Can You Drive on the Motorway With a Learner Permit in Pakistan? No: NHMP's 4 Learner Rules
NHMP rules bar learner permit holders from motorways and highways. Learners need a supervisor with 3 years' licence, a red L and the left lane. Test at 42 days.

Short answer: no. NHMP's licensing rules say a person holding a learner's driver permit is not allowed to drive on motorways, highways or "A" category roads. A learner must also drive only with a licence holder of at least 3 years' experience beside them, show a red "L" on the front and rear screens, and keep to the extreme left of the road. A learner permit lasts 6 months, and the driving test can be taken after 42 days.
Many new drivers plan their first long drive from Lahore to Islamabad on the M-2 while still on a learner permit. It feels safer than the GT Road. The rules say it is not allowed. This guide sets out the learner permit rules in Pakistan as NHMP's own documents state them, and what to do instead.
We read NHMP's Drivers Licencing Authority Rules 2014, with their 2016 amendments, and the National Highways Safety Ordinance 2000, both published on the NHMP traffic rules page, and the fee sheet on the NHMP licensing portal, on 6 November 2026.
A learner permit does not allow motorway or highway driving
Schedule II of the NHMP Drivers Licencing Authority (DLA) Rules gives special instructions for holders of a learner's driver permit. The first one says the holder "is not allowed to drive on 'A' Category roads / Highways and Motorways". That covers the M-1, M-2, M-3 and every other motorway.
The federal law behind these rules points the same way. Section 3 of the National Highways Safety Ordinance 2000 says no person shall drive on a national highway unless they hold and carry a valid driving licence for that class of vehicle. The DLA Rules treat a learner's permit and a driving licence as two different documents.
The written ban is in NHMP's rules for the learner permits NHMP itself issues. We found no NHMP text that allows a learner holding a Punjab, Sindh, KP or Islamabad permit onto a motorway either. Until you have a full licence, plan your route on ordinary roads.

Four conditions apply every time a learner drives
Schedule II lists four conditions. A learner who breaks any of them is driving outside the terms of the permit.
- No motorways, highways or "A" category roads. Practise on quieter roads first.
- A supervisor with 3 years' experience. The learner may drive only under the supervision of a valid licence holder with at least three years of driving experience.
- Red "L" on front and rear. A red letter L must be pasted on the front and rear screens while driving.
- Keep to the extreme left. The learner must drive at the extreme left of the road.
The supervisor rule means a friend who got a licence last year does not qualify. It must be someone with a licence held for three years or more, sitting beside you. The rules do not say the supervisor must be a family member or an instructor.
The permit lasts 6 months and the test comes after 42 days
Rule 7 of the DLA Rules says a learner's driving permit for a motorcycle, car, LTV, HTV, motor cab, PSV or agricultural tractor is valid for six months. The applicant can take the practical driving test after 42 days.
| Rule | What NHMP's rules say |
|---|---|
| Learner permit fee | Rs 300 |
| Validity | 6 months (1 year for construction machinery) |
| Earliest driving test | After 42 days (6 months for construction machinery) |
| Theory test | 9 of 10 on signs, 7 of 10 on rules; retry after 14 days |
| One permit covers | One type of vehicle only; a separate permit is needed for each type |
| Renewal or duplicate of a learner permit | Rs 100 each |
| Failing the driving test three times | Apply afresh and pay the full learner fee again |
The theory test comes before the learner permit is issued. NHMP's fee sheet says the applicant must answer 9 of 10 sign questions and 7 of 10 rules questions within 10 minutes. Our guide to the NHMP driving licence covers the full process and the Islamabad office.

The driving test vehicle needs L plates and a fitness check
Rule 18 says you may bring your own vehicle for the practical test, but it must be the same category as the licence you want. A car permit means a car test, not a motorcycle.
"L" plates must be shown on the front and rear screens during the test. The examiner checks the vehicle's fitness certificate first, and makes sure the indicators, lights and brakes work. A person with a disability may use their own modified vehicle, with a disabled sign on the front and rear as well as the L plates.
If you fail the driving test three times, you must start again as a fresh applicant and pay the full learner permit fee once more. So use the 42 days well. Practise parking, reversing, turning and stopping, because the Fourth Schedule of the ordinance lists all of these in the driving test.
Punjab and Islamabad learners follow their own portals
Most drivers get their learner permit from their province or from Islamabad police, not from NHMP. The Punjab DLIMS portal issues learner licences online, and Islamabad issues learner permits online through its own system.
Those portals do not set out the learner conditions as plainly as NHMP's rules do. Whatever permit you hold, the safe course is the same: drive with an experienced licence holder, show the L, and stay off the motorway until you pass.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked on 6 November 2026. The learner conditions, validity, test timing and fees are from the NHMP Drivers Licencing Authority Rules 2014 with amendments, rules 7, 8 and 18 and Schedules I, II and III. The licence requirement is section 3 of the National Highways Safety Ordinance 2000. The theory test timing is from the fee sheet on the NHMP licensing portal. We did not call NHMP.
