Overseas Pakistanis with a stuck court case in Punjab can complain to the Lahore High Court's Overseas Pakistanis Cell online at opc.lhc.gov.pk, by WhatsApp on +92 320 9909994, or by email to Director.opc@lhc.gov.pk. The cell takes complaints about delayed cases, illegal possession of property and property fraud. It covers cases in the High Court and in Punjab's district courts, and a relative in Pakistan can file for you.

We read the cell's website on 4 November 2026, including its contact page and both online complaint forms. Below is who can complain, what to attach, which form to pick, and how this cell differs from the Punjab government's own overseas commission.

The cell handles four kinds of court problem

The Overseas Pakistanis Cell, called OPC-LHC, sits inside the Lahore High Court. Its job is to help overseas Pakistanis whose cases are pending in Punjab's courts. The cell's website lists four problems it deals with:

  • Illegal possession of your property in Punjab, or a threat of it.
  • Long delays in deciding your case.
  • Fraud involving property you bought.
  • Trouble following a case from abroad and hiring a lawyer.

The cell is run by a Director and a Secretary, with support staff. The site says they keep in regular contact with litigants and update them on their cases.

The cell does not decide your case. A judge does. What the cell can do is push for a hearing, report delay, and keep you informed. The site says it has a fixed time limit for concluding pending matters, but it does not say how long that limit is.

Special benches hear overseas Pakistanis' cases

The cell's site lists three special High Court benches for overseas Pakistanis' matters:

JudgeMatters assigned
Justice Shujaat Ali KhanCivil and constitutional
Justice Ch. Muhammad Masood JahangirCivil
Justice Jawad HassanConstitutional, commercial and foreign awards

Bench assignments change over time. Treat this as the list the cell published, and check the current roster with the cell before you rely on it.

The cell takes complaints online, by WhatsApp, email, post or in person

The site lists six ways to file, and its contact page gives the numbers and addresses below. Pick the one that leaves a record.

Ways to contact the Lahore High Court Overseas Pakistanis Cell

The sixth route is through the Overseas Pakistanis Commission Punjab, which can pass your complaint to the cell. Our guide on the Punjab OPC complaint covers that route. You can also complain in person, through an attorney, or through an authorised agent. A relative with your power of attorney counts.

Pick the right one of the two online forms

The E-Filing of Complaint page offers two forms. One is for cases in the Lahore High Court. The other is for cases in the district judiciary, meaning the civil, family and sessions courts across Punjab. Choose by where your case is now, not where it started.

  1. Open opc.lhc.gov.pk and click E-Filing of Complaint.
  2. Choose the Lahore High Court form or the District Judiciary form.
  3. On the High Court form, fill in First Name, Phone Number, Email Address and CNIC or NICOP.
  4. Choose the bench: Principal Seat Lahore, Rawalpindi, Multan or Bahawalpur.
  5. Write the complaint with the case number, court, last hearing date and what is going wrong, then enter the captcha and submit.
  6. Send the same details and your documents by email or WhatsApp, so the cell has your papers too.
Steps to file an online complaint with the LHC Overseas Pakistanis Cell

We did not see an upload button on the High Court form. That is why step 6 matters. Before you write, check the latest hearing on our LHC case status guide or, for a district case, our Punjab district court guide.

Attach proof that you live abroad and the case details

The cell asks for these documents:

  • Valid CNIC.
  • Valid NICOP, the identity card for overseas Pakistanis.
  • Pakistan Origin Card (POC), if you hold one instead.
  • Valid foreign passport or Iqama.
  • Valid visa, residence permit or nationality card.
  • Contact number of a focal person in Pakistan, if you have one.
  • Full details of the pending case in each court.

You will not have all of the identity documents. Send what proves you are Pakistani and that you live abroad. The case details matter most: case number, court, judge if known, and the last order.

The cell also has a window for overseas Pakistanis at the Sahulat Centre in the Directorate of District Judiciary, set up in 2016, according to its site.

This cell is different from the Punjab property special courts

Punjab also has special courts for overseas Pakistanis' property disputes, with their own deadlines. That is a place to file a case. The LHC cell is a place to complain about a case already filed. See our guide on the Punjab overseas property special court. For Sindh, Balochistan and Islamabad, see our guide to the other high court cells.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read the LHC Overseas Pakistanis Cell home page, its contact page, the E-Filing of Complaint page and the High Court complaint form on 4 November 2026. We did not submit a complaint or message the WhatsApp number, and the cell's office hours and time limit are not on its site.
