Short answer: Pakistani students going to Bangladesh must now get a No Objection Certificate (NOC) from the Ministry of Interior before they apply for a Bangladeshi student visa. HEC published this as a public alert and gave the ministry's contact number, 051-9208310. The alert does not give the form, fee or processing time.

If you have an admission or a scholarship offer from a Bangladeshi university, the visa is not your first step any more. The NOC comes first. A student who skips it may be turned away and lose a deadline.

We opened the HEC announcement page and the alert itself on 12 October 2026. The alert is short and carries no date. We also tried the Ministry of Interior website the same day and it refused our request, so we could not read any NOC procedure there. This guide separates what HEC says from what we could not confirm.

HEC says the Ministry of Foreign Affairs made the NOC mandatory

The alert says the Ministry of Foreign Affairs (MOFA) in Islamabad has made it mandatory for Pakistani students proceeding to Bangladesh to obtain an NOC from the Ministry of Interior (MOI) before applying for a Bangladeshi student visa. It names the MOI contact as the Section Officer, Political External Wing-I.

The alert uses the word mandatory. It applies to students who are going to study. It does not say anything about visit visas or work visas. Do not assume it covers them, and do not assume it does not.

Summary of the HEC public alert on the Interior Ministry NOC for a Bangladesh student visa

The order of steps changes: NOC first, then the visa

Under the alert, your sequence is admission or scholarship, then the MOI NOC, then the student visa application. If you have already booked an interview or paid a visa fee, ask the Bangladesh mission what it will accept before you proceed.

  1. Keep your admission or scholarship offer letter ready.
  2. Call the Ministry of Interior contact in the alert and ask how to apply for the NOC.
  3. Write down the form name, fee, documents and time they give you.
  4. Apply for the NOC and keep a receipt or reference number.
  5. Apply for the student visa only after you hold the NOC.
  6. Keep copies of every paper for your university and the mission.

Ask the ministry these questions before you apply

Because the alert is silent on the process, call and ask. Use one list so you do not forget. Ask for the answer in writing, by email or message, if the office allows it. A verbal answer is easy to lose when your visa date is close.

Ask where to apply, and whether it is online or on paper. Ask the fee and how to pay it. Ask which documents are required, such as your passport, CNIC and offer letter. Ask how many days the NOC takes. Ask whether a scholarship letter changes anything. Ask how long the NOC stays valid.

Plan around your own deadline

The NOC adds a step and an unknown waiting time. If you have a scholarship with a deadline, start now. For example, the BUP Bangladesh scholarship from Pakistan takes applications until 31 December 2026, with classes from 31 January 2027, according to the HEC notice behind it.

Work back from your class start date. Leave time for the NOC, for the visa and for your travel booking. Do not buy a ticket before you have the visa.

Do not pay anyone who offers a quick NOC

A stranger who offers to get the NOC for a fee is a risk. Fake agents use new rules like this to collect money. The ministry's contact number is in the alert on the HEC site. Use that, not a number from a social media advert.

If you are using an agent for the admission, check the study abroad agent before you share your passport. Degree papers may also need attestation, and you can get a degree attested by HEC online. Ask the Bangladesh mission whether it wants attested papers.
