Sialkot's FBR valuation table is SRO 1712(I)/2024, in force since 1 November 2024, with two 2026 amendments: SRO 256(I)/2026 of 11 February fixed one wrong row, and SRO 662(I)/2026 of 22 April cut 15 housing society rows by 30%. Values are per square foot. A residential plot in Model Town is Rs 7,353 a square foot, while City Villas Harar fell from Rs 3,676 to Rs 2,574.

FBR uses this value to charge advance income tax on a sale or purchase when it is higher than the price in the deed. We downloaded all three notifications from FBR's site and read them on 1 November 2026. Below are the main city rows, the 2026 changes, and how to work out a figure for your own plot.

Sialkot's FBR table is per square foot, split into residential and commercial rows

Unlike Lahore or Faisalabad, Sialkot's table gives every value per square foot of land, not per marla. Each area usually appears twice: one row for residential use and one for commercial use, each with an open plot rate and a built-up rate.

Table I covers Sialkot city and tehsil, with about 1,000 numbered rows. Further tables cover Pasrur, Daska and the industrial areas of Sialkot and Pasrur. Many roads are split into "Main" and "Behind" rows, meaning the plot on the road itself and the plots in the streets behind it.

In the 2024 rows we compared, the built-up rate is always the open plot rate plus Rs 4,000 a square foot. The table does not say whether the built-up rate is applied to the plot area or the covered area, so ask the registrar which one they use before you sign.

The April 2026 amendment cut City Villas, Model City and 10 other schemes by 30%

SRO 662(I)/2026, dated 22 April 2026, replaced 15 rows covering 11 private housing schemes. Every new open plot figure is exactly 70% of the 2024 figure, and the built-up rate is now the open rate plus Rs 2,800 instead of Rs 4,000.

The February 2026 notification is a correction, not a cut. Row 6, Adalat Garha (Behind), had been printed at Rs 27,574 a square foot for a residential plot, far above its neighbours. SRO 256(I)/2026 replaced it with Rs 2,757, and the built-up rate with Rs 5,735.

An FBR row says nothing about whether a scheme is legal. Before you pay, run the checks for whether a housing society is approved in Punjab.

FBR rates for Model Town, Cantt and the main roads stayed at 2024 levels

The city rows were not touched in 2026. Model Town is Rs 7,353 a square foot for a residential plot and Rs 36,979 for a commercial one. Chowk Allama Iqbal is the costliest commercial row we found, at Rs 52,867 a square foot.

Smaller schemes near the cantonment are much lower. Cantt View Housing Scheme is Rs 2,243 a square foot, Cantt Model Villas Rs 2,040 and Cantt Avenue Colony Rs 1,838, all residential open plot rates from 2024.

How to work out the FBR value of a Sialkot plot

Convert the plot to square feet, find the right row, Main or Behind and residential or commercial, and multiply. Compare the result with the deed price; the buyer's advance tax is charged on the higher figure.

  1. Note the area name, and whether the plot faces the main road or sits behind it.
  2. Find the row in SRO 1712(I)/2024, then check SRO 256(I)/2026 and SRO 662(I)/2026 for a replacement.
  3. Convert the plot size to square feet. One Punjab marla is commonly taken as 272.25 square feet, but use the size on your registry.
  4. Multiply by the open plot rate, or ask the registrar how the built-up rate is applied for a house.
  5. Use the higher of this figure and the agreed price for your tax estimate.

Example: a 1,361 square foot plot in Model Town. That is 1,361 times Rs 7,353, which is Rs 10,007,433, our arithmetic. The same size plot in Diamond City was Rs 7,505,915 under the 2024 table and is Rs 5,253,460 now.

Five steps to work out the FBR value of a plot in Sialkot

Under the Finance Act 2026, the buyer pays advance tax of 1.25% of the fair market value, which on the Model Town plot is about Rs 125,093.

What the Sialkot FBR table does not decide

The FBR rate is for federal income tax only. Punjab's stamp duty and registration fee use the District Collector's rate, and a plot not named in the FBR table has no FBR value at all.

Common questions

What is the FBR valuation of Model Town Sialkot?

Rs 7,353 a square foot for a residential open plot and Rs 36,979 for a commercial open plot. The 2026 amendments did not change it.

Which Sialkot schemes did FBR cut in 2026?

Canal City, City Villas Harar Phases I to III, Diamond City, Dream Land City, Golden City, Model City, Quba City, Safe City, Sialkot City and Silk City, each by 30%.

Is the Sialkot FBR rate per marla?

No. Every Sialkot value is per square foot. Convert your plot size to square feet before you multiply.

What does "Behind" mean in the Sialkot table?

It is the rate for plots in the streets behind a road. "Main" is the rate for plots facing the road, and it is usually higher.

Does the table cover Daska and Pasrur?

Yes. SRO 1712(I)/2024 has separate tables for Pasrur and Daska, plus industrial tables for Sialkot and Pasrur.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 1 November 2026. We opened FBR's Valuation of Immovable Properties list and the Sialkot page, which lists three documents. We read SRO 1712(I)/2024 as text, and SRO 256(I)/2026 and SRO 662(I)/2026 as page images. Values are copied from them; the 30% comparison and the examples are our arithmetic. We did not read every Daska and Pasrur row, so search the PDF for your own area.
