A Smart NICOP in the UK costs £55.50 on the normal track, £68.50 urgent and £83.50 executive at the Pakistan High Commission in London, with home delivery included. Manchester lists £55, £68 and £83 for the same three tracks. The 50p gap and the delivery times differ by office, so check the table below for your nearest NADRA office before you book.

We read the NADRA pages of the Pakistan High Commission in London and the Consulate General in Manchester on 31 October 2026. Every UK office now works by appointment only, so the fee is only half of what you need to know. The documents, the office list and the fixes for a rejected application follow.

UK NICOP fees run from £55.50 to £83.50 at London

London charges £55.50 for a normal Smart NICOP, £68.50 for urgent and £83.50 for executive. Each price includes home delivery and £3.50 in bank charges. Payment is by debit or credit card only, and American Express is not accepted.

Manchester's table is dated from 12 December 2022 and also shows the old fees: £51.50, £64.50 and £79.50. Its notes say each fee includes a £1.50 bank surcharge and £10 for NADRA delivery. London's page instead names £3.50 in bank charges. The two offices do not explain the 50p gap, and we could not find a newer Manchester table.

One extra charge catches people out. Manchester adds £10 to every NICOP application taken during a visit by NADRA's Mobile Registration Team, the van service that visits community centres and mosques at weekends. By our arithmetic, a normal card taken at a mosque visit in Manchester's area costs £65.

The emails listed are nadra.london@phclondon.org for London, manchester@nadra.gov.pk and birmingham@nadra.gov.pk. Manchester says it has wheelchair access. For problems with an online application, the pages point to NADRA's head office on +92 51 111 786 100.

Only British Pakistanis can apply at a UK office

London's page says only British Pakistanis can apply at its facility, because the card shows the United Kingdom as your country of stay. If you live in another country, apply there or online. Your parents' and spouse's NADRA cards must also be valid.

That last rule stops many applications. London says that to process any NADRA card, the cards of your parents and spouse must be valid. If one has expired, renew it first. If one of them has died, their card must be cancelled first, and a death certificate is needed for that.

Children are a second trap. A child's NADRA card expires at age 10, according to London's page. To apply for a Pakistani passport after that age, the child needs a new card first. The UK passport fees for that next step are set out in the Pakistani passport fee in the UK.

Bring different papers for a new card, a renewal and a change

A renewal needs only your expired NADRA card and a valid passport or Share Code. A first card needs a birth certificate, your parents' or siblings' cards and a relative present for fingerprints. A change needs the card, a passport and proof of the change.

  1. Book an appointment at your nearest UK office.
  2. For a first NICOP, bring your original birth certificate (computerised if issued in Pakistan), a valid passport or Share Code, your parents' or siblings' NADRA cards and your marriage certificate if married.
  3. Bring one parent or adult sibling with a valid NADRA card for biometric verification on a first NICOP.
  4. For a renewal with no changes, bring the expired card and a valid passport, Share Code or proof of legal stay.
  5. For a modification, such as marital status or address, bring the card, a valid passport and papers that prove the change.
  6. Pay by debit or credit card at the office, then check every detail on screen before you leave.
Steps to apply for or renew a NICOP at a NADRA office in the UK

All Pakistani birth, death, marriage and divorce certificates must be computerised, London says. A handwritten union council certificate will not do. London also says a card number, a copy or the original are all fine as proof of your own NADRA card.

UK offices also handle FRC, succession biometrics and cancellation

Besides NICOP, London lists a Family Registration Certificate, a fingerprint and iris update, biometric verification for a succession certificate and card cancellation after a death. Manchester says it now also processes POC and FRC. POC applications start online only.

For a family certificate, your family must already be linked in NADRA's records, London notes. The rules for that document are in our explainer on the NADRA Family Registration Certificate. For a POC, London says manual booking has stopped, so start the application online.

Cancellation after a death must come from a parent, sibling, spouse or adult child of the person who died. Bring your own card, the death certificate and the deceased person's card.

If you would rather not travel, the online route is open to UK residents too. The dollar fees and steps are in applying for a NICOP online on Pak ID.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 31 October 2026. London's fees, delivery times, services and document lists come from the Pakistan High Commission's NADRA page at phclondon.org. Manchester's fees, notes and the UK office addresses come from the Consulate General of Pakistan Manchester's NADRA fees, NADRA home and contact pages, read the same day. We did not book an appointment or pay a fee. We could not find Glasgow's own NADRA contact details, and we could not read NADRA's website, which refuses automated requests, to check whether its online fee matches the office fees.
