gets enlisted

The orphanage manager should call NADRA, ask for enlistment and keep its government registration papers ready. NADRA's page does not list the exact forms, so the helpline is the right first stop. Here is a sensible order of steps.

  1. Confirm that the orphanage is registered with a federal or provincial government body.
  2. Collect the registration certificate and a list of the children living there, with ages.
  3. Call NADRA on 1777 from a mobile, or 051-111-786-100 from a landline or abroad, and ask for enlistment.
  4. Ask NADRA which papers it wants for each child, including those with unknown parentage.
  5. Ask for a mobile registration van visit if the children cannot travel to a centre.
  6. Keep every receipt and acknowledgement in the orphanage file.

Our guide to the NADRA mobile registration van explains how a van visit works for ordinary citizens. NADRA's inclusive registration page says vans go to enlisted orphanages on demand.

Children with unknown parentage need the special policy

NADRA says it has a special policy for orphans with unknown parentage. The page does not publish the policy text. That means the papers, any court or welfare order, and the guardian's role are decided inside NADRA's registration rules, not on the public page.

We will not guess what NADRA asks for. Ask the helpline to explain the policy in writing, and note the name of the officer. If a centre refuses, the same website lists a complaints address, csd@nadra.gov.pk, and the helpline is open 24 hours.

A child under 18 gets a children's registration certificate or a juvenile card, not a CNIC. For the difference, read the guide to applying for a NADRA juvenile card and the validity table in when a CNIC, juvenile card or CRC expires. For a child with known parents, the route is the B-Form, described in the guide to NADRA B-Form requirements.

What registration unlocks afterwards

A registration record lets an orphan get a school admission, a hospital record and, at eighteen, a first CNIC. A CNIC at eighteen is the gateway to a bank account, a job and a vote.

Support programmes check identity too. Our guide to Bait-ul-Mal orphan support shows a scheme that asks for registered identity, and the guide on getting a first CNIC at 18 when parents are not registered shows the route at the age of 18.

How we verified this

What we checked, where we read it, and what we could not confirm.
