Pak-EPA named 6 approved polythene bag suppliers for hospital and municipal waste in Islamabad on 4 November 2026. See phones, addresses, fines and exemptions.

Pak-EPA has named six approved suppliers of polythene bags for hospital and municipal waste in Islamabad, in a list posted on 4 November 2026. They are Muzaffar and Brothers, AT Plastic and Pipe Store, Smart Traders, SmartCare Medical and General Supplies, Med Life Services and Karachi Printing Services. Polythene bags are banned in Islamabad Capital Territory, and hospital waste is one of only five uses where they are allowed, and only from an authorised source.
We read the list, titled "List Of Approved Suppliers For Supply Of Polythene Bags For Hospital Waste / Municipal Waste", on the Pakistan Environmental Protection Agency's site, environment.gov.pk, on 5 November 2026. For a clinic, lab, hospital or housing society in Islamabad, buying waste bags from anyone else risks a fine under the ban.
Pak-EPA's six approved waste bag suppliers
The 4 November list gives six suppliers, all with Islamabad addresses. Four are in sectors I-9, G-11 and E-11, one is in Marwa Town and one is beside the bus terminal on Peshawar Road. The table gives each supplier, its area and the phone numbers Pak-EPA printed.
| # | Supplier | Address | Phone |
|---|---|---|---|
| 1 | Muzaffar and Brothers | Plot 74, Street 14, Sector I-9/2 | 051 4431128, 0333 5255480 |

The list does not give a validity period for any supplier, and it does not give prices. Ask each one for its Pak-EPA authorisation before you place an order.

Polythene bags are banned in Islamabad except for five uses
Pak-EPA banned polythene bags in Islamabad Capital Territory through S.R.O. 92(KE)/2019 of 22 July 2019. Making, importing, selling, buying, storing or using them without authorisation is not allowed. Five uses are exempt, but only with Pak-EPA's authorisation.
- Industrial packing
- Primary industrial packing
- Municipal waste
- Hospital waste
- Hazardous waste
So a hospital may use polythene bags for its waste, but they must be flat bags from a maker or importer Pak-EPA has authorised for that use. A shop selling ordinary carrier bags is not covered. The Islamabad plastic bag ban and fines explains what shoppers and shopkeepers face, and Pak-EPA has separately said PET bottles are not banned under the 2023 single-use plastics rules.

Fines run from Rs 5,000 to Rs 500,000
Schedule V of the regulations sets the fines. A maker, importer or wholesaler pays Rs 100,000 for a first violation, rising to Rs 500,000 after a second. A shopkeeper, hawker or stall holder pays Rs 10,000, then Rs 20,000, then Rs 50,000. Anyone else involved pays Rs 5,000.
| Who breaks the rule | 1st time | 2nd time | More than twice |
|---|---|---|---|
| Manufacturer, importer or wholesaler | Rs 100,000 | Rs 200,000 | Rs 500,000 |
| Shopkeeper, hawker or stall holder | Rs 10,000 | Rs 20,000 | Rs 50,000 |
| Any other person involved | Rs 5,000 | Rs 5,000 | Not given |
Pak-EPA's page prints only two figures for the last row, so we leave the third blank rather than guess.

The new list differs from Pak-EPA's older authorised list
Pak-EPA's "Ban on Polythene Bags" page carries an older list of authorised makers and importers. Two names on the 4 November list, Smart Traders and Karachi Printing Services, do not appear in the part of that older list we could read. One older name, Shams Enterprises (brand TidEaz), is not on the new list.
- On both lists: Muzaffar and Brothers, AT Plastic and Pipe Store, Med Life Services and SmartCare Medical and General Supplies.
- New on 4 November: Smart Traders and Karachi Printing Services.
- Older list only: Shams Enterprises, an importer authorised for hospital, hazardous and municipal waste bags.
- Different details: the older page gives Muzaffar and Brothers a different mobile number and AT Plastic a second address in Ghori Town.
Pak-EPA does not say whether the new list replaces the old one. If your current supplier is only on the older list, ask it for a current authorisation letter.
Buy authorised bags and recycle the rest
For a clinic or lab, the safe route is to buy waste bags only from a supplier on the 4 November list, keep the invoice and authorisation on file, and return used plastic to a collection point. Pak-EPA's page lists four collection points run by authorised firms.
- Pick a supplier from the 4 November list and call on the number Pak-EPA printed.
- Ask for a copy of its Pak-EPA authorisation for hospital or municipal waste bags.
- Keep the invoice and the authorisation copy with your waste records.
- Drop discarded polythene at a collection point: Plot 74, Street 14, I-9/2; Chaudhary Plaza, Marwa Town; Med Life Services on Peshawar Road; or Shamsheer Plastic Recycling Unit near Motorway Chowk.
- For questions, call Pak-EPA on 051-9250715, Monday to Friday, 9 am to 5 pm.
Rules for clinics differ by province. In Punjab, a clinic or lab applies to EPA Punjab instead, through the hospital waste authorisation form.

How we verified this
What we checked, where we read it, and what we could not confirm.
We read Pak-EPA's "List Of Approved Suppliers For Supply Of Polythene Bags For Hospital Waste / Municipal Waste", posted on 4 November 2026, and its "Ban on Polythene Bags" page on environment.gov.pk on 5 November 2026. The fines, exempt uses and collection points come from the ban page. The comparison between the two lists is our own, and part of the older list did not load for us. We did not call the suppliers.
