Federal civil servants in BPS-1 to BPS-22 now get a conveyance allowance of Rs 2,678 to Rs 7,500 a month, up 50 percent from 1 July 2026. Disabled employees get a separate Special Conveyance Allowance of Rs 10,000, up from Rs 6,000. Check your payslip for both lines.

The Finance Division issued both orders on 21 July 2026, on the same day as the Revised Basic Pay Scales 2026. We read both memoranda on the Finance Division's circulars page. Each says the new rate applies "on existing terms and conditions", so only the amount changed. Who qualifies did not.

New federal conveyance allowance rates from 1 July 2026 for BPS-1 to BPS-22 and Rs 10,000 for disabled employees

Conveyance allowance rose 50 percent from 1 July 2026

The Federal Government raised conveyance allowance by 50 percent of the old amount for civil servants in BPS-1 to 22. The new rates took effect on 1 July 2026. The rate depends on your pay scale, in four bands.

Pay scaleOld rate a monthNew rate a monthRise a month
BPS-1 to 4Rs 1,785Rs 2,678Rs 893
BPS-5 to 10Rs 1,932Rs 2,898Rs 966
BPS-11 to 15Rs 2,856Rs 4,284Rs 1,428
BPS-16 and aboveRs 5,000Rs 7,500Rs 2,500

The "rise a month" column is our own subtraction. The old and new rates are copied from the memorandum. The memorandum prints the new BPS-1 to 4 rate as Rs 2,678, which is Rs 2,677.50 rounded up.

The rise adds up to Rs 10,716 to Rs 30,000 a year

A full year at the new rate adds a visible sum. For a BPS-1 clerk the extra is Rs 893 a month, or Rs 10,716 over 12 months. For a BPS-16 officer it is Rs 2,500 a month, or Rs 30,000 a year.

This is a gross figure before any tax. Whether conveyance allowance is taxed in your case depends on your total taxable salary, so we do not give a net amount. If you are unsure whether you must file, the ten legal tests for who must file an income tax return apply as usual.

Three months have passed since 1 July. If your payslips for July, August and September still show the old amount, your office has not applied the order yet. The memorandum does not discuss arrears, so ask your accounts office how back months will be paid.

Disabled employees get Rs 10,000 on top

A second memorandum raises the Special Conveyance Allowance for disabled civil employees from Rs 6,000 to Rs 10,000 a month. It is paid in addition to the normal conveyance allowance. It applies from 1 July 2026 and covers disabled civil employees paid out of both civil and Defence estimates.

A disabled BPS-5 employee, for example, can now get Rs 2,898 plus Rs 10,000, which is Rs 12,898 a month from the two allowances together. That example is our own sum from the two rates.

The conditions that govern who qualifies are "existing", and the memorandum does not list them. Your office will ask for proof of disability. A disability certificate and special CNIC are the usual records, so keep copies ready.

Check your payslip in four steps

You should not need to apply. Both orders say the rate is revised, which means your office must change the line itself. Still, payroll errors are common in the first months of a new rule.

  1. Find your pay scale (BPS number) at the top of the payslip.
  2. Look for the line named Conveyance Allowance and read the monthly amount.
  3. Compare it with the table above. Disabled employees should also find a Special Conveyance line.
  4. If the amount is old, write to your DDO and quote the Finance Division Office Memoranda dated 21 July 2026, file No. 3(1)R-5/2010-P-001.

The conveyance rise is one part of a wider package that also merged earlier ad hoc allowances into pay, set out in the Revised Basic Pay Scales 2026.

Who is not covered by these orders

Both memoranda speak to the civil servants of the Federal Government in BPS-1 to 22, and disabled civil employees paid from civil and Defence estimates. Provincial employees, and staff of autonomous bodies that have their own pay scales, need their own orders.

Employees of autonomous bodies that adopted the Federal Government's pay scales in full were told in a separate Finance Division memorandum of 27 July 2026 that the 7 percent ad hoc relief applies to them too. That memorandum talks about ad hoc relief only. It does not mention conveyance allowance, so do not assume it follows.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on 11 October 2026. We read two Finance Division Office Memoranda dated 21 July 2026 on finance.gov.pk, one on revision of conveyance allowance for BPS-1 to 22 and one on special conveyance allowance for disabled employees. We also read the 27 July 2026 memorandum on ad hoc relief for autonomous bodies. None of the three discusses arrears, and we found no later order that changes the rates.
