LDA Plot Transfer Procedure in Lahore: Documents for Transfer, Registry Transfer, NOC and Commercialization (2026 List)
LDA plot transfer procedure in Lahore: the documents LDA lists for a transfer, registry transfer, NOC and commercialization, the two visit steps and tracking.

An LDA plot transfer in Lahore happens in two visits to LDA's One Window Cell: first you hand in the transfer set (CNIC copies, recent photographs, the ownership certificate of seller and buyer, and both their declarations) and LDA issues a transfer fee challan; then you return with the paid challan plus proof of stamp duty and CVT. The same two step pattern applies to an NOC, a completion certificate and commercialization, each with its own papers.
We took this from the Lahore Development Authority's own FAQ and its Application Requirements page, which we read on 31 October 2026. Below is the document list for each service, the order of steps, what LDA does not publish online, and how to track the file once it is in.
LDA's transfer process is a two step submit and pay cycle
For every service LDA lists the same rhythm: submit an application with the listed documents, receive a fee challan, pay it at the bank, then submit the application again with a copy of the paid challan and your CNIC. The letter is issued after that second submission.
The cycle matters because the first visit does not end the job. Many people pay the challan and wait, when LDA expects the paid challan to be brought back. Keep the receipt from each visit, because it carries the application number you need to track the file online.
LDA's requirements page adds a caution worth repeating: it calls the list "typically required" and asks applicants to confirm the final checklist with the relevant directorate or the latest office orders. Call or visit before you collect papers for a complex case.
Documents for an LDA plot transfer, a registry transfer and an NOC
A normal transfer needs the transfer set from both parties. A transfer based on a registered sale deed needs the certified registry copy instead. An NOC needs only the ownership document and CNIC. The full lists below are copied from LDA's FAQ and requirements page.
| LDA service | First submission | Second submission |
|---|---|---|
| Plot transfer | Application with transfer set: copies of CNIC, recent photographs, copy of ownership certificate of seller and purchaser, declaration of seller and purchaser | Copy of paid transfer fee challan, stamp duty and CVT |
| Plot transfer through registry | Certified copy of the registry, attested CNIC copy, 2 attested photographs, attested thumb impressions, ownership letter | As directed by the One Window Cell |
| NOC letter | Ownership document (exemption, allotment or transfer letter) and copy of CNIC | Copy of paid NOC fee challan and CNIC |
| Commercialization | Ownership document, copy of CNIC and original pay order in favour of DG LDA | Copy of paid commercial fee challan and CNIC |
LDA's Application Requirements page lists the same service as "Transfer / Mutation and NOC" and adds four items: the original allotment or transfer letter and CNIC of buyer and seller; undertakings, affidavits and photographs as prescribed; tax, dues and utility clearance certificates where required; and any scheme specific forms LDA has notified.

How to transfer an LDA plot, step by step
Collect both parties' papers, submit the transfer set at the One Window Cell, pay the transfer fee challan, pay stamp duty and CVT, then return with the paid challans. Track the file online with the receipt number until the transfer letter is issued.
- Clear any dues on the plot and gather utility and tax clearance if LDA asks for it.
- Prepare the transfer set: CNIC copies and recent photographs of seller and buyer, the seller's ownership certificate, and declarations by both.
- Submit the application at LDA's One Window Cell and keep the receipt with its application number.
- Collect and pay the transfer fee challan at the bank.
- Pay stamp duty and CVT, which LDA's FAQ says you ask about at its Khazana Branch.
- Return to the One Window Cell with copies of the paid challans, stamp duty and CVT, and your CNIC.
- Check progress on lda.gop.pk/one-window-status with the receipt number, and download the letter when it is issued.
Stamp duty and CVT are provincial charges worked out on the DC value of the plot, which you can read about in the DC valuation of property. The federal advance taxes on buyer and seller are worked out on the FBR value; Lahore's figures and those for other cities are in the FBR valuation tables by city.

Completion certificate and building plan papers follow the same pattern
A completion certificate needs the ownership document, CNIC, an original electricity or Sui gas bill and a neighbours' NOC about any double storey bathroom. A building plan needs four original drawings with the architect's A and B forms and a physical possession certificate.
- Completion certificate: ownership document (exemption, allotment or transfer letter), CNIC copy, original electricity or Sui gas bill, neighbours' NOC regarding a double storey bathroom. If you altered the house, a revised building plan is also required. LDA then issues a violation or processing fee challan.
- Building plan approval: ownership certificate, CNIC copy, 4 original copies of the building plan drawing with A and B forms from an architect, and a copy of the physical possession certificate. LDA then issues a building plan fee challan.
Whether you want an LDA completion certificate or a house plan approved by LDA, expect a fee challan after the first submission, exactly as with a transfer, and keep the receipt number for tracking.
What LDA does not publish online, and how to fill the gaps safely
LDA's FAQ and requirements page give no transfer fee amount, no processing time and no sample declaration. The fee is on the challan LDA issues. For stamp duty and CVT amounts, LDA's FAQ directs inquiries to its Khazana Branch.
That gap is where agents step in. Pay only the challans LDA prints, at a bank, and keep each receipt. If the seller lives abroad, a transfer can go through a registered power of attorney; the rules are in the guide to registering a power of attorney for Punjab property. Litigation on a plot in LDA Avenue-I, LDA says, should be raised with the Assistant Director Avenue-I through the One Window Cell.
| Question | Where LDA sends you |
|---|---|
| Transfer fee amount | The challan issued at the One Window Cell |
| Stamp duty and CVT | LDA's Khazana Branch |
| Final checklist for your case | The relevant directorate or latest office orders |
| Litigation in LDA Avenue-I | Assistant Director Avenue-I, via the One Window Cell |
| File progress | lda.gop.pk/one-window-status with your receipt number |
Common questions
What documents are needed for an LDA plot transfer?
Copies of both parties' CNICs, recent photographs, the ownership certificate of seller and purchaser, and declarations by both, then the paid transfer fee challan with stamp duty and CVT.
Can an LDA plot be transferred on the basis of a registry?
Yes. LDA lists a transfer through registry that needs a certified copy of the registry, attested CNIC copy, 2 attested photographs, attested thumb impressions and the ownership letter.
How much is the LDA transfer fee?
LDA does not publish it on its FAQ or requirements page. The amount appears on the challan the One Window Cell issues.
Where do I ask about stamp duty and CVT for an LDA transfer?
LDA's FAQ says stamp duty and CVT inquiries go to its Khazana Branch.
What do I need for an LDA NOC?
An ownership document, which can be the exemption, allotment or transfer letter, and a CNIC copy. You then pay the NOC fee challan and resubmit with it.
How do I track my LDA transfer?
Enter the application number from your receipt on lda.gop.pk/one-window-status. The result shows the status, letters and challans.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 31 October 2026. We read the LDA FAQ and LDA's Application Requirements page on lda.gop.pk, which describes its list as typically required and subject to the directorate's final checklist. We could not find LDA's transfer fee schedule, a processing time or a sample declaration online, and we did not make a transfer at the One Window Cell.
