Green wheat fields with distant mountains, for the FBR valuation table for Mardan

Mardan's FBR valuation table is SRO 1705(I)/2024, in force since 1 November 2024, and FBR lists no change to it in 2026. It has four parts: mauza rates, 49 housing societies, 110 main road rows and a building table. Gulberg and Bismillah Town are the dearest societies at Rs 600,000 a marla residential, Park City and Khwaja Town reach Rs 700,000, and Katchery Road and Bank Road are Rs 8,000,000 a marla.

FBR uses this value to charge advance income tax on a property sale or purchase when it is higher than the price in the deed. We downloaded the notification from FBR's site and read its tables on 1 November 2026. Below are the society list, the main roads, the building rates and a worked example.

Mardan's FBR table has four parts, mostly per marla

Table I prices each mauza of the district, urban and rural, with a commercial and a residential value per marla. Table II lists 49 housing societies. Table III gives one rate for 110 main road stretches. Table IV sets building rates per square foot.

A mauza is a revenue village, the unit your fard is kept in. Rural mauzas in Table I start at about Rs 132,000 a marla for commercial land and Rs 63,500 for residential, so a plot outside the city is valued far lower than one in a society or on a main road.

The table covers all five tehsils: Mardan, Takht Bhai, Katlang, Garhi Kapoora and Rustam. It replaced SRO 353(I)/2022 of 2 March 2022.

FBR rates for 49 Mardan housing societies

Table II gives each society a residential and, for most, a commercial value per marla. Residential values run from Rs 100,000 in the smallest towns to Rs 700,000 in Park City and Khwaja Town. Commercial values top out at Rs 1,350,000 in Gulberg and Bismillah Town.

Five small towns share the lowest rate of Rs 100,000 a marla: Ayaz Uddin Town, Maaz Ullah Town, Imran Town, Ghani Town and Gul Wali Town. Noor City and Grand City each appear twice in the list, with Grand City at Rs 250,000 in one row and Rs 280,000 in the other, so ask the registrar which row they use.

A society on FBR's list is not necessarily approved. Check the land record first, using KP's online land record search, before you pay any instalment.

Main road rates in Mardan reach Rs 9,500,000 a marla

Table III gives one rate for each main road stretch. Katchery Road and Bank Road are Rs 8,000,000 a marla, Pakistan Chowk to Zamin Abad Rs 7,969,500 and Gaju Khan Bazar Rs 5,850,000. The single highest row is the Buner-Mardan Road from Mata Pul towards Ghundo Chowk, at Rs 9,500,000.

Buildings are valued per square foot by age and floor

Table IV prices buildings per square foot. As we read it, a house up to 10 years old is Rs 2,500 for the basement, Rs 2,250 for the ground floor and Rs 2,000 for upper floors. Older houses are valued lower, down to Rs 350 a square foot for upper floors of a building 16 years or older.

For commercial buildings, the same table shows Rs 3,000, Rs 3,200 and Rs 2,600 a square foot for the basement, ground floor and upper floors. The PDF lays Table IV out in a way that is hard to read, so confirm the rate for your building with the registrar.

How to work out the FBR value of a Mardan property

Find your society, main road or mauza row, multiply the plot size in marla by the value, and add the covered area times the building rate for its age and floor. Compare with the deed price and use the higher figure.

  1. Check whether the plot is in a listed society (Table II) or on a main road (Table III).
  2. If not, find its mauza in Table I and choose the urban or rural row.
  3. Multiply the plot size in marla by the value.
  4. Add the covered area on each floor times the Table IV rate for the building's age.
  5. Compare with the agreed price and use the higher figure.

Example: a 10 marla plot in Gulberg with a new single storey house of 2,250 square feet. Land is 10 times Rs 600,000, or Rs 6,000,000. The ground floor adds 2,250 times Rs 2,250, or Rs 5,062,500. The FBR value is Rs 11,062,500, our arithmetic.

Worked example of the FBR value of a new 10 marla house in Gulberg, Mardan

Under the Finance Act 2026, the buyer pays advance tax of 1.25% of the fair market value, about Rs 138,281 on that house. The FBR valuation table for Peshawar covers the provincial capital, and other cities are in the FBR valuation list by city.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 1 November 2026. We opened FBR's Valuation of Immovable Properties list and the Mardan page, which lists one document and no amendment. We read SRO 1705(I)/2024 as text. Society and road values are copied from it; the example is our arithmetic. The first 18 urban mauza rows and Table IV are laid out in a way we could not map row by row with full confidence, so we did not quote the urban mauza rows.
