Short answer: The Islamabad Excise and Taxation Department says on its own website that vehicles of tax defaulters up to the year 2015 are cancelled in its system. The page also says the annual token tax for 2026-27 can be paid on the PAK App or at the H-9 office, and that a penalty applies to late payers after 1 October. If your Islamabad vehicle has unpaid tax from 2015 or earlier, check its status now.

We opened the department's home page on 12 October 2026 and read its notice board. Three notices matter to owners: the token tax deadline, the cancellation of old defaulter vehicles, and the doorstep registration service. We did not find a fee table, a penalty rate or the list of cancelled vehicles on the page, so this article does not give any of them.

The department says defaulter vehicles up to 2015 are cancelled

The notice says tax defaulter vehicles up to the year 2015 are cancelled in the Excise Islamabad system. The same notice says a list of those vehicles is available on the site. The notice does not define what "cancelled" means in practice, so ask the department before you assume the worst.

The notice does not explain how the cancellation was done, whether it is a one time clean up, or how an owner can reverse it. When we read the page, the link that should open the list was blank. We therefore could not see which vehicles are on it. We are not saying the list does not exist. We are saying we could not open it from the page on that day.

This matters for anyone who buys or sells. A buyer who learns about a cancelled record after paying may be stuck with a car that cannot be moved into a new name. Our guide on verifying a vehicle in every province explains how to check a record before you buy.

The 1 October token tax deadline has already passed

The notice board says owners should pay the annual token tax before 1 October, or a tax penalty will apply. Today is 12 October, so the date is behind us. If you have not paid for 2026-27, expect the penalty on top of the tax.

The department says you can pay the 2026-27 tax online through the PAK App or at the Excise Office in Sector H-9. It lists office hours of 8:30 am to 4:00 pm, Monday to Friday, with a break from 1:00 pm to 2:00 pm. We did not test a payment, because that needs a real vehicle and a real card.

Token tax is a yearly tax on owning a registered vehicle. Paying it is separate from registering the vehicle. For the rates and the payment steps, read our guide to Islamabad vehicle registration and token tax.

The page does not say whether the new tax rates for 2026-27 changed the amount you owe. Check the figure on the PAK App before you pay, and do not trust a figure sent by an agent.

How to check whether your vehicle is on the cancelled list

Start with the department's own portal, then the helpline, then the office. The list link on the home page was blank when we looked, so a phone call or a visit may be the fastest check. Do this before you pay any agent.

  1. Open islamabadexcise.gov.pk by typing it yourself. Do not follow a link from a message.
  2. Read the notice titled "Vehicles of Tax Defaulters up to year 2015 are cancelled in the system" and try the list link.
  3. If the link does not open, call 051-111-383-383, the number printed on the page, and give your registration number.
  4. Ask two things: is the vehicle cancelled, and what must be paid to restore it.
  5. Ask for the answer in writing, or visit the Sector H-9 office with your CNIC and the registration book.
  6. Pay only through the PAK App, the official portal or the office, and keep the receipt.
Six steps to check whether an Islamabad vehicle is on the cancelled defaulter list

Who should check first

Three groups should check at once. They are owners who stopped paying token tax years ago, buyers of used cars with an Islamabad number, and families who inherited a vehicle that sat unused. All three may hold a record that was cancelled without them knowing.

A buyer should ask the seller for the latest token tax receipt and then check the record at the department. A clean receipt for 2026-27 does not prove that older years were cleared. The notice talks about defaulters up to 2015, so the oldest unpaid years are the ones to look for.

An heir should keep the death record and the registration book together. Our guide to transferring vehicle ownership shows the general steps. A cancelled record may need to be dealt with before a transfer can start, but the department has not said so on its page.

Doorstep registration is open for every sector

The department says citizens can now book a doorstep vehicle registration appointment for any sector in Islamabad. You book through its portal or by calling 051-111-383-383. This is for new registrations, so it does not fix an old cancelled record.

The page does not give a fee for the home visit, a time slot or the documents. Ask for all three when you book. If the answer is unclear, use the Sector H-9 office instead.

A warning from the department itself is worth repeating. Its page tells people to rely only on its official website and the PAK App for information. Agents and social media pages that promise to clear a cancelled record quickly are not official.

Common questions

Does cancelled mean my vehicle is scrapped?

No. The notice only says the vehicle is cancelled in the Excise Islamabad system. It does not say the vehicle will be seized or scrapped. We could not find a statement on what happens next.

I paid token tax for 2026-27. Am I safe?

Not necessarily. The cancellation notice is about unpaid tax up to 2015. A payment for this year does not show that older years were cleared. Check the record itself.

What is the penalty for paying after 1 October?

The page says a penalty applies but gives no rate. We could not read a rate on the department's page, so we do not state one. Ask the PAK App or the office for the exact amount.

Can I restore a cancelled vehicle?

The page does not say. The department is the only body that can answer. Call 051-111-383-383 and ask what must be paid and which papers are needed.

Is a vehicle from another province affected?

This notice is about Islamabad's own system. Punjab, Sindh and the other provinces run separate excise records. See our guide on the Punjab token tax penalty for that province.

Can I book a doorstep registration for an old vehicle?

The notice mentions vehicle registration appointments. It does not say whether the service covers a cancelled or transferred vehicle. Ask when you book.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read the notice board of the Excise and Taxation Department Islamabad at islamabadexcise.gov.pk on 12 October 2026. The page is undated, so we cannot say when each notice was posted. We did not see the list of cancelled vehicles, a penalty rate or a restoration fee. These can change, so confirm with the department before you act.
