Short answer: Punjab's Agriculture Department gives a one-time grant of Rs 600,000 per laser land leveller unit to farmers and service providers anywhere in the province, and Rs 700,000 per unit in Attock, Chakwal, Jhelum and Rawalpindi. The 2026-27 plan funds 1,000 units. You pay the rest of the machine's cost. The pages do not give a separate application form, so start at your On-Farm Water Management office.

A laser leveller is a tractor-drawn blade guided by a laser beam. It scrapes a field flat to within a few centimetres. Water then runs evenly from one end of the plot to the other, instead of pooling in low spots and missing the high ones.

We read the Agriculture Department's Water Management subsidies page and its list of Chief Minister's schemes on agripunjab.gov.pk on 12 October 2026. Below are the amounts, where they apply, and the gaps we found.

The grant is Rs 600,000 a unit for most of Punjab

Under the Chief Minister's Program for Water Efficient Agriculture, the department gives one-time financial assistance of Rs 600,000 per laser leveller unit. The farmer or service provider pays the remaining cost of the unit. The grant applies across the whole province.

The programme runs from 2025-27 to 2027-28, as the department's page prints it. Its 2026-27 plan is to provide 1,000 laser land levellers to farmers and service providers, and to line 1,400 partly improved watercourses.

Laser land leveller grant in Punjab: Rs 600,000 a unit, Rs 700,000 in four Pothohar districts

Four Pothohar districts get Rs 100,000 more a unit

The Pothohar programme pays Rs 700,000 per unit in Attock, Chakwal, Jhelum and Rawalpindi. Its plan, together with Khushab district, is for 270 laser levellers. The farmer pays the rest of the unit cost in both programmes.

The Pothohar scheme also lists solar-coupled lift irrigation systems and high efficiency irrigation on 2,100 acres. For drip and sprinkler shares in those districts, see the rates in the Punjab drip and sprinkler irrigation subsidy.

The Jalalpur rate is for levelling, not for buying a machine

The Jalalpur command area project pays Rs 4,800 an acre, which is 80% of the levelling cost, for laser levelling in watercourse commands in Khushab and Pind Dadan Khan. The farmer pays the remaining Rs 1,200 an acre. This is a service rate, not a grant to buy a leveller.

The page prints the project period as 2019-20 to 2022-23. That period has passed on the face of the page, so ask the office whether levelling is still funded before you rely on it.

What a leveller does for your water bill and your yield

A level field needs less irrigation time and wastes less water, because the water reaches the far end of the plot sooner. We did not find a figure for water saved on the department's pages, so treat any percentage you hear as unverified.

The saving matters most where you pay for diesel or electricity to pump. See the tube well connection rules in getting a tubewell electricity connection, because levelling helps most where every hour of pumping costs money.

How to ask for the grant at your OFWM office

The department says its On-Farm Water Management wing, known as OFWM, promotes these interventions. The pages do not print a laser leveller application form or a deadline, so the sensible first step is a visit to the OFWM office of your tehsil or district.

  1. Decide whether you are buying a unit as a farmer or as a service provider who levels other people's land.
  2. Take your CNIC, land record and, for a service provider, your business details.
  3. Ask the OFWM office whether the 2026-27 units are still available in your district.
  4. Ask for the list of approved suppliers and the unit price before you sign anything.
  5. Pay only after the department confirms your grant in writing.

The pages do not give the price of one unit, so we cannot work out your share. Get a written quote from a supplier first.

Common questions

How much is the laser leveller grant in Punjab?

Rs 600,000 per unit as a one-time grant across Punjab, and Rs 700,000 per unit in Attock, Chakwal, Jhelum and Rawalpindi.

How many units are planned for 2026-27?

The Chief Minister's programme lists 1,000 laser land levellers. The Pothohar and Khushab plan lists 270 more.

Can a service provider get the grant?

Yes. The department's pages name "farmers and service providers" for the grant.

Who pays the rest of the cost?

You do. The pages say the remaining cost of the unit is the farmer's contribution.

Is there an online application link?

We did not find one on the department's pages. Ask your OFWM office and check agripunjab.gov.pk for a notice.

Does the same page cover watercourse lining?

Yes. The department gives all the construction materials for improving a watercourse, and the farmers supply the labour.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on 12 October 2026. We read the Agriculture Department's Water Management subsidies page for the unit grants and the Jalalpur rate, and its Chief Minister's initiatives page for the unit counts. We did not find a unit price, an application form or a closing date, and we did not apply ourselves.
