SIM Blocked Over a Cancelled CNIC in Pakistan: 5 Days After the SMS, 60 Days if the Holder Died

PTA's 2026 rule: a SIM can be blocked 5 days after an SMS about a cancelled or impounded CNIC, and 60 days after a death. Read what restores it in Pakistan.

Short answer: If NADRA tells your operator that your CNIC was cancelled, confiscated or impounded, the operator must SMS you the reason and can block your SIMs within 5 days of that SMS. If the CNIC holder has died, the SIM must change owners within 60 days or it is blocked. PTA's rule says the SIM is restored once NADRA restores the CNIC.

A shopkeeper in Faisalabad gets an SMS that says his CNIC is under review. He ignores it. A few days later his number stops working, and with it his bank codes and his customers' calls. The SMS was not spam. It was the first step of a PTA rule.

We read the rule in the Gazette of Pakistan, Extraordinary, of 11 September 2026, which PTA publishes on its regulations page. It is the Subscriber Antecedents Verification (3rd Amendment) Regulations, 2026, notified as S.R.O. 1519(I)/2026. The text below follows that notification. It is a scanned file, so we read it page by page.

A cancelled or impounded CNIC leads to a SIM block after an SMS

When NADRA tells an operator that a CNIC was cancelled, confiscated or impounded, the operator must send an SMS giving the reason. It must then block the SIM within five days after that SMS, unless NADRA reports a change in status within that time.

That is new regulation 4-D. The word "within" matters. The block can land on any day up to day five, so you do not get a full five days of use.

The regulation names three events: cancellation, confiscation and impounding. It does not say what NADRA's reason must be, and we found nothing on PTA's page that lists the reasons. The SMS you receive is the only place the reason is stated to you.

Read the SMS the day it arrives. It is your signal to go to NADRA, not to the franchise.

A SIM on the CNIC of a dead person gets 60 days

When NADRA reports a death, the operator must SMS every number registered on that CNIC. The message tells the family to change SIM ownership under regulation 12 within 60 days. If nobody does it in that time, the SIMs are blocked.

This is new regulation 4-C. The clock does not start at the death. It starts when NADRA passes the death to the operator, so the date on the SMS is the date to note.

Many families keep a parent's number alive for months because it holds bank codes and WhatsApp groups. That is now a risk with a deadline. The papers each operator asks for are set out in how to transfer a deceased family member's SIM. The CNIC itself is cancelled through NADRA, as explained in cancelling a CNIC after a death.

The operator must restore the SIM when the CNIC is back

Regulation 4-D(2) says the operator shall restore the SIM when it learns the CNIC was restored, either from NADRA or from you after you have verified the restoration with NADRA, whichever comes first.

The wording means you can start the restoration yourself. You do not have to wait for NADRA's data to reach the operator. Bring proof from NADRA, and the operator has to act on it.

The rule does not give a number of hours for the restoration. Other PTA rules do. A suspended service must be restored within 4 hours once the problem is fixed, which we cover in the notice and restoration rules for suspended mobile service. We could not confirm that the 4 hour rule applies to a CNIC block, so do not quote it at the counter as if it does.

Follow these steps as soon as the SMS arrives

Do the NADRA part first, because the operator cannot restore anything until the CNIC status changes. Keep every SMS and receipt, since they are your proof of dates.

  1. Screenshot the operator's SMS with the date and the reason shown.
  2. Check your CNIC status with NADRA, and find out why it was cancelled or impounded.
  3. Fix the cause with NADRA. For an expired card, see how to renew an expired CNIC.
  4. Ask NADRA for written proof that the CNIC is active again.
  5. Take the proof and your original CNIC to the operator's service centre and ask for the SIM to be restored.
  6. Check the list of numbers on your CNIC afterwards, using how to check SIMs registered on your CNIC.

If the SIM was blocked for another reason, such as a fraud report, the steps in restoring a blocked SIM may fit better.

Operators and NADRA will now share CNIC status automatically

Regulation 4-E tells operators and NADRA to set up an automated exchange of CNIC status. It covers expiry, renewal, death, cancellation, confiscation and impounding. NADRA is responsible for the accuracy of what it shares.

Two things follow. A status change will reach your operator faster than a visit to the franchise. And an error on NADRA's side is NADRA's to correct, so the fix always starts there.

The regulation lists expiry and renewal in the data exchange. The blocking rules in 4-C and 4-D name only death, cancellation, confiscation and impounding. We found no blocking rule for an expired CNIC in this notification, so an SMS about expiry should be treated as a warning and not as a confirmed block.

Common questions

How long do I have before my SIM is blocked if my CNIC is cancelled?

The operator must block the SIM within 5 days after it sends you an SMS giving the reason. NADRA can stop the block by reporting a change in status within that time.

What if my parent has died and the SIM is still in their name?

You have 60 days from the operator's SMS to change ownership. After that the SIM is blocked. Start with the death certificate and the family registration certificate from NADRA.

Will the operator unblock my SIM once my CNIC is renewed?

It must restore the SIM once NADRA reports the CNIC restored, or once you verify the restoration with NADRA and tell the operator. Keep NADRA's proof with you.

Is an expired CNIC enough to get my SIM blocked?

This notification names cancellation, confiscation, impounding and death for blocking. It lists expiry only in the data exchange. Renew an expired CNIC early anyway, because other services check it.

Does the SMS come from the operator or from NADRA?

The regulation puts the SMS on the operator. NADRA sends the status to the operator, and the operator messages you. Be careful with SMS links that claim to be from either body.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on 13 October 2026, Pakistan time. We read the scanned PTA regulations page entry for the Subscriber Antecedents Verification (3rd Amendment) Regulations, 2026, in the Gazette of 11 September 2026. We could not confirm the restoration time limit for a CNIC block, the reasons NADRA may give, or how operators will word the SMS. We also did not test a block at a counter.
