FBR Customs SROs 2026: All 55 Notifications From January to November, With FBR Download Links (Full List)
All 55 FBR customs SROs of 2026 in one list, from SRO 01 on 1 January to SRO 2088 on 3 November, with FBR PDF links, the two open drafts and how to search.

Short answer: the Federal Board of Revenue (FBR) has listed 55 customs S.R.O.s for 2026 on its own website, from S.R.O. 01(I)/2026 on 1 January to S.R.O. 2088(I)/2026 on 3 November. The newest two are drafts open for public comment: a Licence Renewal Committee for customs agents, and a 72-hour rule for ships' arrival reports.
An S.R.O. (Statutory Regulatory Order) is the legal notice the FBR uses to change customs rules, duties and procedures. Importers, exporters, clearing agents and shipping lines all need to know which ones are new, because a single notice can change a fee, a deadline or a duty rate.
We pulled the full list from the FBR's customs SRO page on 5 November 2026 and opened the newest notices to read them. Every row below links to the FBR's own PDF.

The FBR has issued 55 customs SROs in 2026 so far
The FBR's customs list shows 55 notices dated in 2026 up to 5 November. August and June were the busiest months, with 10 each, followed by October with 9. January and November so far have one each.
The dates below are the dates the FBR shows on its list. A notice can carry a date one day earlier or later in its own text, so always check the PDF before relying on a date.
| Month of 2026 | Customs SROs listed |
|---|---|
| January | 1 |
| February | 2 |
| March | 6 |
| April | 4 |
| May | 2 |
| June | 10 |
| July | 7 |
| August | 10 |
| September | 3 |
| October | 9 |
| November, to the 5th | 1 |
Two drafts are open for comment now
Two of the newest notices are drafts, which means the FBR is asking for objections before it makes them final. Both were issued under section 219(3A) of the Customs Act, 1969.
- S.R.O. 2088(I)/2026, 3 November: adds a Licence Renewal Committee that checks a customs agent's past profile and performance before renewal. Comments are due within 10 days of Gazette publication. Our report on draft S.R.O. 2088 explains it.
- S.R.O. 1913(I)/2026, 27 October: the system would confirm a vessel information report (VIR) 72 hours before a ship's expected arrival. The figure of "eighteen" hours in rule 402, which covers certain nearby ports of loading, would become "seventy-two". A report received less than 72 hours ahead, outside those ports, would draw a Rs 500,000 fine, with the ship allowed to berth 72 hours after the report is confirmed. Comments were due within seven days of Gazette publication.
The October draft's seven-day window has probably closed, but the FBR has not yet listed a final version.

Exporters should note the four duty drawback notices of 27 October
Four notices dated 27 October, S.R.O. 1908 to 1911, set new duty drawback rates for textile, leather, engineering and other exports. Drawback is the refund of duty paid on imported inputs used in goods that are later exported.
These four matter most to exporters' cash flow, and our guide to the 2026 duty drawback rates covers the schedules in detail.
The EFS (Export Facilitation Scheme) rules were also changed three times this year, in March and in October. Our guide on how to get EFS authorization explains the scheme.

How to find any customs SRO on the FBR site
The FBR's SRO page lets you list or search notices by department. It takes about a minute to find a notice by its number.
- Open fbr.gov.pk and go to the SROs section, then choose Customs.
- Type the SRO number, such as 2088, or a word such as "drawback" in the search box.
- Check the number, date and title in the results.
- Click Download to open the FBR's own PDF.
- Read whether it says "draft" and whether it has a start date.
A notice that does not appear on the FBR list should not be trusted, however official it looks. Our guide to checking an FBR SRO is genuine shows the warning signs.
