The National Highways and Motorway Police (NHMP) runs its own Drivers Licencing Authority (DLA) in Islamabad. Its published fee sheet lists Rs 300 for a learner permit, Rs 600 for a regular driving licence and Rs 1,000 for an urgent licence. The office is at Street No. 5, Sector H-8/2, Islamabad, and the portal is dla.nhmp.gov.pk.

We read the DLA portal, its fee and procedure sheet and the NHMP licensing rules on 14 October 2026. This guide covers the NHMP route to a driving licence, which sits apart from the Islamabad Traffic Police and the provincial systems.

NHMP's Drivers Licencing Authority issues licences from its Islamabad office

The DLA issues learner permits, licences for motorcycle, car and jeep, light and heavy transport vehicles, public service vehicles, modified vehicles for special persons, licences for foreigners and diplomats, and international permits. Its portal has appointment reservation, licence verification and tracking.

The DLA's phone number on its sheet is 051-9250449. Under NHMP's rules the DLA is a senior superintendent or superintendent of police authorised by the Inspector General. The rules also set up Road Safety Training Institutes in at least 42 places to help with applications, tests and medical checks.

Do not confuse this with a city licence. If you live in Islamabad and drive only locally, the guide to getting a driving licence in Islamabad covers the Islamabad Traffic Police route. The NHMP route suits drivers whose work or travel is on motorways and highways.

Get an NHMP licence in six steps

Collect your documents, pay the fee at the National Bank of Pakistan, take the touch-screen theory test, collect the learner permit, wait for the test date and pass the practical test. The licence is sent by courier to your CNIC address.

  1. Gather a valid CNIC with a copy, a blood group report from a registered lab or hospital, and a Highway Code book.
  2. Pay the fee at a National Bank of Pakistan branch, which the sheet says must be located at Islamabad, and keep the receipt.
  3. Pass the medical check: eyesight of 6/6 (bring glasses if you need them) and hearing good enough to drive safely.
  4. Sit the theory test on a touch screen. You get a learner permit when you pass.
  5. Return for the practical test after the waiting period. The DLA rules say 42 days.
  6. Receive the licence by courier at the address on your CNIC. NHMP does not hand it over at the counter.

If you hold an overseas licence, the sheet asks for two colour copies of your CNIC and licence and a verification letter from the authority that issued it.

NHMP DLA fees for a learner permit, licence, international permit and urgent licence

The theory test needs 9 of 10 on signs and 7 of 10 on rules

The theory test is on a touch screen in two parts. You must answer 9 of 10 sign questions correctly and 7 of 10 rules questions, within 10 minutes. An audio option is available on request. If you fail, you can retry after 14 days.

Failing the theory test three times means you must apply again as a fresh applicant for a learner permit. The DLA portal lists theory question banks in English and Urdu, so you can practise before you go. A learner permit is valid for six months.

The minimum ages are 18 for motorcycle, car and jeep, 21 for a light transport licence, 24 for a heavy transport, agricultural or construction licence and 25 for a public service vehicle. Most licences are valid for five years. An international permit is valid for one year.

Verify, track and renew from the DLA portal

The DLA home page lists licence verification, application tracking, a renewal application, a duplicate licence application and a required documents page. Use these before you travel to H-8/2, because the office is the only counter we found.

To check someone else's licence, for example before you hire a driver, the verification page is the place to start. For the Islamabad Traffic Police system, see how to verify an Islamabad learner permit or licence. Fines and penalty points differ by province: the Punjab rule is in Punjab driving licence penalty points.

Last checked 14 October 2026. Fees, documents, test pass marks, the address and phone come from the NHMP DLA fee and procedure sheet at dla.nhmp.gov.pk. Age limits, validity and the 42 day wait come from the NHMP Drivers Licensing Authority Rules on nhmp.gov.pk.
