HBFC lends overseas Pakistanis up to Rs 60 million in selected cities to buy or build a house in Pakistan, at 1 year KIBOR plus 3 per cent for salaried borrowers, for 3 to 20 years and up to 85 per cent of the property's value. You need at least three years in employment, a foreign credit report, proof of remittances, and a notarised affidavit that you own no property outside Pakistan.

Many families abroad want a house back home but cannot easily show income to a Pakistani lender. House Building Finance Company (HBFC), the state-owned housing lender, has a separate product for non-resident Pakistanis. We read HBFC's housing finance page for non-resident Pakistanis and its full document list on 20 October 2026.

HBFC's overseas home loan: Rs 60 million, KIBOR plus 3 per cent, 85 per cent of value

The loan can buy a house or flat, build a house, or move an existing home loan to HBFC. HBFC's share is up to 85 per cent of market value, so you put in at least 15 per cent. The rate resets each year on the loan's anniversary.

KIBOR is the interbank rate that banks use as a base. HBFC uses the rate on the last working day of the month before. So your instalment moves when rates move. HBFC's page does not list which cities qualify for the Rs 60 million limit, so ask before you start.

The age limit counts your age when the loan ends, not when it starts

HBFC's limit for salaried overseas applicants is 23 to 60, measured at maturity of the loan. A 45 year old can take at most a 15 year term. A 52 year old can take at most eight years, which pushes the monthly instalment up.

That is the rule most people miss. If you are close to the limit, a co-applicant or a shorter, smaller loan may be the only way the numbers work. The three year employment rule also means a new job abroad can delay your file.

Prior approval needs ten documents from abroad

For prior approval, a salaried overseas applicant gives HBFC's customer information form, CNIC or NICOP, salary certificate, six months of salary slips, a one year salary account statement, a foreign credit report, passport and visa, work permit, resident card and proof of remittances.

  1. HBFC's customer information form, downloadable from the product page.
  2. Copy of CNIC or NICOP.
  3. Salary certificate showing job status and length of employment.
  4. Latest six months of salary slips.
  5. One year bank statement of the salary account.
  6. Foreign credit report from your country of work.
  7. Copy of a valid passport and visa.
  8. Copy of the work permit.
  9. Copy of the resident card, such as an iqama or Emirates ID.
  10. Proof of remittances: receipts, or a one year Pakistani bank statement showing them.

A Pakistani account that receives your remittances makes the last item easy. If you do not have one yet, the rules for opening an FCVA or NRVA account as a non-resident are a good start.

The full application adds attested salary papers and a no-property-abroad affidavit

For the main application, HBFC wants the salary certificate attested by the Pakistan Mission in your country, or vetted by a notary or solicitor there. It also wants an affidavit on Rs 100 stamp paper, attested by a notary, that you do not own immovable property outside Pakistan.

In Gulf countries, HBFC also accepts a certificate vetted by the state department under the immigration section. Self-employed applicants abroad give an affidavit of business income, a business registration certificate, and confirmation from the Pakistan embassy or consulate. Above Rs 10 million, a tax return is on the list, and the steps to file a return as an overseas Pakistani cover only Pakistani income.

The affidavit is the hurdle for some. If you own a flat abroad, this product as described on HBFC's page is not for you. Ask HBFC in writing before you pay the fee.

Compare it with the 5 per cent options before you apply

HBFC's Ghar Ho Tu Apna product, which its page says is open to residents and non-residents, offers 5 per cent fixed for 10 years on loans up to Rs 10 million. For a smaller house, that can cost far less than KIBOR plus 3 per cent. The larger overseas loan suits bigger purchases.

The 5 per cent rate matches the government-backed scheme described in the 2026 SBP Apna Ghar changes. Banks also offer Roshan Apna Ghar home finance for overseas Pakistanis through Roshan Digital Accounts. Compare all three on the total cost, not just the headline rate. If you will not be in Pakistan to sign the sale, plan the power of attorney early, as in registering a power of attorney from abroad.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read HBFC's non-resident housing finance page, its loan application requirements, its Ghar Ho Tu Apna page and its July to December 2026 schedule of charges on 20 October 2026. The age examples are our arithmetic. We could not find which cities qualify for the Rs 60 million limit, the rate for self-employed overseas applicants, or the reason for the property affidavit.
