How to Get a CNIC for a Bed-Ridden Disabled Person at Home: NADRA Doorstep Service and 1777
NADRA says it processes bed-ridden persons with disabilities at their doorsteps and gives priority handling. See how to ask on 1777 and what to confirm first.

Short answer: NADRA says applications from bed-ridden persons with disabilities are processed at their doorsteps. Call NADRA's disability helpline on 1777 from a mobile, or 051-111-786-100 from a landline or abroad, and ask for a home visit. NADRA also says CNICs for persons with disabilities are handled in the executive, or priority, category.
For a family with a bed-ridden member, the CNIC is not a small paper. It is the key to a disability stipend, a special card, a bank account and, one day, a pension. And the person cannot travel to a centre. Families often give up and wait, sometimes for years.
We read NADRA's inclusive registration page and fee page on 12 October 2026. NADRA states the doorstep service in one line and gives no form, no fee for it and no booking steps. So this guide sets out what NADRA says, what it leaves open, and how to ask in a way that gets an answer on paper.
NADRA lists seven measures for persons with disabilities
NADRA's page says persons with disabilities, called PWDs, get preferential treatment without a queue, special counters at every centre, executive category handling, doorstep processing for bed-ridden persons, a wheelchair and a ramp at every centre, and a dedicated helpline.
| Measure | What NADRA's page says |
|---|---|
| Queue | Preferential treatment without a queue at all centres |
| Counters | Special counters at each NADRA centre |
| Handling | CNICs issued to PWDs in the executive category, meaning priority handling |
| Bed-ridden persons | Processing carried out at their doorsteps |
| Access | Wheelchair and ramp at every centre |
| Helpline | Dedicated line, 1777 from a mobile or 051-111-786-100 |

The page also lists one-window operations with the federal and provincial bodies for disability and social welfare. That is the link between a disability certificate and a CNIC, which we explain below.
How to ask for a doorstep visit
Call the helpline, say the person is bed-ridden and has a disability, and ask NADRA to process the application at home. Have the person's details ready. NADRA's page does not list the papers for a home visit, so ask the officer to name them before the visit date.
- Call 1777 from a mobile, or 051-111-786-100 from a landline or abroad.
- Say that the applicant is a bed-ridden person with a disability and ask for doorstep processing.
- Ask which papers are needed, and whether a disability certificate is one of them.
- Ask for the date, the name of the officer and a reference number.
- Keep the applicant's relative present on the day, with the papers in one folder.
- Keep the receipt and track the application afterwards.

If the helpline cannot help, NADRA's site lists a complaints address, csd@nadra.gov.pk. Write the date of your call and the reference number in your first message. A written trail is useful when a centre says it has no such service.
What priority handling means for the fee
NADRA's fee page lists an executive CNIC at Rs 2,150 and an executive smart card at Rs 2,500, with a time of 6 days and 9 days. The inclusive registration page says PWD cards are issued in the executive category. It does not say whether the executive fee is charged or waived.
| Type | Normal | Executive |
|---|---|---|
| CNIC, fee | Rs 400 | Rs 2,150 |
| CNIC, time | 15 days | 6 days |
| Smart card, fee | Rs 750 | Rs 2,500 |
| Smart card, time | 31 days | 9 days |
Those figures are from NADRA's fee page on 12 October 2026. They are the general fee schedule, not a statement about PWD fees. A first CNIC is listed at Rs 0 in the normal category. So ask one direct question on the call: what will be charged for this applicant, and where is it written? Pay only against an official receipt.

The disability certificate and the special CNIC
A CNIC is the base document. The special mark and the disability certificate are separate steps. Our guide to the disability certificate and special CNIC explains how the certificate is obtained and what the card shows.
The special card is what lets a person claim concessions. For example, our report on disabled passengers getting a discount on domestic flights with a special CNIC shows one benefit that depends on it. The order matters: ordinary CNIC first, then the disability record, then the benefits.
If the person has no CNIC at all and is over 18, NADRA's fee page lists a new CNIC at Rs 0 in the normal category. Read the guide on getting a first CNIC at 18 if parents are not registered. For a child, the juvenile card route in applying for a NADRA juvenile card applies.
What the page does not tell you
NADRA's page does not say how long the wait is for a home visit. It does not say which cities are covered, whether a doctor has to be present, or whether a relative must sign. Those are the questions to ask on the call.
It also does not say how the person's fingerprints are captured if a hand is damaged. NADRA has described other ways to verify identity. Our report on facial and iris verification when fingerprints will not read covers that. Ask the officer which method will be used at the doorstep.

How we verified this
What we checked, where we read it, and what we could not confirm.
We read NADRA's inclusive registration page and fee structure on 12 October 2026. We did not request a home visit ourselves. Check the process and any fee with the helpline before you rely on it.
