How to Get a Driving Licence in Khyber Pakhtunkhwa, With 2026 Fees
A first KP driving licence costs Rs 3,650 in Peshawar. Learner permit, 45 day wait, test, renewal and IDP fees, and what you can really do online in 2026.
A first driving licence in Khyber Pakhtunkhwa costs Rs 3,650 in Peshawar: Rs 1,000 for the learner permit, Rs 150 for the medical, Rs 500 for the test and Rs 2,000 for the card. You apply in person at the licence branch, wait 45 days, then take the test.
Those figures come from the Peshawar Traffic Police fee structure and licence procedure pages, which we read on 27 September 2026. Other districts follow the same provincial rules, but each runs its own licence branch, so check the counter before you pay.
One thing surprised us. The address most people guess, dlims.kp.gov.pk, is not a licence system. It loads the general Khyber Pakhtunkhwa government portal.
KP driving licence fees for 2026
The Peshawar Traffic Police schedule lists Rs 1,000 for a learner permit, Rs 150 for the medical, Rs 500 for the driving test and e-test, and Rs 2,000 for the licence card. The same fees apply to motorcycle, car or both together.

Fees are paid by bank voucher, not in cash at the counter. Keep every receipt, because the branch asks for them at the next stage.
Getting a learner permit in Khyber Pakhtunkhwa
You need a valid CNIC, you must be at least 18, and you need a medical certificate. You go to the licence branch in person, pay a Rs 1,000 voucher, and have your details and photo taken. The learner matures after 45 days.
- Get a medical certificate from an authorised medical practitioner.
- Pay the Rs 1,000 learner fee voucher at a designated bank.
- Visit the driving licence branch in person with your CNIC, medical and voucher.
- Staff enter your personal data and take your picture.
- Collect your learner permit and note the date 45 days later.
There is a small mismatch between official pages here. The Peshawar Traffic Police procedure says the learner matures in 45 days. A Kohat district page on the provincial portal says 42 days. Plan for 45 and you cannot go wrong.
The driving test and the regular licence
After 45 days you go back to the branch with your CNIC and a medical, pay Rs 500 for the test, pass the traffic signs test and the road test, then pay Rs 2,000 for the card. The card is ready to collect after seven days.
The signs test catches people who only practised the driving. Learn the road signs as well.
Adding a category later, for example a car to an existing motorcycle licence, is called endorsement. It follows the same path: a learner of at least 45 days, a medical, the Rs 500 test and a Rs 2,000 card.
A licence already issued in another district, or in Islamabad, is converted rather than issued again. The Peshawar page asks for the original licence, an NOC from the authority that issued it, a medical and a Rs 2,500 card voucher.
What you can do online in KP, and what you cannot
You can generate a fee voucher, check a licence by CNIC and download an e-copy of your licence online. You cannot get a learner permit, take the test or collect the card online. Those still need you at the branch.

The "Apply for Learner" button on ptpkp.gov.pk opens a sign-in page titled "DL Fee, Khyber Pakhtunkhwa Traffic Police". It sits on a domain that is not a .gov.pk address. We reached it from the official site's own button, so it is the traffic police's chosen system, but always start from ptpkp.gov.pk rather than a search result.
The Transport and Mass Transit Department also published a privacy policy for a "Driving License New Mobile Application" on 25 September 2026. We found no store listing for it, so we cannot tell you to use it yet.
The licence checks in Punjab and Sindh use their own portals, and a KP licence will not show on them.
Renewal, duplicate and overseas renewal
Renew with your original licence, CNIC and a medical. Peshawar charges Rs 2,500 within one month of expiry and Rs 5,000 after three years. A lost licence needs a Roznamcha, the police station diary report of the loss, and a Rs 2,000 duplicate fee.
Official pages disagree here. A Kohat district listing on the provincial portal shows Rs 2,000 for a motorcycle or car renewal, not Rs 2,500. Neither page says what applies between one month and three years after expiry, so ask your branch before paying.
Pakistanis abroad can renew a Peshawar licence without flying home. The traffic police say to send the documents through the official email of the Pakistani embassy in your country to ctopeshawar@ptpkp.gov.pk:
- Renewal form and medical fitness form, both downloadable from the page
- Scan of the expired licence, expired not more than 3 years
- Scan of your CNIC
- Name, CNIC and mobile number of a nominee in Pakistan who pays and collects the card
International driving permit from Khyber Pakhtunkhwa
You need a valid licence from the district, your CNIC, a medical, a valid passport and a valid visa. The permit lasts one year. The fee is Rs 10,000 on two official pages, but the Peshawar procedure page still says Rs 1,000.
Rs 10,000 appears in the Peshawar fee table and the Kohat district listing, so budget for that.
An IDP only translates your Pakistani licence. The international driving permit is worthless without the licence behind it, so carry both abroad.
LTV and HTV licences for commercial drivers
Light and heavy transport vehicle licences follow a separate schedule. The Kohat district listing shows Rs 5,650 for a fresh LTV and Rs 8,150 for HTV or PSV, plus Rs 1,700 for the smart card, with a three-day stipulated time.
Renewing an LTV or HTV licence costs Rs 3,650 within 30 days of expiry and Rs 4,150 after that, plus the card.
These services come under the Right to Public Services law, which sets a deadline for each one. If an office misses it, the listing names the Right to Public Services Commission in Peshawar as the final appeal, on 091-9216375.
Common questions
Can I apply for a KP driving licence fully online?
No. You can generate the learner fee voucher, verify a licence and download an e-copy online, but the learner permit, test and card all need a visit to the licence branch.
Is dlims.kp.gov.pk the KP licence website?
No. When we opened it on 27 September 2026 it loaded the general Khyber Pakhtunkhwa government portal. KP licence services start from ptpkp.gov.pk.
How much does a first KP driving licence cost in total?
